When a student in a remote village of Rajasthan sits down to study the same curriculum as someone in urban Delhi – without a classroom, without a fixed timetable, and without a traditional teacher standing in front of them – something remarkable is at work. That something is the carefully designed curriculum transaction system of India’s two flagship open learning institutions: the National Institute of Open Schooling (NIOS) and the Indira Gandhi National Open University (IGNOU). The term “curriculum transaction” refers to how educational content actually reaches and engages the learner. In the open and distance learning (ODL) context, this is not done through live lectures but through a sophisticated, multi-layered system of self-learning materials, audio-video programmes, and ICT-based platforms. Understanding how NIOS and IGNOU approach this is central to understanding what makes open education genuinely work.

What curriculum transaction means in open learning

In a conventional school or university, curriculum transaction happens face-to-face – teachers explain, demonstrate, and interact with students in real time. In an ODL system, the learner and the institution are separated by distance and often by time. So the entire instructional system has to be redesigned to bridge that gap. As the Journal of Learning for Development explains, the instructional package in open schools like NIOS is built around materials transported to learners who study independently – with the self-learning material (SLM) forming the core of that package. Curriculum transaction in ODL is therefore not a single act but an ecosystem: it combines print, audio, video, broadcast, and digital tools, each serving a different segment of the learner population and a different learning need.

Both NIOS and IGNOU serve extraordinarily diverse learner bases – school dropouts, working adults, people with disabilities, rural learners, and those in remote tribal areas. No single medium can reach all of them equally. That is precisely why both institutions have developed layered, multi-media instructional strategies rather than relying on one delivery channel.

Self-learning materials: The backbone of independent study

The most fundamental component of curriculum transaction at both NIOS and IGNOU is the Self-Learning Material (SLM) – also referred to as Self-Instructional Material (SIM). These are purpose-built printed texts designed so that a learner can study them independently, without needing a teacher to explain the content.

How SLMs are structured

Unlike ordinary textbooks, SLMs are written with the learner in mind at every step. At NIOS, study materials are developed by expert academicians and go through rigorous quality checks to ensure accessibility and comprehension. Each module is broken into lessons or blocks, typically six to ten per subject. Every lesson starts with clearly stated learning objectives, moves through simplified textual content with illustrations and examples, includes self-assessment questions after each topic, and ends with a summary and exercise questions. This structure is deliberate – it replicates, as closely as possible, the back-and-forth rhythm of a good teacher-student conversation, but in written form.

At IGNOU, printed study materials are structured into blocks and units, where each block functions as a self-contained booklet comprising three to five units. The design philosophy is the same: enable independent study, minimize the need for external guidance, and support a learner who may have no academic support at home.

Historically, SLMs were dispatched by post to learners’ registered addresses – and this still happens. But both institutions have expanded significantly into digital access. NIOS study materials are available free of cost in PDF format on the official NIOS website, accessible in Hindi, English, Urdu, and several regional languages including Gujarati, Bengali, and Marathi. This multilingual provision is significant: it ensures that learners across linguistically diverse regions of India are not excluded by language barriers.

IGNOU’s equivalent digital platform is eGyanKosh, described by IGNOU as a National Digital Repository that stores, indexes, preserves, distributes, and shares digital learning resources developed by open and distance learning institutions. It is fully open-access – any learner, anywhere, can download study materials, e-books, programme guides, and recorded video content without requiring a login. This makes it valuable not just for IGNOU’s own students but for independent learners across India.

The strengths and limitations of SLMs

The value of SLMs in distance education is immense – they are the most accessible, most reliable, and most widely distributed component of the instructional system. Even in areas with no electricity, no internet, and no mobile connectivity, a printed SLM can reach a learner. However, as researchers have noted in the Journal of Learning for Development, SLM-based learning is inherently individualized and limits the scope for sharing experiences and collaborative inquiry. Learners are expected to be self-directed and autonomous – but not all learners, especially younger ones, are naturally prepared for fully independent study. This is one reason why SLMs are never the only component of the curriculum transaction system at either institution – they are the foundation, but they require support.

Audio and video programmes: Making learning visible and audible

To address the limitations of purely text-based learning, both NIOS and IGNOU have built substantial audio and video programme systems that complement the SLMs. These programmes serve a purpose that print cannot: they demonstrate, narrate, and bring learning to life.

IGNOU’s Electronic Media Production Centre

The institutional engine behind IGNOU’s audio-visual content is the Electronic Media Production Centre (EMPC). EMPC was established with the objective of producing and delivering audio and video programmes related to various courses, and has grown into a state-of-the-art facility equipped with High Definition video studios, a virtual HD video studio, two audio studios, electronic news gathering equipment, satellite uplink facilities, and a digital library. The decision to invest in electronic media alongside print was driven by the goal of enhancing the effectiveness of teaching-learning and reaching learners in remote rural, tribal, and isolated areas.

The scale of production has been substantial. Research published on IGNOU’s electronic media records that the number of video programmes produced nearly tripled from 941 in the period 1987-2000 to over 3,000 in the period 2001-2012 – reflecting the university’s deepening commitment to audio-visual curriculum delivery.

Gyan Darshan: India’s first educational TV channel

The most visible outcome of IGNOU’s audio-visual investment is Gyan Darshan. Gyan Darshan was launched in January 2000 as the first dedicated educational TV channel in India, initiated as a joint venture of the Ministry of Education, Ministry of Information and Broadcasting, Prasar Bharati, and IGNOU. What began as a test transmission evolved into a 24×7 channel. Today, the Gyan Darshan network comprises multiple channels – GD-I and GD-II managed by IGNOU, GD-III (Eklavya) for vocational and technical content, and GD-IV (Vyas) focused on higher education with content from the University Grants Commission. In alignment with the National Education Policy 2020, Gyan Darshan now broadcasts in approximately 13 Indian regional languages, and is available through major DTH providers including Tata Sky, Airtel, and Hathway.

Gyan Vani: Interactive educational radio

Radio remains a powerful medium in India, particularly for learners in rural areas where television infrastructure may be inconsistent. IGNOU’s Gyan Vani FM radio network, launched in 2001 at 105.6 MHz frequency, was designed precisely for this audience. Gyan Vani addresses educational, developmental, and socio-cultural needs across a spectrum from primary school to higher education, including adult education, vocational training, and extension education. Content is broadcast in English, Hindi, and regional languages, making it locally responsive.

What distinguishes Gyan Vani from a passive broadcast medium is its Interactive Radio Counselling (IRC) feature. During IRC sessions, learners can tune in to live broadcasts by faculty members and subject experts, and participate by calling in with questions. This transforms radio from a one-way transmission into a two-way educational interaction – a particularly meaningful substitute for face-to-face academic support for learners who cannot attend physical counselling sessions. Complementing this is Gyandhara, IGNOU’s internet-based audio counselling service, through which learners anywhere in the world can participate in live discussions with teachers online.

NIOS and audio-visual learning

NIOS similarly integrates audio-visual learning into its curriculum transaction strategy. NIOS’s open learning is supplemented by audio-video content and face-to-face contact classes held at study centres on holidays and weekends. NIOS has made educational programmes available across public and private television channels, radio stations, and online platforms – ensuring that learners in both urban centres and rural regions have access to content beyond the printed SLM. Video lectures are also accessible through the NIOS YouTube channel, providing on-demand access that suits learners with irregular schedules.

Multimedia and ICT-based inputs: Technology for inclusive education

The third and most evolving dimension of curriculum transaction at NIOS and IGNOU is the integration of Information and Communication Technology (ICT) and multimedia tools. These go beyond audio-visual broadcasts to create interactive, on-demand, and personalised learning environments.

SWAYAM: Bringing open courses to millions

SWAYAM – Study Webs of Active Learning for Young Aspiring Minds – is a national government initiative to which both NIOS and IGNOU are major contributors. NIOS has made a significant impact here: NIOS offers 42 courses on the SWAYAM platform and has successfully trained more than 13 lakh untrained in-service elementary teachers using SWAYAM – one of the most impactful uses of a digital platform for teacher development in India’s recent educational history. IGNOU, through its Centre for Online Education, is aligned with SWAYAM’s mission of providing free, high-quality online courses in support of the National Education Policy 2020.

SWAYAM Prabha: Satellite-based learning for the unconnected

Not all learners have reliable internet access. For them, SWAYAM Prabha provides a satellite-based alternative requiring only a DTH connection. SWAYAM Prabha comprises 40 dedicated DTH channels that broadcast educational programmes around the clock using the GSAT-15 satellite, with content uplinked from BISAG-N in Gandhinagar. Each day, at least four hours of fresh content is broadcast and repeated multiple times, giving learners flexibility in choosing when to watch. IGNOU has been designated as the national coordinator for six of these channels, covering courses in social sciences, humanities, applied sciences, education, and management.

eGyanKosh and digital repositories

For on-demand digital access, eGyanKosh functions as IGNOU’s open-access national digital repository. Any learner can freely download study materials, programme guides, and video lectures without registration. This is especially valuable in areas where printed materials are delayed or unavailable. The platform stores content produced not just by IGNOU but by other ODL institutions across India, making it a shared national educational resource.

Learning Management Systems and virtual classrooms

IGNOU’s Learning Management System (LMS) functions as a virtual classroom for enrolled students. Through the LMS, learners can access course materials, view recorded and live video lectures organised into weekly modules, participate in discussion forums, submit assignments, and appear in online quizzes. IGNOU also conducts live teleconferencing sessions simulcast through EMPC’s YouTube channel and Facebook pages, integrating social media platforms into its delivery ecosystem. The EMPC now manages content distribution across Gyan Darshan TV, Gyan Vani FM, Gyandhara, YouTube, and social media – creating a genuinely multi-channel instructional environment.

EDUSAT and the satellite classroom

India’s commitment to technology-driven education is also reflected in EDUSATGSAT-3, launched on September 20, 2004, as India’s first satellite built exclusively for the education sector. The satellite was designed to address critical challenges including a shortage of qualified teachers and high student dropout rates. The EDUSAT network established Satellite Interactive Terminals at universities and colleges, and Receive Only Terminals at schools, enabling multicast video streaming and virtual classrooms in rural and remote locations. IGNOU was designated as one of the national users of this network – extending its curriculum transaction reach to learners who would otherwise be entirely cut off from institutional support.

How the three pillars work together

What makes the curriculum transaction strategies of NIOS and IGNOU genuinely effective is not any single component – it is the deliberate integration of all three pillars. The printed SLM provides the primary content that all learners can access, regardless of connectivity or technology. Audio and video programmes add demonstration, narration, and expert guidance for learners who need more than text. ICT-based platforms – SWAYAM, eGyanKosh, LMS, virtual classrooms – create interactive, flexible, and on-demand environments for learners who have digital access. IGNOU’s approach combines self-instructional printed materials with audio-video programmes, teleconferencing, radio, television, and computer networks to deliver instruction effectively – a multi-channel ecosystem rather than a single pathway.

Critically, this layered model is designed with equity at its core. A learner with no internet access relies on the SLM and Gyan Darshan. A learner with a mobile phone accesses YouTube lectures or SWAYAM courses. A learner in a remote area without reliable electricity can tune in to Gyan Vani FM. Each layer catches learners that the others might miss. This is what makes the ODL model at NIOS and IGNOU not just a mode of convenience but a genuine instrument of educational inclusion – reaching, as IGNOU’s founding mandate puts it, the “unreached”.

That said, challenges remain. As research on IGNOU’s electronic media delivery points out, audio-video courseware has not kept pace with the expanding number of academic programmes, meaning many courses remain supported only by print. Content currency is another issue – older materials on eGyanKosh need timely review and updating. And while multilingual SLMs exist, producing curriculum-specific content in every regional language at scale is resource-intensive. These are not reasons to diminish what NIOS and IGNOU have built – they are signposts for where the system must continue to grow.
