India stands at a critical crossroads. With the world’s largest youth population and some of its most pressing environmental and social challenges – from deforestation and water scarcity to deep socio-economic inequality – the country’s education system carries an enormous responsibility. How schools and colleges prepare young people today will directly shape whether India meets its commitments to the United Nations Sustainable Development Goals (SDGs) by 2030. This is where Education for Sustainable Development (ESD) enters the picture – not as an add-on subject, but as a fundamental reorientation of what education is for.

What is sustainable development, and why does education matter?

The concept of sustainability was first formally discussed at the UN Earth Summit in Stockholm in 1972. It gained wider traction after the Brundtland Commission in the 1980s defined it as meeting present needs without compromising the ability of future generations to meet their own. Today, nations, institutions, and civil society organizations have incorporated sustainability values into their core frameworks, recognising that economic growth alone cannot be the measure of progress.

Sustainable development rests on three interconnected pillars: environmental conservation, social equity, and economic sustainability. Education is the common thread running through all three. It builds awareness, shapes values, and equips people with skills to make informed decisions. As education planners argue, without education that actively promotes sustainable thinking and responsible behaviour, policy targets remain aspirational rather than actionable.

In September 2015, India formally pledged its commitment to the UN’s 17 SDGs at the General Assembly. NITI Aayog was assigned the role of developing national indicators and overseeing implementation across ministries and states. Among the 17 goals, SDG 4 – Quality Education – is particularly central, as it underpins progress across all other goals. Target 4.7, specifically, calls on all nations to ensure learners acquire the knowledge and skills needed to promote sustainable development, including through education for sustainable lifestyles, human rights, and global citizenship.

India’s policy landscape for sustainability in education

India’s policy engagement with environmental and sustainability education has a long arc. The National Policy on Education (1986) first introduced the idea of environmental studies in the curriculum. The Supreme Court’s 2003 mandate made environmental education compulsory at all levels of schooling. But it is the National Education Policy (NEP) 2020 that represents the most ambitious and comprehensive framework for integrating sustainable development into Indian education to date.

NEP 2020: A framework for sustainability

NEP 2020 marks a significant paradigm shift by advocating experiential, project-based, and multidisciplinary learning. It calls for the meaningful infusion of SDGs – particularly SDG 4.7 on Education for Sustainable Development and Global Citizenship – into both curriculum and pedagogy. The policy goes beyond curriculum revision: it emphasizes transforming school culture itself to foster sustainable thinking and responsible citizenship.

Concretely, NEP 2020 emphasises the integration of environmental awareness, water conservation, and resource management across all subjects, and mandates that environmental education be incorporated into all B.Ed. and teacher education programmes. It also draws on Indian Knowledge Systems – traditional and indigenous practices related to forest management, organic farming, and conservation – as legitimate sources of sustainability knowledge.

At the higher education level, the University Grants Commission (UGC) updated its Environment Education curriculum guidelines in 2023, aligning them with NEP 2020 recommendations. The UGC classified an eight-module course as part of the Choice Based Credit System (CBCS) as an Ability Enhancement Compulsory Course, extending the reach of sustainability education beyond science faculties to all undergraduate students.

CBSE curriculum and environmental integration

The CBSE curriculum, used across Indian states, covers subjects including the biosphere, greenhouse effect, ozone layer depletion, wildlife protection, water and air pollution, and management of non-degradable substances. These topics span science and social science textbooks at the secondary level. However, research consistently points out that much of this content remains descriptive and knowledge-heavy, limiting critical inquiry and experiential learning. The challenge is not the absence of content but the absence of depth and active engagement.

Key government initiatives linking education and sustainability

Several national programmes directly connect educational outreach with sustainability goals:

Sarva Shiksha Abhiyan (SSA) and Right to Education (RTE): SSA focuses on providing free and compulsory education to all children aged 6 to 14 years, while RMSA aims to enhance secondary school enrolment and improve education quality through teacher training and infrastructure development. Universal access to quality education is itself a sustainability imperative – children outside the school system are disproportionately from marginalised communities most vulnerable to environmental and economic shocks.

National Action Plan on Climate Change (NAPCC): The NAPCC includes education and awareness programmes on climate change and environmental sustainability, recognising that behavioural change requires early and sustained exposure to these issues in formal education settings.

Mission LiFE (Lifestyle for Environment): Conceptualised as a mass movement, Mission LiFE promotes sustainable practices in all spheres of human life, with higher education institutions organising activities to instil sustainable lifestyle habits in students, who are then encouraged to carry these values into their communities.

Green School Programme (CSE) and Climate Education Modules: The Green School Programme by the Centre for Science and Environment helps schools audit and improve their sustainability performance, while UNICEF India’s climate education modules are now being adopted in rural districts. The Delhi government’s “Happiness and Environment Curriculum” is another example of state-level innovation in embedding sustainability into everyday school life.

Beti Bachao, Beti Padhao (BBBP): While primarily focused on gender equality and female empowerment, BBBP promotes girls’ education as a means to ensure their participation in society – a direct contribution to SDG 4.5, which calls for elimination of gender disparities in education and a prerequisite for socially sustainable development.

The three dimensions of sustainability in education

Environmental conservation

The primary purpose of adopting ESD is to build up a school culture that improves learning and helps students become responsible individuals by fostering sustainability for the sake of conservation of natural resources, promoting equality, sustainable consumption, and practices to protect the environment. At the school level, this translates into integrating environmental science meaningfully, running eco-clubs, encouraging tree plantation drives, and teaching waste segregation – not as isolated events but as embedded school practices.

Research on sustainability education in India shows that the impact of knowledge on sustainable behaviour is direct and also mediated through attitude formation, meaning that simply providing information is not enough. Students need sustained engagement that shapes both how they think and how they act.

Social equity

Sustainable development cannot be achieved without social justice. In India, caste-based discrimination, gender inequality, and the urban-rural divide remain significant barriers. Education is a leveller – but only if it is truly inclusive. India has made significant advances in essentialising basic education, with improvements in female enrolment and completion rates in secondary and tertiary institutions. The Gender Parity Index in higher education reached 1.01 in 2019-20, indicating that women now access postgraduate education at rates slightly higher than men. Still, regional and socio-economic gaps persist.

Incorporating content on human rights, gender equality, and civic responsibility into the curriculum – as SDG 4.7 requires – ensures that students understand sustainability not just as an environmental matter but as a question of fairness and justice.

Economic sustainability

NEP 2020 emphasises multidisciplinary and holistic education, providing an opportunity for institutions to integrate sustainability across various subjects, including business, economics, engineering, and law. Sustainability and ESG (Environmental, Social, and Governance) frameworks are now central drivers of the modern economy. Preparing students for green jobs – in renewable energy, sustainable agriculture, environmental management, and climate science – is both an economic imperative and a sustainability one. Institutions like TERI School of Advanced Studies in New Delhi offer programmes like MBA in Business Sustainability and M.Sc. in Climate Science and Policy, demonstrating how higher education can align specialized expertise with sustainability demands.

Pedagogical strategies that work

The how of sustainability education matters as much as the what. India’s education system has historically leaned heavily on rote learning and content delivery. ESD demands a different approach – one that builds competencies, not just knowledge.

Project-based learning (PBL)

In PBL, students work on extended, real-world problems rather than textbook exercises. When students investigate a real problem, gather evidence, propose solutions, and present their work, they practise systems thinking, collaboration, and critical thinking simultaneously – the exact competencies ESD aims to build. A class working on local water conservation, mapping community waste practices, or designing a school composting system is engaging in authentic sustainability learning. Recent ESD literature on SDGs for 2030 advocates for a “Whole School Approach” to bring sustainable change in schools’ vision, routines and structures, professional knowledge creation, and pedagogical practices.

Experiential and field-based learning

Visits to recycling facilities, organic farms, wetlands, or renewable energy installations give students direct, embodied understanding of sustainability in practice. This kind of learning is especially effective at the primary and secondary levels, where abstract concepts need concrete grounding. NEP 2020 focuses on the infusion model and project-based study for climate change awareness and sustainability, alongside other environmental concerns – a recognition that passive content delivery is insufficient for the depth of understanding sustainable development requires.

Interdisciplinary integration

Sustainability does not fit neatly into a single subject. It cuts across science, geography, economics, social studies, and ethics. ESD integrates sustainability themes across various subjects, disciplines, and educational levels, from early childhood to tertiary education. It aims to foster critical thinking, creativity, and innovation, and to promote lifelong learning. Teachers need to be trained to make these cross-disciplinary connections visible for students.

Teacher training and capacity building

None of these pedagogical strategies succeed without well-prepared teachers. Teachers play a crucial role in promoting sustainable development, and teacher training and professional development must be prioritised to ensure educators are adequately prepared to teach sustainability concepts. NEP 2020’s mandate to include ESD in all B.Ed. programmes is a step forward, but pre-service preparation must be matched by strong in-service development, especially for teachers in rural and under-resourced schools.

Challenges ahead

Despite genuine policy momentum, significant gaps remain. The rollout of sustainability curriculum in India faces challenges including a lack of trained educators in sustainability topics and limited infrastructure for experiential learning in rural schools. Regional disparities mean that a student in an urban private school and a student in a rural government school may have vastly different exposures to sustainability education. Standardised testing pressures often crowd out the inquiry-based and project-oriented learning that ESD requires. And while school textbooks have been revised to include environmental concepts, curriculum reforms need to be coupled with changes in teacher education for their effects to be sustained.

There is also the challenge of translating policy intention into classroom reality. ESD explicitly assumes that the expected outcome of learning goes beyond knowledge acquisition to behaviour change of individuals – what researchers describe as a shift from transmissive to transformative learning. That kind of shift does not happen through policy documents alone. It requires sustained investment in teacher professional development, curriculum redesign, assessment reform, and community engagement.

The way forward

India’s education system has both the scale and the policy framework to be a genuine force for sustainable development. With NEP 2020, UGC guidelines, and national initiatives like Mission LiFE and the Green School Programme, the scaffolding is in place. What is now needed is consistent, equitable, and well-resourced implementation – particularly in reaching the most marginalised learners. Both schools and universities need to incorporate sustainability lessons into the curriculum to make achieving the SDGs possible, because without a shared understanding among citizens, no national commitment to sustainable development can be realised.

Ultimately, education for sustainable development is not about adding a new subject to an already crowded timetable. It is about changing what education is fundamentally for – producing not just employable graduates, but informed, responsible, and active citizens capable of shaping a more sustainable world.
