When a student in India completes Class 12 and considers what comes next, the options are far more varied than most people realize. The conversation usually jumps straight to colleges and universities – but the reality is that India’s post-secondary education landscape is much broader than that. It includes polytechnics, nursing schools, vocational training centers, and degree colleges, each serving a distinct purpose and a distinct group of learners. Understanding how this landscape works – and who it actually reaches – is essential to grasping both the promise and the persistent gaps in India’s education system.

What is tertiary education?

Tertiary education refers to all forms of learning that take place after secondary school. According to UNESCO, tertiary education encompasses both academic and higher vocational education – any structured learning that follows the completion of Class 12. The World Bank defines it broadly to include universities, colleges, and vocational schools. What ties them all together is that they require secondary education as a prerequisite and aim to prepare learners either for the workforce or for further academic study.

In India, tertiary education is the level that kicks in after a student completes the 10+2 format – ten years of primary and secondary schooling followed by two years of higher secondary education. After passing the Higher Secondary Examination, students may choose from general degree programmes, professional degree programmes, or vocational and diploma tracks depending on their interests and circumstances.

Tertiary education vs. higher education: not the same thing

These two terms are often used as if they mean the same thing, but there is an important distinction. Higher education is a subset of tertiary education. It specifically refers to programmes that lead to a formal academic degree – bachelor’s, master’s, or doctoral – awarded by a recognized university. Tertiary education, on the other hand, is the broader umbrella that includes everything post-secondary, whether or not it results in a degree.

A three-year engineering diploma from a polytechnic is tertiary education. A B.Tech from an affiliated engineering college is both tertiary and higher education. The distinction matters because it shapes how institutions are regulated, how qualifications are recognized in the job market, and how students can progress further in their education. Diploma programmes at polytechnics, for instance, typically range from two to three years and are classified as tertiary but not higher education in the conventional sense, since they do not lead to a university degree.

Types of tertiary institutions in India

India’s tertiary education landscape is built around several distinct types of institutions, each with its own mandate, qualification level, and target learner group.

Polytechnic institutes

Polytechnics are among the most significant providers of technical education in India. As noted by UNESCO’s UNEVOC, there has historically been an imbalance in India’s technical education system – more engineers graduating than diploma holders – creating a shortage at the mid-level technical workforce. To address this, more polytechnics and Industrial Training Institutes have been established over time.

Polytechnic programmes typically run for three years and offer diplomas in fields such as engineering, electronics, computer science, medical lab technology, and architectural assistantship. These diploma programmes are provided at polytechnics, usually in a specialized engineering or technological field, and are designed to prepare students for direct entry into the workforce. Technical education at this level is overseen by the All India Council for Technical Education (AICTE). Women’s polytechnics offering programmes in garment technology, textile design, and beauty culture have also expanded access for female learners in vocational technical education.

Industrial Training Institutes (ITIs)

ITIs occupy an important place at the entry level of vocational training. The Craftsman Training Scheme (CTS), administered under the Directorate General of Employment and Training (DGET) within the Ministry of Labour, was initiated in 1950 with about 50 ITIs to meet skilled manpower requirements for India’s industrial growth. Today, training is provided in over 32 engineering and 22 non-engineering trades. ITI programmes are open to students who have completed anywhere from Class 8 to Class 12, making them accessible even to those who exit school early. According to the AICTE, there are more than 4,500 vocational institutions across India offering degrees, diplomas, and post-diplomas in fields ranging from engineering to pharmacy and hotel management.

Nursing schools

Nursing education in India sits clearly within the tertiary space, though it operates through diploma rather than degree pathways at the foundational level. The two key entry-level programmes are the Auxiliary Nurse Midwifery (ANM) – a two-year diploma – and the General Nursing and Midwifery (GNM) diploma. As per the Indian Nursing Council (INC), the minimum eligibility for GNM is completion of Class 12 with English and a minimum of 40% marks. The GNM programme, which runs for three years with a six-month internship, trains students in medical-surgical nursing, child health nursing, community health nursing, mental health nursing, and midwifery.

These programmes play a particularly vital role in meeting India’s healthcare workforce needs. India currently has only 1.9 nurses per 1,000 people, well below the WHO’s recommended ratio of 3 per 1,000 – underscoring how critical nursing schools are to the country’s public health infrastructure. Graduates can work as staff nurses, community health nurses, or clinical care nurses in government and private hospitals and health centres.

Vocational training centres

Beyond ITIs and polytechnics, India has a wide network of vocational training centres operating under various ministries. Various ministries run vocational courses through innovative institutions specifically launched for that purpose, with the government working to maintain quality across these programmes. Schemes like Skill India and the National Skill Development Corporation (NSDC) have given further momentum to vocationalization. Skill India and the NSDC specifically focus on vocational training and certification programmes aimed at bridging the skills gap and enhancing employability. Unlike general university education, vocational training is intensely practice-oriented, preparing students for specific trades and occupations directly.

Degree colleges and universities

At the higher education end of the tertiary spectrum sit degree colleges and universities. India’s higher education landscape includes over 1,100 universities and more than 45,000 colleges, all governed by the Ministry of Education. The majority of students – close to 80% – complete their instruction at affiliated colleges, with the curriculum, examinations, and final degree designed and granted by the affiliated university. Constituent and autonomous colleges also exist, enjoying greater flexibility in curriculum development and assessment.

Universities themselves are classified by management and funding: Central Universities are established through Acts of Parliament; State Universities are set up by state legislatures; and Private Universities are established through sponsoring bodies. Beyond these, Institutions of National Importance such as the IITs, IIMs, and AIIMS are renowned for academic excellence and attract highly competitive admissions. University education is overseen by the University Grants Commission (UGC), which handles funding, recognition of institutions, and broader policy for the higher education sector.

According to the AISHE Report 2021-22, India’s Gross Enrolment Ratio (GER) in higher education stands at 28.4%, a significant rise from just 0.4% at independence. The National Education Policy (NEP) 2020 sets an ambitious target of raising this to 50% by 2035, with a focus on multidisciplinary learning, flexible degree structures, and expanded access through open and distance learning.

Access and challenges: who gets left behind

Despite significant expansion, access to tertiary education in India remains deeply unequal. The barriers are economic, social, geographic, and gender-based – and they often compound each other.

Economic barriers

Research consistently shows that economic status is the most significant barrier to higher education access in India. The cost of education – including tuition, accommodation, and coaching – is prohibitive for many families. Students from lower socioeconomic groups frequently prioritize immediate income over long-term educational goals. Rural women from the poorest households are at the lowest end of higher education participation, while urban women fare significantly better, sometimes even surpassing urban males in enrolment.

Social and caste-based barriers

According to research published in 2024, around 25% of India’s population belongs to Scheduled Castes and Scheduled Tribes, and 35% to Other Backward Classes – groups that continue to face systemic disadvantages in accessing quality tertiary education. Despite reservation policies, students from these communities still encounter institutional discrimination, social stigma, and a lack of academic support structures that hinder their progression. A 2024 study using NSO data found that youth from Scheduled Caste and Scheduled Tribe backgrounds are significantly less likely to access professional higher education compared to upper-caste peers, and that a large portion of this gap is tied to household economic status.

Gender barriers

Gender continues to shape access at every level. The same study found that male students are 12.6% more likely to enrol in professional higher education courses than their female counterparts, with this gap widening in poorer households. Social norms, safety concerns, early marriage, and the prioritization of boys’ education in rural settings all contribute to this disparity. India ranked 129th out of 146 countries in tertiary education enrolment in the World Economic Forum’s Global Gender Gap Index 2024 – a striking figure given the country’s overall system size.

Geographic and rural-urban divide

Spatial inequalities are among the most persistent challenges in higher education access. Despite comprising around 65% of India’s population, rural residents account for only a fraction of higher education enrolments. The concentration of quality institutions in urban centres, combined with inadequate infrastructure, poor road connectivity, and limited local employment prospects for graduates, makes accessing tertiary education particularly difficult for students from remote or semi-urban areas. Centrally sponsored schemes like RUSA (Rashtriya Uchchatar Shiksha Abhiyan) aim to address this by boosting institutions in areas with high concentrations of socioeconomically disadvantaged groups.

Policy responses and the path forward

India’s government has responded to these access challenges through a combination of regulatory reform, financial schemes, and digital initiatives. The NEP 2020 envisions a differentiated system of research universities, teaching universities, and autonomous degree-granting colleges – moving away from the overstretched affiliation model that currently governs most undergraduate education. It also proposes a National Digital University, an Academic Bank of Credits that allows flexible entry and exit from degree programmes, and stronger integration of vocational training within mainstream academic pathways.

These reforms acknowledge what the data makes clear: that expanding the number of institutions alone is not enough. Quality, equity, and geographic reach must all improve together if tertiary education is to fulfil its potential as a driver of social mobility and economic growth in India.
