India has long held a reputation as a civilization rooted in knowledge – from ancient centers of learning like Nalanda and Takshashila to its modern-day prowess in science and technology. Yet, as the 21st century brought with it an intensely competitive global knowledge economy, a critical question emerged: was India’s knowledge infrastructure equipped to keep pace? It was this urgency that prompted the Government of India to establish the National Knowledge Commission – a bold, high-level initiative aimed at restructuring how the country produces, accesses, and applies knowledge for national development.

Establishment and structure of the NKC
The National Knowledge Commission (NKC) was constituted on 13th June 2005 by Prime Minister Dr. Manmohan Singh, with a mandate spanning three years – from 2nd October 2005 to 2nd October 2008. It was later extended to 31st March 2009. The Commission functioned as a high-level advisory body directly reporting to the Prime Minister, tasked with guiding policy and directing reforms across critical sectors including education, science and technology, agriculture, industry, and e-governance.
The Commission comprised eight eminent members, with Sam Pitroda – the telecommunications visionary who had previously transformed India’s telecom sector – serving as Chairman. Other members included economists, scientists, academics, and industry leaders such as Dr. Jayati Ghosh, Dr. Deepak Nayyar, and Nandan Nilekani. The secretariat, headed by an Executive Director and a team of research associates, was located in Chanakyapuri, New Delhi. The Planning Commission of India served as the nodal agency for budgeting and parliamentary submissions.
The NKC’s working methodology was consultative and evidence-based. It formed dedicated working groups for each focus area, held extensive deliberations with academics, scientists, industry representatives, and state governments, and submitted its findings directly to the Prime Minister in the form of letters and white papers. Over its operational period, the Commission submitted approximately 300 recommendations across 27 focus areas.
Core objectives: the five terms of reference
The NKC’s mandate was defined through five official terms of reference, each addressing a distinct dimension of the knowledge ecosystem. Together, these objectives reflected a comprehensive vision of what it would take for India to emerge as a globally competitive knowledge society.
1. Building excellence in education
The first and most prominent objective was to reform the educational system – from school level to higher education – to meet the knowledge demands of the 21st century. The NKC recognized that India’s educational infrastructure, while expansive, suffered from severe quality gaps and access inequities. At the time, roughly 100 million children in India were illiterate, making targeted literacy initiatives a non-negotiable starting point. The Commission pushed for expanding the number of universities, improving faculty governance, and reducing excessive government control over academic appointments.
Among its most impactful contributions, the NKC strongly advocated for enshrining the Right to Education in legislation – a recommendation that eventually materialized as the Right of Children to Free and Compulsory Education Act, 2009, which mandated free schooling for children between the ages of 6 and 14. The Commission also recommended establishing 15 new Central Universities and 14 world-class institutions to expand higher education capacity.
2. Promoting knowledge creation in science and technology
India’s research and innovation landscape, despite its potential, lagged behind peer economies. The NKC noted that in relative terms, India trailed the West and developing countries like Brazil and China in research output. To address this, the Commission recommended diversifying funding sources for research institutions, encouraging public-private partnerships in R&D, and proposing a National Science and Social Science Foundation (NSSSF) to treat all knowledge – natural, physical, agricultural, health, and social sciences – as a single, seamless intellectual enterprise.
An extensive Innovation Survey conducted by the NKC revealed that innovation was already emerging as a key economic driver, with both large firms and SMEs reporting increased innovation-related revenues since liberalization. However, a critical barrier identified was the lack of emphasis on problem-solving and experimentation in curricula – a systemic gap that stifled the very creativity that innovation demands.
3. Improving intellectual property management
A robust Intellectual Property Rights (IPR) regime was seen as central to encouraging innovation and attracting global scientific collaboration. The NKC recommended strengthening the IPR regime so that knowledge creators could fully exploit their innovations – which would also build confidence among global science and technology leaders to cooperate and share technologies with India.
Concrete proposals included modernizing patent offices through e-filing systems and real-time databases, establishing a dedicated IPR Tribunal for dispute resolution, setting up a National Institute of Intellectual Property Management for training, and introducing legislation modeled on the US Bayh-Dole Act – which would grant researchers at publicly funded institutions ownership rights over their inventions, incentivizing homegrown innovation.
4. Applying knowledge in agriculture and industry
Agriculture was identified as a critical area requiring urgent knowledge intervention. The NKC noted that agriculture provides the principal means of livelihood for over 60% of India’s population, yet the realization and utilization of knowledge at the ground level remained poor. Low and volatile growth rates, combined with an escalating agrarian crisis in several regions, threatened both food security and national economic stability.
The Commission’s agricultural recommendations were both structural and technology-driven. It proposed ICT-enabled Village Knowledge Centres to deliver location-specific, demand-driven information to farmers – covering crop advisories, weather data, soil testing, and market prices. It also recommended restructuring the Agricultural Technology Management Agency (ATMA) to make it more decentralized and participatory, and proposed increasing agricultural R&D spending to 1% of GDP. The goal was to give Indian farmers a competitive edge in the global market by ensuring that research insights actually reached the people who needed them most.
For industry, the NKC’s Innovation Survey findings reinforced the need for closer linkages between research institutions and the private sector, with knowledge-sharing networks and competitive grant systems to spur applied research and productivity gains.
5. Leveraging knowledge for transparent governance
The fifth objective addressed how knowledge capabilities could make government services more efficient, transparent, and citizen-friendly. The NKC recommended developing thematic national portals covering areas such as agriculture, water resources, health, and employment – serving as single-window information platforms for citizens. It also proposed e-governance solutions capable of simplifying at least ten key public services, including issuance of voter IDs, birth certificates, and driving licenses. These reforms, combined with the Right to Information Act, were envisioned to usher in a new era of accountability in government functioning.
Education reforms: a cornerstone of NKC’s agenda
Education received the most comprehensive attention across the NKC’s work. Beyond school-level reform, the Commission tackled vocational education, open and distance learning, professional education in law, medicine, and management, and the integration of ICT into teaching and administration. It recommended establishing a National Knowledge Network with gigabit-speed connectivity linking over 5,000 research and educational institutions across the country, enabling collaborative research and data sharing at an unprecedented scale.
It also pushed for an Independent Regulatory Authority for Higher Education (IRAHE) to replace the fragmented oversight of multiple bodies, and proposed a redefined role for the UGC and AICTE – recommending that the latter be effectively abolished and replaced by a leaner professional body. These suggestions, while bold, were met with significant resistance from established academic institutions and regulatory bodies who saw them as threatening institutional independence.
The NKC also championed open educational resources and open access to research publications – positioning India as a potential leader in the emerging global movement for democratized knowledge. Libraries were given significant attention too, with a recommended National Mission for Libraries (NML) to modernize and digitize public libraries across the country, making knowledge accessible well beyond university campuses.
Modern vs. traditional knowledge systems: an unresolved tension
One of the enduring critiques of the NKC’s work is its overwhelming orientation toward modern, technology-driven, and globally competitive knowledge systems – often at the expense of acknowledging India’s rich traditional knowledge heritage. Historically, India’s knowledge base has been elitist – whether through the caste-based system or the colonial education framework – with access to knowledge being the privilege of the few. While the NKC sought to democratize knowledge access, critics argued that its framework largely mirrored a Western, market-oriented model of the knowledge economy.
The Commission did acknowledge traditional knowledge in limited ways – for instance, its second report included a section on Traditional Health Systems, and the Government of India had already established the Traditional Knowledge Digital Library (TKDL) in 2001 as a repository of traditional medicinal formulations in Ayurveda, Unani, and Siddha – partly to prevent biopiracy. However, the NKC’s broader vision was firmly anchored in the language of global competitiveness, innovation, and intellectual property – a framework that many scholars argue inadvertently invalidates alternative knowledge systems rooted in local community traditions.
Scholars have also pointed out that traditional Indian pedagogies face critiques of exclusionary practices related to gender and caste, meaning that simply reviving traditional systems without critical scrutiny risks reproducing old hierarchies. The more productive path, many argue, lies not in choosing between modern and traditional, but in finding an approach that steers clear of the binary of tradition vs. modern – one that draws on the best of both with intellectual honesty.
Controversies, limitations, and the NKC’s eventual dissolution
The NKC’s journey was not without friction. In 2006, two prominent members – sociologist Andrรฉ Bรฉteille and political theorist Pratap Bhanu Mehta – resigned in protest after the Human Resource Development Ministry’s plans to expand caste-based quotas in premier institutions like the IITs led to a public dispute. The majority of Vice-Chancellors at the 82nd Annual Meeting of the Association of Indian Universities also rejected the NKC’s higher education recommendations, viewing them as too disruptive to established institutional structures.
More broadly, the NKC did not receive strong political support, with its recommendations frequently blocked by bureaucratic rivalries and a lack of sustained leadership. The Commission’s proposed National Commission for Higher Education and Research (NCHER) legislation, introduced in 2010, ultimately lapsed without passage. In July 2014, the incoming NDA government dissolved the NKC, bringing its formal operations to a close.
Legacy and lasting impact
Despite these setbacks, the NKC left a meaningful imprint on Indian policy. Its advocacy directly shaped the Right to Education Act (2009), influenced the 11th Five Year Plan’s emphasis on education expansion with equity, and spurred the creation of new Central Universities. Recommendations on libraries, e-governance, and translation were taken up by relevant ministries. The National Knowledge Network – a high-speed digital backbone connecting research institutions – was established as a direct outcome of NKC’s proposal.
Its emphasis on ICT in education and governance can also be seen as a precursor to India’s later Digital India initiative, and its innovation framework influenced subsequent policy discussions on startup ecosystems and R&D investment. The NKC’s vision, even if partially realized, established an important benchmark: that a nation’s future competitiveness is inseparable from the quality, accessibility, and application of its knowledge systems.
