IGNOU’s Electronic Media Production Centre: a working model

IGNOU’s approach through its Electronic Media Production Centre (EMPC) is one of the most detailed real-world examples of institutionalised multi-media planning at scale.
EMPC plays a pivotal role in enhancing educational accessibility through innovative media, developing high-quality audio-visual materials for various academic programmes. It does far more than produce videos – it manages the full spectrum of media delivery, from television and radio to digital platforms and interactive sessions.
From Communication Division to full production centre
The Communication Division was established in 1986 with the objective of producing and delivering audio and video programmes related to various courses launched by IGNOU. Over time, with improvements in post-production capabilities, it evolved into EMPC – upgraded in 1996, after which more audio and video programmes began to be produced. The decision to use electronic media alongside print was driven by the goal of reaching learners in remote rural, tribal, and isolated areas who could not access traditional educational institutions.
The scale of production at EMPC is significant. The number of video programmes produced nearly tripled from 941 in the period 1987-2000 to 3,288 in the period 2001-2012, reflecting the institution’s growing confidence in and commitment to electronic media as a core component of its courseware strategy.
Infrastructure and delivery channels
The Centre is equipped with state-of-the-art facilities including a High Definition (HD) Video Studio, Virtual HD Video Studio, two Audio Studios, Electronic News Gathering (ENG) facility, FM Radio Broadcast, Satellite Uplink facility, Digital Library, and Non-Linear Edit Suites. This infrastructure supports the delivery of content across multiple channels simultaneously.
The flagship delivery channel is Gyan Darshan, India’s first dedicated educational TV channel, launched in January 2000, which operates as a 24ร7 channel covering a variety of subjects for diverse learners. It carries recorded video lectures, live teleconferences, and interactive sessions. Alongside it, Gyan Vani, IGNOU’s FM radio network, has grown to around 40 stations spread across cities and towns throughout India, broadcasting content in English, Hindi, and regional languages – making it one of the more locally responsive elements of the delivery system.
Interdisciplinary collaboration within EMPC
IGNOU’s model also demonstrates the importance of structured interdisciplinary collaboration. EMPC undertakes training and orientation programmes for faculty members to facilitate the effective use of electronic media in education, ensuring that academic staff can work productively with media professionals. The centre works in close collaboration with all Schools of Studies, Divisions, and Units of the university to develop curriculum-aligned audio and video programmes.
Separately, the Staff Training and Research Institute of Distance Education (STRIDE) focuses on capacity building – training faculty to effectively design and deliver content across multiple channels, while the Centre for Online Education (COE) oversees digital platforms and online programme delivery. This division of responsibilities across specialised units reflects precisely the kind of interdisciplinary planning that effective multi-media courseware requires.
Putting the blueprint together
A multi-media learning strategy does not emerge from a single decision or a single team. It is the product of systematic curriculum analysis, deliberate media selection, well-defined professional roles, realistic financial planning, and institutional commitment to quality over time. IGNOU’s EMPC is a compelling illustration of what this looks like when it is implemented at national scale – but the same principles apply to any institution, large or small, that is serious about distance education.
