Behind every well-trained teacher in a government elementary school, there is often an institution quietly doing the groundwork – the District Institute of Education and Training (DIET). These district-level institutions sit at the heart of India’s teacher education system, bridging the gap between national education policies and the classroom realities of millions of children. Yet, they remain largely unknown outside of education circles. Understanding what DIETs do – and why they matter – is essential for anyone serious about improving the quality of school education in India.

What are DIETs?

District Institutes of Education and Training are district-level academic institutions that provide training, resource support, and professional development to elementary school teachers, teacher educators, and other education personnel. Envisioned under the National Policy on Education (NPE) 1986 and created by the Government of India in the early 1990s, DIETs were designed specifically to add a third tier to the teacher support system – one that would sit closest to the ground, and therefore be most attuned to local educational needs and challenges.

The rationale was straightforward: by the time the NPE was adopted, India’s elementary and adult education systems had grown too vast for national and state-level agencies alone to support adequately. A decentralized, district-level institution was the logical answer. DIETs were thus established under the Centrally Sponsored Scheme on Teacher Education, with their operational focus areas guided by the National Curriculum Framework 2005 (NCF 2005) and the National Curriculum Framework for Teacher Education 2009 (NCFTE 2009).

Today, over 600 DIETs are functional across India, ensuring district-level coverage for teacher training and educational development. Each DIET operates as an autonomous institution whose core focus is Continuous Teacher Professional Development, which directly and indirectly drives school improvement.

Functions of DIETs

DIETs are multi-functional institutions. Their mandate spans pre-service and in-service teacher training, curriculum development, educational research, and academic support to schools. Here is a closer look at each of these functions.

Pre-service and in-service teacher training

DIETs serve as district-level academic nodal institutions for both pre-service and in-service training of teachers. Pre-service training prepares student teachers before they enter classrooms, while in-service training supports practicing teachers throughout their careers. Need-based training, both short-term and long-term, is designed to support teachers in professional and leadership development. This dual approach ensures that teacher quality is addressed at both the entry and growth stages of a teaching career.

Internally, a DIET is typically organized into functional branches or wings. These include the Pre-service Teacher Education (PSTE) wing, the In-service Field Interaction, Innovation and Co-ordination (IFIC) wing, the Curriculum, Material Development and Evaluation (CMDE) wing, the Educational Technology (ET) wing, the Work Experience (WE) wing, and the District Resource Unit (DRU). Each wing handles a specific domain, allowing DIETs to function as comprehensive teacher education hubs rather than single-purpose training centres.

Curriculum and material development

DIETs have been empowered to tailor specific aspects of the curriculum for pre-service training to suit local contexts. Faculty members have the flexibility to design practicum components for each course in ways that reinforce classroom learning. Beyond pre-service work, DIETs develop teaching-learning materials adapted to the local context, language, and culture of their respective districts, often working in collaboration with SCERT and NCERT for broader curriculum design.

Educational planning and research

DIETs act as nodal institutions at the district level for all kinds of educational research activities, preferably in collaboration with SCERT and universities. This includes action research – small-scale, practical studies conducted by teachers and DIET faculty to solve real classroom problems. DIETs also monitor the implementation of national schemes such as Samagra Shiksha and NIPUN Bharat, and evaluate learning outcomes, teacher performance, and school effectiveness. In this way, they combine academic research with ground-level accountability.

DIET’s role in local elementary education

The impact of DIETs goes well beyond training sessions. They function as academic hubs that anchor local educational systems. DIETs work to strengthen linkages between Block Resource Centres (BRCs) and Cluster Resource Centres (CRCs), develop district academic plans, and monitor the quality of schools and teaching. In effect, they act as the connective tissue between state-level education authorities and frontline schools.

DIETs train master trainers at the block and cluster level and provide them with necessary resources to meet their training goals. This cascading model of professional development allows DIET expertise to reach teachers in even the most remote parts of a district. In West Bengal, for instance, DIETs have been tasked with upgrading the quality of the teaching-learning process at the elementary level, including orientation and capacity building of elementary and pre-school teachers through both pre-service and in-service programmes.

DIETs also play a key role in inclusive education. As per the spirit of the NPE, DIETs are expected to give primary attention to the promotion of education for marginalized and disadvantaged groups, ensuring that no child is left behind in their district’s elementary education system. They also extend academic support to programs like the National Child Labour Programme (NCLP) and Anganwadi centres, making their reach truly multi-sectoral.

Challenges facing DIETs

Despite their vital role, DIETs have consistently faced structural and operational challenges that limit their effectiveness.

Infrastructure and resource gaps

Many DIETs lack adequate digital tools, research facilities, and trained faculty, which directly hampers their capacity to innovate. Infrastructure gaps, inadequate staffing, and the need for ICT modernization in teacher education are recurring concerns flagged across different states. A teacher training session that lacks practical demonstrations or modern tools can end up being theoretical at best, and irrelevant at worst – as illustrated by the case reported by IndiaSpend, where a teacher trained at a DIET session on smart TV-based learning found the training useless because her school lacked both a television and internet access.

Disconnect between training and classroom reality

One persistent challenge is the gap between what DIETs train for and what teachers actually face. DIET training programmes often fail to address classroom realities like multi-grade teaching, diverse learner needs, and resource-poor environments. This mismatch undermines the relevance of training and leaves teachers underprepared for the actual demands of their schools.

Shift in responsibilities

Over time, in-service teacher training has increasingly shifted to Block and Cluster Resource Centres, reducing DIETs’ direct engagement with schools and practicing teachers. While this decentralization increases outreach, it dilutes DIET’s involvement in ongoing professional development – a function they were originally designed to own. Decentralized training through BRCs and CRCs often lacks the academic rigor and subject expertise that DIETs are positioned to provide.

Uneven quality across states

The quality of training varies considerably across states and districts, reflecting differences in state government commitment, local funding, and administrative capacity. With only around 600 government-run DIETs available nationally, and significant infrastructure disparities across northern and southern states, achieving uniform quality remains an ongoing challenge.

Future prospects: strengthening DIETs for modern education

The good news is that recent policy frameworks have squarely recognized the need to revitalize DIETs. The National Education Policy 2020 envisions DIETs, BRCs, and CRCs becoming vibrant institutes of excellence under SCERT, with SCERT leading a change management process to transform their capacity and work culture within a defined timeline. NEP 2020 also proposes expanding DIETs’ scope beyond elementary education to cover all stages of schooling under the new 5+3+3+4 structure.

The Ministry of Education’s 2023 Concept Note on Empowering DIETs as Centres of Excellence outlines a phased plan to upgrade selected DIETs with improved infrastructure, expanded staff, and stronger institutional linkages with BRCs and CRCs. This initiative aims to transform a subset of well-performing DIETs into model institutions that can drive innovation and set quality benchmarks for the broader network.

Technology integration is another key pathway forward. With the rise of digital learning, DIETs are increasingly adopting ICT-based teacher training, developing e-content, and encouraging teachers to integrate technology into their classrooms. Programmes like NISHTHA, DIKSHA, and SWAYAM are being used to strengthen DIET-led pre-service and in-service training, bringing professional development to teachers through blended learning models. Alongside technology, NEP 2020 also calls for DIETs to introduce special shorter teacher education programmes for eminent local persons who can be hired as master instructors to teach subjects like local art, music, agriculture, and vocational crafts – an acknowledgment that community expertise has a legitimate place in formal teacher education.

For DIETs to truly fulfill their potential, greater coordination between them, state education departments, and local schools is also essential. In a reformed vision articulated for Delhi’s DIETs by SCERT, each DIET is expected to function as a district-level academic authority with substantial institutional autonomy, driving outcomes in both school and teacher education with a strong focus on measurable results. This is the direction the entire DIET network needs to move – from being reactive training centres to becoming proactive academic leaders at the district level.
