India has one of the largest school education systems in the world, enrolling hundreds of millions of children across diverse geographies, languages, and socio-economic backgrounds. Yet, for decades, this scale has come with a persistent set of challenges – high dropout rates, gender inequality, undertrained teachers, poor infrastructure, and a chronic gap between policy ambition and on-ground reality. Understanding these challenges is not just an academic exercise; it is essential for anyone working toward meaningful reform in Indian education.

The 11th Five-Year Plan: setting the agenda for change
The 11th Five-Year Plan (2007-2012) was a turning point in India’s approach to school education. Then Prime Minister Manmohan Singh described it as “India’s educational plan,” and with good reason – education received 20% of the total plan outlay, representing a serious push toward inclusive growth through learning.
Among its most critical targets was reducing elementary school dropout rates. The plan aimed to bring dropout rates down from 52.2% in 2003-04 to 20% by 2011-12 – an ambitious goal that acknowledged how many children were being lost to the system before completing basic schooling. The plan also set out to raise literacy to 85% for those above seven years of age and reduce the gender gap in literacy to within 10 percentage points.
Beyond access, the plan stressed quality. It called for minimum standards of educational attainment in elementary schools, regular learning outcome assessments, 6,000 model schools (one per block), upgrading 15,000 primary schools to secondary level, and 100% trained teachers at the secondary stage. A National Skill Development Mission with a budget of โน31,200 crore was also proposed to scale up vocational training capacity from 2.5 million to 10 million per year. These were not modest goals – they signalled a systemic rethink of what school education needed to accomplish.
The Right to Education Act, 2010: a landmark with implementation gaps
In April 2010, India enacted the Right of Children to Free and Compulsory Education (RTE) Act, which guaranteed free and compulsory schooling for all children between ages 6 and 14. “Free education” meant no child could be charged any fee; “compulsory” placed a legal obligation on governments and local bodies to ensure enrollment, attendance, and completion of elementary education.
The RTE also introduced minimum infrastructure norms – proper classrooms, sanitation facilities, teaching resources, and regulated student-teacher ratios – to ensure that the right to education meant more than just a seat in a classroom.
Where implementation fell short
Despite its legal force, the RTE’s implementation has been uneven. Several structural barriers continue to undermine it. India still has an estimated 8.1 million eligible students who are either dropouts or have never attended school, making their return to the classroom one of the most pressing challenges in achieving the Act’s objectives.
Teacher quality remains a major concern. While the RTE mandates minimum teacher qualifications, many schools – especially in rural areas – continue to operate with underqualified or insufficiently trained staff. Many teachers are not equipped to engage diverse classrooms that include children from marginalized communities, children with disabilities, or first-generation learners. Infrastructure also continues to lag: basic amenities like functional toilets (especially for girls), libraries, and adequate classrooms remain absent in a significant number of government schools.
Economically, poverty is a powerful pull factor against school attendance. At the secondary level, dropout rates in India exceed 17%, with states like Tripura and Meghalaya reporting figures above 30%. Children from low-income families are often required to work or contribute to household income, making sustained school attendance difficult regardless of what the law says.
Key issues and concerns in Indian school education
Gender disparity: a persistent barrier
The RTE did improve primary enrollment for girls – enrollment rates for girls rose from just above 73% in 2000 to around 93% at the primary level following the Act’s implementation. But the picture worsens sharply at higher levels. Secondary school enrollment for girls drops significantly, and in rural areas the situation is even more severe.
The causes are well-documented: early marriage, domestic responsibilities, safety concerns, and deep-seated cultural attitudes that treat girls’ education as a lower priority than boys’. A study spanning five north Indian states found that nearly 40% of rural girls were married before age 18, with marriage cited as the primary reason for school dropout among 62% of these girls. In rural Rajasthan, safety concerns were reported by 73% of parents as a key reason for restricting girls’ education beyond the primary level – particularly when schools were located far from home.
At the secondary level, girls’ dropout rates (54.94%) marginally exceed boys’ (54.03%), which underscores the need for targeted interventions that go well beyond enrollment drives. Schemes like Beti Bachao Beti Padhao and Kasturba Gandhi Balika Vidyalayas have made a dent, but much more sustained effort is required.
Vocational training: the missing link
One of the most glaring mismatches in Indian school education is the disconnect between what students learn and what the economy needs. For decades, vocational education was treated as a secondary pathway – socially stigmatized and institutionally neglected. The result has been a paradox: millions of educated young people remain unemployed while industries face acute shortages of skilled workers.
Post-independence education policies in 1968 and 1986 recognized the importance of vocational training, but implementation remained weak. The Skill India Mission (2015) and the National Skill Development Corporation attempted to address this, but these efforts largely operated in silos, disconnected from mainstream schooling.
The National Education Policy (NEP) 2020 sets an ambitious target: at least 50% of school children should receive vocational education and skill development by 2025. It proposes introducing vocational courses from Class 6 onwards and encouraging secondary schools to partner with ITIs, polytechnics, and local industries for hands-on training. However, the challenge of social stigma around skill-based careers and the lack of qualified vocational trainers remain significant obstacles to achieving this.
ICT in education: promise and the digital divide
Technology has long been seen as a potential equalizer in Indian education – a way to deliver quality teaching even where good teachers are scarce. The government’s Digital India campaign and initiatives like the National Mission on Education through ICT (NMEICT), launched in 2009, reflect this intent. The 11th Five-Year Plan had also called for broadband connectivity to all government-aided secondary schools and ICT-based pedagogy.
Yet the digital divide remains stark. NSS survey data shows that only 4.4% of rural households have access to computers, compared to 23.4% in urban areas. Internet access follows a similar pattern – 14.9% in rural areas versus 42% in urban households.
Insufficient resource allocation, bureaucratic delays, and weak coordination among stakeholders continue to hinder ICT integration in schools. While NEP 2020 strongly emphasizes digital learning, the goals cannot be achieved without sustained infrastructure investment, reliable electricity, affordable devices, and – critically – teachers who are trained to use technology meaningfully in classrooms.
Funding shortages: the resource gap
India’s public spending on education has historically lagged behind international benchmarks. The longstanding recommendation – endorsed by education commissions since the 1960s and restated in NEP 2020 – is to allocate 6% of GDP to education. In practice, spending has consistently fallen well short of this target.
This underfunding has direct consequences: overcrowded classrooms, poor infrastructure, teacher vacancies going unfilled, and school libraries that exist only on paper. Researchers have noted that insufficient financial resources, inadequate teacher welfare, and limited access to modern technology present the most significant barriers to implementing educational reforms effectively. The urban-rural quality divide in schooling is in large part a funding divide – schools in better-resourced urban areas simply have more to offer their students.
The way forward: what needs to change
The challenges outlined above are interconnected, and so must be the solutions. There is no single lever that will fix Indian school education – it requires coordinated action across several fronts.
Strengthening teacher training
Teacher quality is arguably the most important factor in learning outcomes. Teacher shortages are acute, and most educators are currently not trained in newer pedagogical approaches, including vocational and ICT-integrated teaching. Investing in pre-service and in-service teacher training – particularly in rural postings – is non-negotiable. Programs like NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement) are a step in the right direction, but need to be significantly expanded in both scale and depth.
Infrastructure development
Schools need to be safe, functional, and equipped. This means toilets (especially for girls), well-lit classrooms, libraries, digital infrastructure, and reliable electricity. These are not luxuries – they are preconditions for children to attend and stay in school. Improving infrastructure, alongside scholarships and financial support for economically disadvantaged families, are among the most effective strategies for reducing dropout rates.
Policy reforms and community engagement
Policy reform must be matched by stronger implementation mechanisms. School Management Committees (SMCs), introduced under the RTE, provide a framework for local community participation in school governance – but they need to be more empowered and better supported. Addressing gender disparity requires community-level interventions alongside school-level measures: awareness campaigns, safe transport, conditional incentives for families, and engagement with local leaders to shift attitudes around girls’ education.
Adequate financial support through both government investment and public-private partnerships, combined with community and stakeholder engagement, is essential to bridge the gap between policy vision and ground-level reality. States also need stronger coordination with the Centre to ensure that nationally-conceived reforms are implemented consistently rather than unevenly across different regions.
India’s school education system carries the weight of enormous aspiration – for hundreds of millions of children and their families. The frameworks are increasingly well-designed. The real test, now and going forward, is whether the commitment to implementation matches the scale of the ambition.
