India runs one of the world’s largest higher education systems – over 1,000 universities and more than 53,000 colleges serving roughly 41 million students. Yet for many, the structure of this system – its degree levels, course types, and the way colleges link to universities – remains unclear. Whether you are a student planning your academic journey, an educator, or simply someone curious about how Indian higher education is organized, understanding this architecture is essential. This post breaks it down clearly, from undergraduate entry to doctoral research, and from vocational certificates to the affiliation system that holds it all together.

The three-tier degree structure: undergraduate, postgraduate, and doctoral

Indian higher education follows a broadly sequential three-tier system that students move through after completing 12 years of schooling (10 years of primary education followed by two years of higher secondary). Each tier has a distinct purpose, duration, and set of qualifications.

The undergraduate level

The undergraduate (UG) level is where most students enter higher education. Traditionally, a Bachelor’s degree in arts, science, or commerce runs for three years, while professional programmes in engineering, medicine, or law run longer. The National Education Policy (NEP) 2020 has significantly reshaped this tier by introducing a four-year multidisciplinary Bachelor’s programme as the preferred option, alongside the existing three-year route. The four-year programme can lead to a Bachelor’s degree with Research if the student completes a rigorous research component as specified by the institution.

One of the most discussed features of NEP 2020 at the undergraduate level is the Multiple Entry and Multiple Exit (ME-ME) scheme. Under this framework, a student does not have to complete the full degree to walk away with a recognized qualification. As per NEP 2020, students can exit with a certificate after one year, a diploma after two years, a Bachelor’s degree after three years, or a Bachelor’s degree with Research after four years. Credits earned are stored in the Academic Bank of Credits (ABC), a digital mechanism managed by the Ministry of Education that allows students to pause their studies and return later without losing the work they have already completed. This directly addresses the issue of student dropout, particularly for those who must leave due to financial or personal reasons.

The postgraduate level

After completing an undergraduate programme, students can progress to postgraduate (PG) study. The standard postgraduate degree is the Master’s degree, which typically spans two years. Under NEP 2020, institutions have the flexibility to offer different Master’s programme designs, including a one-year Master’s for those who hold a four-year undergraduate degree with research. This is consistent with international norms where a research-focused undergraduate qualification can shorten the time needed at the Master’s level.

India also has the Master of Philosophy (M.Phil.), a research degree that historically sat between the Master’s and the PhD. The M.Phil. required candidates to complete coursework and a dissertation, making it a useful stepping stone for those entering academic or research careers. However, following the UGC’s revised PhD regulations, the M.Phil. has been discontinued as a mandatory entry requirement for doctoral programmes, and many universities are phasing it out in line with NEP 2020 guidelines.

The doctoral level

The Doctor of Philosophy (Ph.D.) is the highest academic qualification in India’s higher education structure. It is a research degree that typically requires a minimum of three years of original investigation, leading to a thesis that must pass expert scrutiny. The UGC provides doctoral scholarships to those who clear the Junior Research Fellowship (JRF) in the National Eligibility Test (NET), spending approximately โ‚น725 crore annually on doctoral and post-doctoral fellowships. A PhD is the standard qualification required for appointment as a faculty member in colleges and universities, and it forms the backbone of India’s academic research ecosystem.

Types of degrees and what they mean

Within this three-tier framework, different types of formal qualifications exist, each with its own purpose and level of specialization.

Bachelor’s degrees

The Bachelor’s degree is the first full degree awarded in higher education. It comes in many forms depending on the discipline: BA (Bachelor of Arts), BSc (Bachelor of Science), BCom (Bachelor of Commerce), BTech/BE (Bachelor of Technology/Engineering), MBBS (Bachelor of Medicine, Bachelor of Surgery), and so on. Professional Bachelor’s degrees often take longer – an MBBS, for instance, runs for five and a half years including internship, while an LLB (law) has both three-year and five-year integrated options. The diversity of Bachelor’s programmes across disciplines is one of the defining characteristics of India’s undergraduate landscape.

Master’s degrees

Master’s degrees signal advanced, specialized study. Common examples include MA, MSc, MCom, MBA (Master of Business Administration), and MTech. Beyond subject specialization, the Master’s level also includes professional and interdisciplinary programmes that have emerged in response to industry demand, such as MCA (Master of Computer Applications) and MSW (Master of Social Work). Under the UGC’s Draft Regulations 2024 on minimum standards for degree awards, both undergraduate and postgraduate programmes across all types of universities – central, state, private, and deemed – are being standardized to ensure consistent learning outcomes.

Integrated and dual degrees

Integrated programmes combine undergraduate and postgraduate study into a single, seamless qualification. Examples include the five-year BA LLB (arts and law) or the Integrated M.Sc. in sciences. These programmes save time for students who know their field of specialization early. Additionally, twinning, joint, and dual degree programmes are available through collaborations between Indian and foreign universities under UGC regulations, opening international pathways from within Indian institutions.

Vocational and short-term courses: certificates and diplomas

Not every student wants or needs a full degree. Certificate programmes and diploma courses play a critical role in India’s higher education system, particularly for students who need employment-ready skills in a shorter time frame.

Certificate programmes

Short-term certificate programmes, often lasting a few weeks to one year, focus on specific skills or competencies. They are offered by universities, autonomous colleges, polytechnics, and now integrated into the undergraduate structure itself via NEP 2020. A student who exits a degree programme after completing the first year earns an undergraduate certificate – a formally recognized qualification rather than a “dropout” label. This shift in thinking, from treating early exit as failure to treating it as a credential, is one of the most progressive elements of recent policy reform.

Diploma programmes

Diplomas occupy the space between a short certificate and a full degree. A two-year exit from an undergraduate programme now earns a student a diploma – or an advanced diploma if the student has completed significant vocational components. Polytechnics across India offer standalone three-year diploma programmes in engineering and technology that are regulated by AICTE (All India Council for Technical Education). These are valuable qualifications that lead directly to employment or to lateral entry into degree programmes.

Vocational courses and the NSQF

India’s vocational education framework is organized around the National Skills Qualification Framework (NSQF), which was revised and notified in June 2023. The NSQF is an outcome and competency-based framework that organizes qualifications from levels one to ten in terms of knowledge, skills, aptitude, and responsibility, covering formal, non-formal, and informal learning pathways. It creates equivalence between vocational and academic qualifications, so a diploma in a vocational trade can be mapped to a specific level and recognized alongside general academic credentials. This means a student trained in fields like healthcare assistance, construction, IT support, or agriculture can move between vocational and academic education without starting over. The National Credit Framework (NCrF), notified by UGC in April 2023, further integrates academic and vocational credits, allowing higher education institutions to embed NSQF-aligned vocational courses directly into their degree programmes.

The affiliation system: how colleges connect to universities

Understanding the structure of degrees alone is not enough – one also needs to understand how institutions are organized. The vast majority of India’s colleges do not operate independently. They function within an affiliation system that links them to a parent university.

How affiliation works

An affiliated college offers courses and conducts teaching, but the degree that students receive is awarded in the name of the university it is affiliated to, not the college itself. The university sets the curriculum, conducts or oversees examinations, and maintains academic standards. Most state universities are affiliating universities that administer many affiliated colleges – often located in smaller towns – which typically offer undergraduate courses but may also offer postgraduate programmes. This system was originally designed when the number of colleges under each university was manageable, but as the sector expanded to over 53,000 colleges, the system has become unwieldy and difficult to administer effectively. Colleges under this system have limited freedom to modernize their curricula or make them globally competitive, locally relevant, and skill-oriented.

Autonomous colleges

Autonomous colleges are a step above regular affiliated colleges. An autonomous college in India is an institution that operates independently in academic matters while still being affiliated with a university – it has the freedom to design its curriculum, conduct exams, and set its own evaluation system, but the degree is awarded by the affiliated university. As of the latest UGC data, there are over 1,200 autonomous colleges in India. To receive autonomous status, a college must meet stringent quality thresholds – typically a NAAC accreditation of ‘A’ grade (score 3.01 and above) or NBA accreditation for at least three programmes. Under updated UGC regulations issued in 2023, autonomous colleges can now directly approach the UGC to apply for autonomous status without going through the parent university first. Autonomous status also allows colleges to launch certificate or diploma courses without prior university approval and to offer both undergraduate and postgraduate programmes, and even PhD programmes with the approval of their academic council.

Deemed universities and central universities

At the top of the institutional ladder are deemed universities and central universities, which operate with full academic autonomy. As of 2025, India has 54 central universities, 416 state universities, 147 deemed universities, 361 state private universities, and 159 Institutes of National Importance including the IITs, IIMs, IISERs, NITs, and AIIMS. Deemed universities are granted their status by the Ministry of Education on the advice of the UGC for maintaining exceptional academic standards, and they can set their own syllabus, manage admissions, and confer degrees independently. Central universities, established by Acts of Parliament, enjoy national funding and are often centers of research and academic excellence.

The regulatory framework: UGC, AICTE, and quality assurance

All of this – degrees, institutions, affiliations – is held together by a regulatory architecture. The University Grants Commission (UGC), established as a statutory body under the UGC Act 1956, is the primary regulator for higher education in India. It recognizes universities, disburses funds, sets minimum standards for teaching and research, and maintains the list of approved institutions. Alongside it, AICTE regulates technical education, including engineering, management, pharmacy, and architecture programmes. Quality assurance is handled by autonomous bodies such as NAAC (for universities and colleges) and NBA (for specific programmes), whose accreditation scores increasingly determine an institution’s eligibility for autonomy, online programme delivery, and additional funding.

Together, this framework – degree levels, course types, institutional categories, and the affiliation system – defines the shape of higher education in India. It is a system in active transformation, driven by NEP 2020’s push for flexibility, multidisciplinarity, and skill integration. The shift from rigid, time-bound degrees to a credit-based, multiple entry-exit model represents a fundamental rethinking of what it means to be educated in India today.
