Technology has quietly but fundamentally changed what it means to be an adult learner. Not long ago, pursuing education after formal schooling meant attending evening classes or enrolling in correspondence courses. Today, a working professional can complete a certification on a morning commute, a retired teacher can join a global discussion forum from home, and a first-generation learner in a rural area can access the same course content as someone in a city. This shift has been driven by a wave of Information and Communication Technologies (ICTs) – particularly mobile computing, wireless networks, and Web 2.0 tools – that are reshaping how adults engage with learning in ways that are more flexible, participatory, and accessible than ever before.

The mobile revolution in adult learning
Of all the ICT trends affecting adult education, the rise of mobile computing has been the most sweeping. Smartphones and tablets have become the primary devices through which millions of adults access information, communicate, and now, learn. The mobile learning market is projected to grow from $2.02 billion in 2021 to $7.62 billion by 2028, signalling that institutions and employers alike are recognising the power of mobile-first learning strategies.
What makes mobile learning especially relevant for adult learners is its fit with their lifestyle. Adults juggle jobs, families, and other responsibilities. A mobile-first approach allows them to learn at their own pace, in their preferred environment – whether that is during a lunch break, while commuting, or late at night. Research shows that 68% of people prefer to consume digital content on smartphones and tablets, and those who learn via mobile devices tend to complete their courses more quickly. For adults who previously felt that returning to education was logistically impossible, mobile learning removes a significant barrier.
Beyond convenience, mobile learning supports digital equity. For adult learners who do not have regular access to a desktop computer, a smartphone is often their only internet-enabled device. This makes mobile-compatible content not just a nice feature but a necessity for inclusive adult education programmes.
Wireless networks: expanding the geography of learning
Mobile devices are only as effective as the networks they connect to. The expansion of wireless connectivity – through Wi-Fi hotspots, 4G, and increasingly 5G networks – has dramatically extended where learning can happen. Libraries, community centres, transport hubs, and even rural areas with improved cellular coverage are now potential classrooms for adults.
However, the picture is not uniformly positive. Programmes must actively address affordability and skills gaps to ensure that the benefits of wireless learning reach those who need them most. Governments and international organisations such as UNESCO and the ITU are working through initiatives like the Broadband Commission for Sustainable Development to close these gaps, recognising that connectivity is increasingly a prerequisite for educational participation.
Web 2.0: from passive consumers to active learners
Perhaps the most intellectually significant ICT shift for adult education is the emergence of Web 2.0 – the generation of internet technologies that turned the web from a one-way information channel into a collaborative, participatory environment. Popularised by Tim O’Reilly in the early 2000s, Web 2.0 marked the point where users stopped merely consuming content and started creating, sharing, and shaping it.
For adult learners, this distinction is profound. Traditional education often cast the adult as a passive recipient of expert knowledge. Web 2.0 disrupts this model entirely. As researchers in teacher education have noted, when Web 2.0 tools are effectively integrated, student-centred pedagogy becomes the norm – learners collaborate, co-construct knowledge, and engage with multiple perspectives rather than simply receiving instruction.
Blogs: reflection and expression in learning
Blogs are among the most accessible and educationally versatile Web 2.0 tools. At their core, they give learners a public space to interact with course content, document their thinking, and receive feedback. Educational blogs can be continuously updated, making them especially useful in rapidly changing fields where content must stay current. For adult learners, who often bring substantial professional experience to their studies, blogs offer a meaningful way to connect new learning with real-world insight.
Research compiled by information science scholars notes that learning supported through blogs can extend well beyond classroom hours, incorporating real-world events and resources that enrich the original curriculum. An adult learner studying public health policy, for instance, can maintain a blog that tracks developing news stories alongside their course readings – turning the blog into a live, evolving learning journal.
Wikis: collaborative knowledge building
Wikis take the collaborative potential of Web 2.0 a step further. A wiki is a shared website that multiple users can edit and contribute to – a model made famous by Wikipedia. In educational settings, wikis allow groups of adult learners to build shared knowledge bases, peer-review each other’s contributions, and engage in the kind of iterative refinement that characterises genuine intellectual work.
Studies from doctoral-level courses show that adult learners using wikis alongside blogs and online discussions develop richer, more nuanced responses to complex questions than those relying on traditional assignments alone. The process of contributing to a wiki – writing, editing, debating, revising – mirrors the collaborative knowledge practices of professional environments, making it particularly well-suited to the needs and motivations of adult learners.
Social media and online communities
Social networking platforms have become a significant informal learning space for adults. Research shows that platforms such as WhatsApp, Facebook, and YouTube are among the most frequently used Web 2.0 tools in educational contexts, enabling learners to communicate with peers, access video-based instruction, and participate in subject-specific groups. These tools reduce the isolation that adult distance learners often experience and create communities of practice that can be as intellectually stimulating as in-person cohorts.

Alongside this, digital platforms are increasingly capable of personalising the learning experience. Using big data and analytics, e-learning providers can create customised learning paths, tailored course recommendations, and varied assessment types so that adult learners progress according to their individual pace, background, and goals. For adults who bring diverse prior experience to their learning, this adaptability is particularly valuable – it avoids the one-size-fits-all approach that has historically made formal education feel irrelevant to many.
Challenges and critical considerations
The opportunities offered by ICT trends in adult education are real, but they come with significant caveats. The digital divide remains one of the most pressing concerns. UNESCO’s Inclusive Policy Lab identifies the digital divide as a gap that operates on multiple levels – not just access to devices and connectivity, but also the digital skills needed to use technology effectively for meaningful learning outcomes. Adults from lower-income backgrounds, older adults, and those in rural communities face compounded barriers.
There is also the question of digital literacy among learners themselves. Studies have found that while many adult learners are aware of the potential benefits of blogs and wikis for collaborative learning, they often lack the practical skills to use these tools effectively in academic contexts. Privacy concerns and a lack of motivation to engage with unfamiliar platforms further limit uptake. This means that introducing ICT tools into adult education is not simply a matter of making them available – it requires deliberate scaffolding, training, and support.
Furthermore, the International Journal of Lifelong Education notes that while digitalisation has brought new opportunities to adult education, it has also introduced challenges around inclusion, accessibility, and the risk of deepening existing inequalities if technology adoption is not handled equitably.
What this means for adult education practice
The convergence of mobile computing, wireless networks, and Web 2.0 tools is not a passing trend – it represents a structural shift in how knowledge is accessed, created, and shared. For adult education to remain relevant and effective, practitioners need to move beyond simply digitising existing content. The real opportunity lies in using these technologies to design learning experiences that are genuinely interactive, flexible, community-centred, and responsive to the complex lives that adult learners lead.
This means building mobile-compatible course designs from the outset, integrating collaborative tools like wikis and discussion forums in ways that are purposeful rather than tokenistic, and actively supporting learners who may struggle with digital confidence. It also means advocating for the infrastructure and policy conditions – better connectivity, affordable devices, digital literacy programmes – that make these technologies accessible to all adults, not just those who are already digitally included.
