Across the world, millions of adults never completed their formal education – not because they lacked the will to learn, but because geography, poverty, work obligations, or conflict stood in the way. Information and Communication Technologies (ICTs) have steadily dismantled these barriers. From a radio receiver in a nomadic pastoralist’s tent in northern Nigeria to a satellite-delivered television lesson in a remote Mexican village, ICTs have made it possible to reach adult learners where they are – on their own terms and at their own pace. UNESCO’s research on ICT-based literacy programmes documents how diverse these solutions have become, drawing on everything from broadcast radio to multimedia computers to deliver measurable gains in adult literacy and educational access globally.

Why ICTs matter for adult education
Adult learners face a distinct set of challenges that children in formal schooling generally do not. Many hold jobs, raise families, or live in communities far from the nearest learning centre. Traditional classroom schedules are simply incompatible with these realities. ICTs address this directly by decoupling learning from both place and time. A radio broadcast reaches a farmer during the working day; a television lesson can be replayed; a mobile phone delivers a quiz at midnight. Beyond convenience, ICTs also scale in ways that brick-and-mortar institutions cannot. Research on ICT in education consistently notes that once the fixed costs of producing a radio or television programme are met, the cost per additional learner drops dramatically – making these technologies among the most cost-efficient tools available for mass adult education.
The range of technologies in use spans a wide spectrum. Radio remains the most affordable and widely accessible medium in low-income countries. Television adds the power of visuals and demonstration. Computers and the internet enable interactivity, self-pacing, and collaborative learning. Multimedia platforms combine audio, video, and text to address different learning styles simultaneously. Each technology has found its niche in adult education programmes across different regions and contexts.
Radio: reaching the unreachable
Radio’s longevity as an educational tool is no accident. According to UNESCO’s 2023 GEM Report, nearly 40 countries use radio instruction to deliver education, and during the COVID-19 pandemic, 40% of learners relied on radio and television instruction as their primary or supplementary learning source. Among the poorest 20% of households in 24 low- and lower-middle-income countries, one quarter owned a radio – making it a genuinely inclusive medium.
Interactive Radio Instruction (IRI)
The most structured and well-documented use of radio in education is Interactive Radio Instruction (IRI), a methodology in which a radio “teacher” delivers direct content while simultaneously directing an in-class facilitator to engage learners in activities – answering questions, singing, working in groups, and practising skills. A World Bank toolkit on IRI documents that the approach has been directed at schoolchildren, teachers, illiterate adults, farmers, and health workers across programmes in Ghana, India, Zambia, and many other countries, and that radio has proved to be both pedagogically effective and cost-efficient at scale.
IRI’s origins trace back to a mathematics programme developed in Nicaragua in the 1970s. Since then, the model has spread widely. The Global Partnership for Education documents a well-known South African programme – OLSET’s English in Action – which delivered English-language instruction to 52,000 teachers over a 16-year period. In post-conflict South Sudan, IRI was used to provide in-service teacher training where no other infrastructure existed. Crucially, teachers in these programmes were found to have internalised the interactive teaching techniques even after the radio equipment was removed, demonstrating a lasting pedagogical impact beyond the broadcasts themselves.
Radio for nomadic and rural adult learners: Nigeria
In northern Nigeria, the challenge of educating nomadic pastoralists presented unique logistical difficulties. The National Commission for Nomadic Education designed a radio distance learning strategy in 1996, built on evidence that nomadic communities already carried radio sets while herding. Evaluations of the programme documented its effectiveness in reaching 77% of nomadic pastoralists in North West Nigeria, with measurable improvements in literacy, numeracy, and life skills. The Commission subsequently established a dedicated radio station for nomadic education, broadcasting in four languages.
In Lagos State, a 2021 peer-reviewed study in SAGE Open examined the radio programme Mooko Mooka, part of the Lagos Is Learning Project targeting non-literate adults. The study found that over 62% of participants used the programme to prepare for face-to-face classroom sessions, and more than 56% reported that radio instruction was directly responsible for their ability to read and write. The finding underscores a key principle: radio is most powerful when it complements, rather than replaces, in-person facilitation.
Television: extending the classroom across distances
Television brought a new dimension to distance education – the ability to demonstrate, illustrate, and model in ways that audio alone cannot achieve. Two programmes in particular stand out as landmark examples of television-based adult and non-formal education: Mexico’s Telesecundaria and Brazil’s Telecurso.
Telesecundaria, Mexico
Telesecundaria launched in 1968 to bring secondary-level education to rural communities in Mexico that had no secondary schools. The model is straightforward: students watch a 15-minute televised lesson delivered by a subject specialist, followed by 35 minutes of guided discussion and work with a single classroom teacher (the maestro monitor), and a short break before the next lesson. According to ERIC documentation, the programme grew to serve almost 800,000 students across 12,700 rural communities. Today, Telesecundaria constitutes 66% of Mexican public middle schools and enrols approximately 20% of students at that level. Its reach has also extended beyond Mexico – Panama, Costa Rica, and Guatemala adopted the model via satellite. Almost 75% of Telesecundaria students complete Grade 9, and 21% go on to high school.
Telecurso, Brazil
Brazil’s Telecurso, launched in 1978 through a partnership between the Roberto Marinho Foundation and industrial federations, used television and radio to broadcast educational content to adults across the country who had not completed their basic or secondary schooling. The programme was particularly directed at rural and low-income populations who could not access traditional schools. Over subsequent decades it was reformatted and expanded to include vocational training through a partnership with SENAI-SP, and by 2010 had been adapted for deployment in the states of Amazonas and Acre. These two programmes – Telesecundaria and Telecurso – represent some of the most studied and replicated television-based education models in the developing world.
Computers, the internet, and open universities
As access to computers and the internet expanded through the 1990s and 2000s, open and distance learning institutions began integrating these tools into large-scale adult education systems. The result was a new generation of programmes capable of combining self-paced study, interactive content, and mass outreach.
IGNOU and India’s multi-technology approach
India’s Indira Gandhi National Open University (IGNOU) is one of the world’s most comprehensive examples of ICT integration in adult and distance education. With over 3 million enrolled students, it is the largest university in the world by enrolment. IGNOU’s approach is deliberately multi-layered: it uses printed self-instructional materials alongside audio/video cassettes, FM radio broadcasts through Gyan Vani, educational television via Gyan Darshan, teleconferencing, videoconferencing, and computer networks. The university also makes use of SWAYAM – India’s national online course platform – and SWAYAM PRABHA, a set of satellite-delivered educational TV channels broadcast in 15 regional languages.
IGNOU’s reach extends far beyond India. Through the Pan-African e-Network Project, a collaboration with 53 African nations, IGNOU uses satellite and fibre-optic technologies to deliver educational content and e-governance resources across Africa. Its Open Educational Resources (OER) initiative makes course materials freely available to learners worldwide, illustrating how a single institution’s ICT infrastructure can have global impact.
Open universities and mega-institutions globally
IGNOU is not alone. Research on open and distance learning institutions identifies eleven “mega-universities” – each with annual enrolments exceeding 100,000 – that collectively serve approximately 2.8 million learners. These include the Open University of the United Kingdom, the China TV University System, the Universitas Terbuka of Indonesia, and the University of South Africa. For adult learners who cannot access conventional universities due to age, employment, or location, these institutions represent a critical pathway to higher education through ICT-enabled learning.
Multimedia and mobile learning
The most recent wave of ICT use in adult education integrates multiple media in a single programme – combining print, audio, video, and interactive digital content to address the diversity of adult learner backgrounds and needs.
Same Language Subtitling, India
A UNESCO case study on ICT and literacy highlights India’s Same Language Subtitling (SLS) programme as a particularly creative use of television. SLS adds subtitles in the same language as the audio track of popular film songs broadcast on television, turning entertainment into a reading-practice exercise for newly literate adults. Because the content is culturally familiar and intrinsically motivating, millions of viewers engage with the text without it feeling like formal instruction. This passive but regular exposure has been documented as an effective tool for reinforcing reading skills among adults who have recently achieved basic literacy.
Mongolia’s blended distance model
In Mongolia, where harsh geography and extreme seasonal conditions make regular classroom attendance difficult for adult learners across vast rural areas, a blended approach has been adopted. UNESCO documentation notes that face-to-face teaching in Mongolia is supplemented by a distance learning mode that uses radio, video-CDs, and DVDs – allowing learners to maintain continuity between in-person sessions without requiring internet access or advanced infrastructure.
Mobile and audio learning in Bangladesh and Zambia
Mobile technology has opened yet another channel for adult learning in low-income settings. In Bangladesh, primary school students improved their literacy and numeracy scores through audio lessons delivered via interactive voice response on mobile phones. In Zambia, the government’s Learning at Taonga Market programme – launched in 2004 and noted as the first educational programme to use an MP3 player as a delivery device – brought interactive audio instruction to out-of-school children and adults in community learning centres, reaching populations affected by the AIDS epidemic who had lost access to conventional schooling. Lessons from Guyana’s radio mathematics programme have similarly been pre-recorded onto CDs and MP3 files, paired with audio players, and distributed to remote classrooms without reliable broadcast reception.
The role of UNESCO and global frameworks
The UNESCO Institute for Lifelong Learning (UIL) has been central to documenting and disseminating these approaches. Its Effective Literacy and Numeracy Practices Database (LitBase) compiles case studies from all world regions, illustrating how ICTs can serve as media of instruction, supplements to face-to-face teaching, and tools for developing youth and adult literacy in diverse language and cultural contexts. UNESCO’s intersectoral platform for ICT in education specifically addresses access, inclusion, and quality – the three axes along which adult learners are most frequently disadvantaged – and frames ICT integration as inseparable from the broader goal of educational equity.
Persistent challenges
The evidence from across these programmes is compelling, but it does not obscure the real obstacles that remain. Infrastructure gaps – limited electricity, poor internet connectivity, and the cost of devices – continue to exclude the most marginalised communities from ICT-based learning. Studies of large developing nations such as those in the E-9 group (Bangladesh, Brazil, China, Egypt, India, Indonesia, Mexico, Nigeria, and Pakistan) note that even where programmes exist, underfunding and the absence of trained facilitators can undermine their impact. Digital literacy itself is a prerequisite that many adult learners do not yet possess, meaning that computer or internet-based programmes often require foundational training before substantive content can be delivered.
Equally important is the question of engagement. Research consistently shows that ICTs used purely for one-way presentation fall short of their potential. The most effective programmes – whether radio, television, or digital – are those that incorporate active learning, learner response, local facilitation, and integration with the national curriculum. ICTs are tools; their impact depends on the pedagogical design behind them.
