When designing courseware for open and distance learning (ODL), one of the most critical decisions an educator faces is not which media to use – but how to use it. Should a video lecture replace a textbook, or work alongside it? Should audio recordings recap what students already read, or introduce something entirely new? These aren’t just logistical questions; they reflect four fundamentally different philosophies for deploying media in ODL. Understanding these four approaches – complementary, integrated, supplementary, and independent – gives course designers a clear framework to build richer, more purposeful learning experiences.

Why media strategy matters in ODL

Open and distance learning separates teachers and learners by time and geography, which makes the design of instructional materials far more consequential than in a traditional classroom. A face-to-face teacher can sense when students look confused and adapt on the spot. ODL courseware cannot. This is exactly why the choice of media – and the strategy behind how different media interact – directly shapes learning outcomes.

Research on multimedia in education consistently shows that combining text, sound, and image on screen can improve engagement and comprehension because it activates multiple sensory channels simultaneously. But more media does not automatically mean better learning. The real question is how those media are structured in relation to each other – and that’s precisely what the four approaches address.

The complementary media approach

The complementary approach is built on the idea that different media do different things well – and that combining them covers more ground than any single medium can alone. In this model, print materials, audio, video, and online resources are each assigned roles that play to their natural strengths, working side by side rather than repeating each other.

Consider a course on human anatomy. Print materials might handle detailed terminology, classification systems, and theoretical frameworks. Video content could demonstrate surgical procedures or laboratory techniques that need visual context to make sense. Audio recordings might feature expert interviews or pronunciation guides for medical terms. Each medium contributes something distinct; together, they construct a more complete learning experience than any one of them could deliver individually.

This approach aligns with what cognitive theory of multimedia learning describes as dual-channel processing – the idea that learners process visual and auditory information through separate cognitive channels, and that activating both simultaneously can improve retention without overloading either channel. The complementary approach essentially puts this theory into practice by matching content type to the medium best suited to deliver it.

When to use it

This approach works well for subjects that naturally span multiple modes of understanding – sciences that require visual demonstration, languages that benefit from audio, or professional courses where written theory and observed practice must both feature in assessment. The key design principle is intentional differentiation: every medium must earn its place by doing something the others cannot.

The integrated media approach

The integrated approach takes the relationship between print and media a step further. Rather than assigning separate roles to different media, it creates explicit cross-references between them – so print materials point students toward specific videos, and those videos in turn reference sections of the printed guide. The goal is a seamless, unified learning experience where no medium feels like an add-on.

In practice, this often means using a learning management system (LMS) or a digital platform to embed links directly into study materials. An e-book chapter might include a hyperlink to a video simulation that illustrates the concept just described. A video lecture might direct students to a specific page in the printed workbook for a follow-up exercise. The two media reference each other continuously, reinforcing learning at each transition.

The Open University of Sri Lanka offers a practical example of this layered model, combining print materials with broadcast content, online resources, and occasional face-to-face sessions in a way that ties each element back to the others, creating a coherent learning pathway rather than a fragmented collection of resources.

Design considerations

Integration demands more upfront planning than the other approaches. Content developers must map every print section against its corresponding media elements before production begins. If a video is updated or removed, the cross-references in the print guide become broken links – so version control and content maintenance are ongoing responsibilities. Done well, however, integration produces the strongest sense of instructional coherence, which matters greatly for independent learners studying without a teacher present.

How it differs from the complementary approach

The distinction is worth clarifying. In the complementary approach, each medium contributes unique content that the others don’t cover. In the integrated approach, the same concepts can appear across multiple media – but the media actively point to each other, creating a structured navigation between them. The integrated approach isn’t about division of content; it’s about unity of experience.

The supplementary media approach

In the supplementary approach, one medium – typically print – carries the full instructional load. Other media are then layered in specifically to reinforce, clarify, or illustrate what the print material has already established. Crucially, supplementary media do not introduce new knowledge; they deepen understanding of content the student has already encountered.

A common example is a video summary at the end of a chapter. The student has already read the material; the video doesn’t extend the topic, but it recaps the key ideas in a different format, offering an alternative pathway to consolidate learning. Similarly, audio recordings might revisit core concepts through worked examples, or online discussion forums might give students space to reflect on content they have studied.

Research reviewed by EDUCAUSE confirms that providing supplemental video alongside other instructional materials consistently produces strong positive effects on learning outcomes – a finding that supports the Universal Design for Learning framework’s emphasis on offering multiple means of representation. The supplementary approach operationalises exactly this principle: the core content stays intact, and media is used to meet it.

Its practical advantage

The supplementary model is often the most resource-efficient of the four approaches. Because print remains the primary vehicle, institutions can invest in well-developed, durable text materials and add media elements gradually as production capacity allows. It also reduces the risk of content fragmentation – students always have the complete course in print, with media as an enhancement rather than a dependency. This matters enormously for learners in regions with limited or unreliable internet connectivity.

As the Distance Learning Institute notes, the most successful distance education programs use technical media not to replace traditional teaching but to enhance it – which is precisely the logic the supplementary approach is built on.

The independent media approach

The independent media approach represents the most significant departure from print-centred traditions. Here, media – typically digital – becomes the sole instructional vehicle. There are no printed textbooks or study guides forming the backbone of the course. Video lectures, interactive simulations, audio modules, and digital assessments carry the entire curriculum.

The most widely recognised examples of this approach are Massive Open Online Courses (MOOCs). Platforms such as Coursera, edX, and Udemy deliver complete courses through video lectures, discussion forums, quizzes, and peer-reviewed assignments, with no print-based component at all. Frontiers in Education research highlights that this model’s greatest strengths are flexibility and accessibility – learners can engage with content at their own pace, from any location, and on their own schedule.

Video, in particular, has gained substantial traction as a standalone instructional medium. Studies show that in learning declarative knowledge, well-designed video lectures can be as effective as traditional in-person teaching. And when students go beyond passive watching – for example, by creating their own explanatory videos – the depth of active engagement increases considerably.

Strengths and limitations

The independent approach offers genuine advantages: global reach, scalability, and the ability to update content rapidly. It also encourages self-directed learning, pushing students to take greater ownership of their educational journey.

However, it comes with real constraints. Students who lack reliable internet access, appropriate devices, or strong self-regulation skills are disadvantaged by this model. Research is clear that interactive distance education works best when it combines individualized approaches with structured guidance, not simply open access to materials. An entirely media-based course without scaffolding, tutor contact, or peer interaction can result in high dropout rates, particularly for learners who are new to self-directed study.

The U.S. Department of Education’s evaluation of evidence-based practices in online learning found that learner-control – a defining feature of the independent approach – relates to the so-called fifth generation of distance learning, which stresses flexible combinations of independent and group learning activities. The implication is that even an independent media approach benefits from some structured social or collaborative component built in.

Who it serves best

The independent approach suits motivated adult learners, working professionals seeking upskilling, and students in contexts where print distribution is logistically difficult. It is less effective for learners who need regular human contact to stay on track, or for complex practical subjects – clinical skills, laboratory work, or applied arts – where observational media alone cannot substitute for hands-on practice.

Choosing the right approach

None of these four approaches is universally superior. Each reflects a different set of priorities – about learner demographics, available infrastructure, course objectives, and institutional resources. A rural literacy programme with unreliable internet will make very different decisions than an urban professional development platform serving tech-savvy adults.

Successful ODL programmes often employ what might be described as a layered strategy – core content in print, with radio or audio broadcasts providing supplementary instruction, and community learning centres offering practical support. This kind of blended thinking, drawing from more than one approach, ensures that technology enhances access rather than restricting it.

The critical starting point is always the learner: their connectivity, their literacy with different media, and the kind of engagement the subject actually requires. Once those factors are mapped, the choice of approach – complementary, integrated, supplementary, or independent – becomes far less arbitrary and far more purposeful. Multimedia tools work best when they are designed with the end goal in mind, and the same is true of the overarching strategy that organises them.
