India has one of the largest education systems in the world, serving over 250 million students across diverse geographies, languages, and socioeconomic groups. Yet despite decades of policy reform and significant expansion of schools and colleges, the system continues to wrestle with three deep-rooted challenges: unequal access, inconsistent quality, and chronic underfunding. Understanding these challenges is not just an academic exercise – it is essential for anyone invested in the future of learning in India.

Accessibility: who is still being left out?

Education in India is constitutionally guaranteed as a fundamental right for children between the ages of 6 and 14 under Article 21-A and the Right of Children to Free and Compulsory Education Act, 2009. In practice, this has led to strong gains at the primary level. Over 95% of children now attend primary school – a genuine achievement. But the picture changes sharply at higher levels. According to Wikipedia’s overview of Indian education, only about 40% of Indian adolescents attend secondary school (Grades 9-12), revealing a massive gap between primary enrollment and sustained participation in education.

Dropout data from UDISE+ confirms this pattern. According to UDISE+ 2024-25 data, while the primary dropout rate has come down to just 0.3%, secondary-level dropout still stands at 8.2%, and retention at the higher secondary stage is a troubling 47.2%. That means more than half of students who enter secondary school do not complete it – a significant structural barrier to higher education access.

The rural-urban and gender divide

Accessibility is not simply about whether a school building exists nearby. It involves a complex web of socioeconomic, geographic, and cultural factors. Many rural schools still lack basic infrastructure – electricity, clean drinking water, functional toilets – making regular attendance difficult, especially for girls. The urban-rural literacy gap is stark: urban literacy stands at 88.9%, while rural literacy is 77.5%, a gap that directly shapes which students can aspire to higher education.

Gender remains a critical access issue at the secondary and higher secondary levels. According to Ballard Brief’s analysis of educational disparities among girls in India, gender gaps in schooling widen at each progressive stage, with early marriage, domestic responsibilities, and inadequate sanitation facilities among the main reasons girls leave school. The ASER 2023 “Beyond Basics” report found that while only 3.9% of 14-year-olds in rural India are not enrolled in any formal education, this figure rises to 32.6% for 18-year-olds – a clear sign that students are being lost in the critical years of adolescent education.

Access to higher education is even more constrained. India’s current Gross Enrollment Ratio (GER) in higher education stands at 28.4%, far short of the NEP 2020 target of 50% GER by 2035. States like Bihar, Jharkhand, and Uttar Pradesh lag well behind the national average, with GERs ranging between 16% and 28.7% – underscoring the regional imbalance in higher education access.

Quality: the gap between enrollment and learning

Getting children into school is only one part of the challenge. What happens inside the classroom is equally important – and this is where India’s education system faces its most persistent crisis. Enrollment numbers have grown, but learning outcomes have not kept pace.

Infrastructure deficits in schools

Physical infrastructure continues to undermine the learning environment in large parts of the country. Even as of 2024-25, toilets for girls and accessibility facilities for children with special needs remain inconsistent across states. As of 2021-22, only 44.6% of schools have computer facilities and 33.9% have internet connectivity – a significant digital divide that becomes a learning disadvantage in an increasingly technology-driven world.

Teacher shortages and quality

Teacher availability and quality are among the most pressing concerns in Indian education. Studies cited in Wikipedia’s education overview indicate that nearly 25% of teachers may be absent on any given day, a challenge that has been documented across government schools for decades. Rural areas bear the worst of this shortage. Despite NEP 2020’s emphasis on well-trained teachers, vacancies in rural areas remain high, and only a fraction of teachers have received competency-based training under NEP reforms.

The quality gap also shows up in higher education. According to UNICEF’s analysis of India’s higher education landscape, Indian higher education institutions (HEIs) are poorly connected to industry and corporate entities, which limits the applied research and practical skills that students actually need in the workforce. Data shows that 75% of technical graduates and more than 85% of general graduates lack the skills needed in India’s most demanding high-growth industries – a skills gap that reflects a deeper curriculum and pedagogy problem.

Rote learning vs. critical thinking

A long-standing critique of Indian schooling is its emphasis on memorization and exam performance over understanding and application. This focus on grades results in learning by cramming, stress, and at times anxiety among students, leaving little room for creativity, problem-solving, or analytical thinking. The NEP 2020 directly addresses this by pushing for competency-based assessment frameworks in place of rote-based evaluation – but implementation across states remains a work in progress. PARAKH’s work in standardizing exams is ongoing, but state-level board exam variations persist, making equitable assessment difficult to achieve.

There is also a quality asymmetry between private and government schools that is growing more visible. Private unaided school enrollment grew by 4.82 million between 2023-24 and 2024-25, reflecting a parental preference driven by perceptions of better quality and English-medium instruction – a trend that raises serious equity concerns as low-income families remain locked into under-resourced government schools.

Funding and management: the structural challenge

Behind many of these quality and access failures lies a more structural problem: inadequate public investment and a governance model that struggles to deliver resources where they are most needed.

India’s education spending falls short of its own targets

The 6% of GDP target for education spending was first recommended by the Kothari Commission way back in 1964. It has been reiterated in every major education policy since, including NEP 2020. Yet India has never achieved it. According to the British Council’s analysis of India’s education budget, total education expenditure – combining both central and state-level spending – stood at just 2.9% of GDP in 2022, a proportion that has remained stagnant for four consecutive years.

The Ministry of Education’s own press releases acknowledge that while the budget allocation has increased from โ‚น99,311 crore in 2020-21 to โ‚น1,12,899 crore in 2023-24, the percentage of GDP spent on education remains at around 4.64% as of 2020-21 – still well short of the 6% goal. The gap is not merely numerical. It has real consequences: overcrowded classrooms, underpaid teachers, poorly maintained facilities, and limited investment in research and innovation.

State governments, which bear primary responsibility for school education in India’s federal structure, often face fiscal constraints that prevent them from making adequate allocations. The British Council notes that low contributions from states – affected by poor fiscal health and lower devolution of taxes from the centre – are a key reason why overall education spending remains depressed.

Centralized governance and its limitations

India’s education governance has historically been highly centralized. While central planning has set national standards and driven broad reforms, it has also produced a one-size-fits-all approach that fails to account for the country’s vast regional diversity. A policy designed with urban Bihar or suburban Delhi in mind may be irrelevant or unworkable in a tribal district of Jharkhand or a coastal village in Odisha.

Research published in a peer-reviewed journal on higher education emphasizes that effective decentralization is necessary to address regional imbalances, cultural diversity, and linguistic variation – factors that centralized planning has historically been poor at accommodating. Local governments in rural areas often lack the autonomy, technical expertise, and resources to innovate or adapt national mandates to local realities.

NEP 2020 does attempt to address this. It calls for the creation of a Rashtriya Shiksha Aayog (National Education Commission) as an apex body, while also proposing mechanisms for greater institutional autonomy. In higher education, it proposes the National Higher Education Regulatory Authority (NHERA) to replace multiple overlapping regulators and reduce bureaucratic dependence. UNICEF’s analysis of India’s higher education further recommends that grant disbursal to institutions be handled independently on merit, ensuring accountability among regulators and transparency for funders – a shift away from discretionary, centralized control.

The path forward: investment, accountability, and local solutions

Solving India’s education challenges requires more than periodic policy announcements. Education for All in India recommends a set of evidence-based interventions: increasing government spending to at least 6% of GDP, strengthening teacher training and working conditions, bridging the digital divide through ICT infrastructure investment, and enhancing the focus on learning outcomes rather than mere enrollment figures. The pupil-teacher ratio at elementary level, currently at 28:1, also needs targeted reduction – particularly in high-dropout states – to ensure students receive adequate attention and support.

Most importantly, the conversation must shift from inputs – how many schools, how many teachers – to outcomes: what students are actually learning, and whether education is translating into meaningful opportunities for all children, regardless of where they were born.
