India’s school education system spans millions of classrooms across vastly different geographies – from well-equipped urban schools to under-resourced rural ones. Bridging that gap requires more than policy; it requires the right tools, the right content, and trained people to deliver it. That is precisely where the State Institute of Educational Technology (SIET) steps in. Operating at the state level, SIET functions as a dedicated hub for integrating technology into school education – developing media-based learning resources, training teachers, producing broadcast content, and evaluating what actually works. Understanding SIET’s role helps explain how technology is being used not just as an add-on, but as a structural part of India’s educational framework.

What is SIET and how did it come about?

State Institutes of Educational Technology were established in six states – Andhra Pradesh, Bihar, Gujarat, Maharashtra, Orissa, and Uttar Pradesh – to implement the INSAT for Education project effectively. Launched in 1982, the project aimed to use satellite communication technology to deliver educational content at scale. SIET Kerala was sanctioned later in 1998 and began functioning in 1999 as an autonomous institution under the General Education Department, Government of Kerala, making it one of seven SIETs in the country.

These institutes function either under the administrative control of the State Council of Educational Research and Training (SCERT) or the Directorate of Education, depending on the state. Financially, they receive support from the Ministry of Education, Government of India. The broader coordination of SIETs at the national level is handled by the Central Institute of Educational Technology (CIET), a constituent unit of NCERT, which advises and coordinates all state-level SIET activities.

In essence, SIET sits at the intersection of education and technology at the state level – and its work can be grouped into five major areas.

Developing media-based learning

One of SIET’s foundational roles is creating audio-visual learning aids that make complex concepts more accessible to students. Rather than relying solely on textbooks, SIET develops content in the form of educational films, animations, simulations, and interactive multimedia – particularly for subjects like science and mathematics where abstract concepts benefit from visual representation.

SIET Kerala, for instance, develops digital content covering classes 1 to 9 in the form of videos, animations, and audio materials aligned to the revised curriculum. These programmes target children between 5 and 17 years of age and are produced in regional languages to ensure accessibility.

Why audio-visual content matters

Research in educational psychology has long established that multi-sensory learning – engaging both sight and hearing – improves retention and comprehension. For students who struggle with text-heavy content, a well-made educational video can make a curriculum topic click in ways a textbook page simply cannot. SIET’s media content is especially significant for students in rural or linguistically diverse areas, where quality teaching resources are often scarce.

SIET Hyderabad exemplifies the scale of this work – the institute has produced over 3,000 television programmes covering curricular and co-curricular areas for both teachers and children. These include story formats, song-and-dance programmes, experimental demonstrations, and content on themes such as national integration, environmental conservation, health, and nutrition. The aim is not just instruction, but developing attitudes and values in young learners through an engaging medium.

Training educators in EdTech

Producing excellent content is only half the equation. If teachers are not equipped to use digital tools effectively, even the best educational technology will go underutilised. SIET directly addresses this by providing structured training programmes to teachers and production personnel in the use of educational media.

Training covers a broad range of skills – from understanding how to integrate educational videos into classroom lessons, to more technical areas like scriptwriting for educational media, multimedia production techniques, and the use of ICT tools in teaching. At the national level, CIET conducts regular training for teachers and teacher-trainers through both direct and distance modes using the EDUSAT satellite network, covering modules on media script design, TV and radio production, multimedia development, and communication research – frameworks that SIETs adapt and implement at the state level.

ET Clubs and workshop-based learning

SIET Kerala takes teacher development further through Educational Technology (ET) Clubs, which conduct workshops across the state on emerging areas including Nanotechnology, Artificial Intelligence, Bio-informatics, and Visual Technology. This keeps teachers not just current with digital tools, but genuinely engaged with where technology is heading – which is critical if schools are to remain relevant learning environments.

By building teachers’ confidence and capability with technology, SIET ensures that classroom instruction evolves alongside the tools available. Technology adoption in schools, after all, depends far more on teacher readiness than on hardware availability.

Content production: educational television and radio

India has a long history of using broadcast media for education. The Satellite Instructional Television Experiment (SITE), launched in 1975 in collaboration with NASA and ISRO, was one of the earliest and most ambitious uses of satellite television for rural education – covering more than 2,400 villages across six Indian states. It demonstrated that broadcast media could reach learners where no school could.

Building on this legacy, SIET has institutionalised the production of educational television (ETV) and radio programmes as a core function. These programmes are particularly valuable in areas where internet access is limited or unreliable, and where television and radio remain the primary means of information access.

Television programmes

ETV programmes produced by SIETs are typically broadcast through Doordarshan and state television channels. SIET Kerala, for example, telecasts educational programmes through Doordarshan at fixed daily slots targeting over 5 million students in the state. The content ranges from curriculum-aligned lessons to enrichment programmes on values, life skills, and general knowledge.

As noted by the Distance Learning Institute, educational television also supports teacher training and professional development, making expert instruction accessible to educators in remote areas who might otherwise have no access to structured professional learning.

Radio programmes

Radio remains relevant – especially in areas with electricity constraints or limited screen access. SIET Hyderabad has produced over 1,200 audio and radio programmes, with All India Radio Hyderabad broadcasting SIET-produced content on three days a week during the school radio broadcast chunk. Programmes in Telugu cover Environmental Studies for classes I to V, reaching target student groups through community radio infrastructure.

Radio-based instruction, when well-designed, encourages active listening, stimulates imagination, and is cost-effective to deliver at scale – making it a practical complement to video-based learning, particularly at the primary school level.

Research and evaluation

SIET’s role is not just production – it is also responsible for assessing whether the technology it deploys actually improves learning. This research function is what separates SIET from a simple content production unit and makes it a genuine academic and policy institution.

SIETs conduct studies on the effectiveness of various digital tools, multimedia formats, and delivery platforms. They collect feedback from students, teachers, and parents to evaluate learning outcomes and inform future content design. The New Education Policy 1986 explicitly recognised the urgent need for appropriate educational technology in schools – and research conducted by bodies like SIET has consistently informed how such technology gets adopted and refined.

Research for equity

A particularly important strand of SIET’s research focuses on how technology can serve marginalised and underserved communities. Studies explore how mobile-based learning platforms can reach children in remote areas, how interactive video lessons can support students with disabilities, and how regional-language content can improve comprehension among non-Hindi-speaking learners. This evidence-driven approach ensures that EdTech investments are directed where they are genuinely needed – and that new initiatives are grounded in data rather than assumption.

SIET Kerala’s designation as an excellent model by the M.M. Panth Commission (constituted by MHRD in 2006), and its directive to all other SIETs to follow the “Kerala Model” in e-learning, reflects how rigorous self-evaluation and research can lead to replicable good practice at the national level.

Supporting school education boards

Beyond its own content and training activities, SIET plays a crucial support role for state school education boards in implementing multimedia learning in classrooms. This involves helping schools set up the infrastructure needed to use media content, monitoring utilisation of ETV and radio transmissions, and advising the Directorate of School Education on policy implementation in both formal and non-formal education sectors.

SIET Kerala’s CD Library Project is a strong example of institutional support at scale – successfully implementing CD libraries in 1,000 Higher Secondary schools, 2,500 High Schools, and 3,200 primary schools across the state. This was the first time in India that a SIET implemented such a project for the promotion of e-learning across an entire state.

The classroom as a multimedia space

One of SIET’s goals is to transform the conventional classroom into a multimedia learning environment – where teachers are supported by well-produced content, students engage with visual and audio materials alongside their textbooks, and learning becomes a more dynamic, participatory experience. SIET works with school boards to provide this transition support: supplying content, training staff, and evaluating outcomes.

CIET at the national level reinforces this by developing plans for the use of Information and Communication Technologies (ICTs) in education and disseminating alternative learning systems – frameworks that SIET then adapts and implements in its respective state context.

SIET’s broader significance in India’s education landscape

The work of SIET sits firmly within India’s broader ambition to democratise quality education. In a country where geographic, linguistic, and socioeconomic barriers continue to affect millions of learners, a dedicated institution that bridges education and technology at the state level is not a luxury – it is a structural necessity.

What makes SIET’s model compelling is that it does not treat technology as a substitute for good teaching. Instead, it positions technology as a force multiplier – extending the reach of quality content, making teachers more effective, and helping education boards make evidence-based decisions. From satellite-era ETV programmes to today’s digital content and AI-themed teacher workshops, SIET has evolved alongside the technology it promotes.

As digital infrastructure continues to improve across India – with initiatives like DIKSHA and PM eVidya expanding online educational access – the role of SIETs in producing localised, curriculum-aligned, language-appropriate content becomes even more critical. National platforms can deliver scale; SIET delivers relevance.
