The opening of a self-learning unit sets the entire tone for how a learner will engage with the material. Get it right, and learners feel oriented, motivated, and ready to learn. Get it wrong, and even the best content can feel disconnected and hard to follow. According to the Chhatrapati Shahu Ji Maharaj University’s SLM Development Guidelines, a unit’s material should be structured with itemized sections and subsections in the order of occurrence, so that the learner’s attention is drawn systematically to the subject matter.
Structure serves a navigational function. Distance learning research consistently shows that self-learning materials need to be self-explanatory and self-contained – meaning a learner should be able to pick up the unit and understand where they are, where they’re going, and how to get there, all without asking anyone. A unit that lacks clear structural signposting forces learners to work harder just to locate themselves within the material, which increases cognitive load and reduces the time actually spent on learning.
From a practical standpoint, instructional design research from the University of Illinois Chicago reinforces that the architecture of a learning experience directly shapes how well learners absorb and retain content. Consistent formatting and a predictable pattern of sections help learners quickly identify different types of content – whether it’s an explanation, an example, or an activity. When the structure is consistent across units, learners don’t waste mental energy figuring out how to navigate; they can focus entirely on what they’re meant to learn.

And the most widely used framework for writing them effectively is Bloom’s Taxonomy.
What is Bloom’s Taxonomy?
Bloom’s Taxonomy is a framework for categorizing educational goals, first developed by a committee of educators chaired by Benjamin Bloom in 1956. It divides learning objectives into three broad domains – cognitive (knowledge-based), affective (emotion-based), and psychomotor (action-based). In 2001, the taxonomy was revised by David Krathwohl and Lorin Anderson, updating the six levels of the cognitive domain from nouns to verbs: Remember, Understand, Apply, Analyze, Evaluate, and Create. This shift in language was deliberate – it moved the focus from passive acquisition of knowledge to active performance of learning.
The taxonomy is hierarchical. As the University of Waterloo’s Centre for Teaching Excellence explains, each level builds on and subsumes the ones before it – you cannot evaluate something you haven’t first analyzed, and you cannot apply a concept you haven’t first understood. How to use Bloom’s Taxonomy to write objectives

Vague verbs like “understand” or “know” are not useful because they cannot be assessed. A well-written objective typically follows the format: “By the end of this unit, learners will be able to [action verb] [specific content].” For instance:
