Walk into any high-performing school today and you’ll likely notice something beyond just devices and digital boards – you’ll see a leader who has made technology a core part of how the institution thinks, teaches, and grows. Technology doesn’t transform schools on its own. It requires someone at the helm with the vision to drive it, the courage to take risks, and the commitment to support every educator in the process. Research has consistently shown that the most successful implementation of educational technology happens in schools where the principal genuinely sees themselves as a technology leader – not just an administrator overseeing hardware.

The seven habits of tech-enabled leaders

In her widely cited 2012 article published in T.H.E. Journal, Jennifer Demski identified seven habits that define highly effective technology-leading principals. These habits, drawn from case studies of three successful school principals across the United States, form the foundation of what it means to lead with technology in education. Each habit reflects not just a skill, but a mindset – one that embraces change, values data, and puts people at the center of every technological decision.

1. Visionary thinking

A tech-enabled leader doesn’t just install tools – they plan ahead. Visionary thinking means asking questions like: how will this technology serve students five years from now? What’s coming in the educational landscape, and how do we prepare for it? Effective leaders create a vision for the future of learning that embraces new technologies, flexible teaching methods, and adaptive curricula – rather than simply reacting to what’s available right now.

2. Embracing change

In a tech-driven world, change is constant. Leaders who thrive are those who don’t resist it but actively model adaptability. When a leader is visibly open to new tools and workflows, it sends a powerful signal to staff that change is not something to fear – it’s something to work with.

3. Data-driven decision-making

Tech-enabled leaders use data strategically. Rather than relying on instinct or tradition alone, leaders can leverage digital platforms and tools to gather real-time information on student performance, attendance, and progress – using this data to identify areas for improvement and allocate resources more effectively. This makes decisions more grounded, equitable, and impactful.

4. Fostering continuous learning

A tech-driven institution never stops learning. Leaders with this habit invest in ongoing professional development for educators – keeping them updated with emerging tools and practices. They don’t treat professional development as a one-off event but as a sustained culture within the school.

5. Clear and transparent communication

Technology adoption can meet resistance when people don’t understand why it’s happening. Tech-enabled leaders communicate openly about the goals and challenges of new initiatives, provide regular updates, and create feedback channels. This kind of transparent communication builds trust and reduces anxiety around change.

6. Calculated risk-taking

Innovation inherently involves uncertainty. Leaders who encourage calculated risk-taking – trying new approaches, measuring what works, and treating failure as data rather than defeat – create environments where educators feel safe to experiment and grow. 7. Collaboration and community building

Finally, tech-enabled leaders understand that technology adoption is a team effort. They build communities of practice, connect educators with peers beyond their own schools, and foster a culture where sharing knowledge is the norm rather than the exception.

Creating an atmosphere for innovation

Building a culture of innovation isn’t about issuing mandates or purchasing the latest software – it’s about creating the right conditions for new ideas to take hold. True innovation in schools is fundamentally about purposeful problem-solving; leaders who innovate for its own sake, without tying it to real challenges, often cause more fatigue than progress.

The most effective approach is to involve every layer of the school community. When teachers, students, support staff, and parents all have a voice in how technology is introduced and used, adoption becomes more organic. Research on higher education institutions found that leaders who created flat hierarchies, shared decision-making, and ensured a safe space for experimentation with educational technology saw staff become intrinsically motivated to engage with new tools and innovate in their teaching.

Studies on digital innovation in schools also show that school leaders with an open innovation mindset – those who foster a collaborative culture of knowledge exchange – are far more successful at driving digital change than those who operate in top-down, siloed ways. In short, innovation flourishes when people feel trusted and included.

Practically, this could look like a leader establishing “innovation labs” where teachers can try out new tools before full-scale rollout, hosting regular staff forums where technology ideas are discussed openly, or spotlighting educators who are experimenting successfully with digital methods. Small gestures of recognition go a long way in sustaining a culture that welcomes novelty.

Risk-taking and visionary focus

One of the most underappreciated qualities in educational leadership is the willingness to take intelligent risks. The word “risk” can feel uncomfortable in an institutional context – schools are accountable environments, and failure has consequences. But a leader who avoids all risk inevitably avoids all growth.

A study of over 2,200 secondary education teachers in Switzerland found that transformational leadership – characterized by inspiration, intellectual stimulation, and individualized support – had a significant positive impact on teachers’ beliefs about digital technology, their technical skills, and their actual integration of digital tools in teaching. Leaders who demonstrate confidence in technology, even in the face of uncertainty, actively shift how their entire staff relates to it.

Visionary focus means keeping the end goal – improved student learning – at the center of every decision, even when the path there is not perfectly clear. It means piloting a new digital assessment tool before rolling it out institution-wide, or exploring AI-powered feedback platforms because student data suggests current methods aren’t working. According to Rogers’ Diffusion of Innovations Theory, the successful adoption of any new technology depends significantly on a leader’s ability to communicate its benefits, influence perceptions, and engage the wider social system of the school. This is the work of a visionary – not just seeing the destination, but actively building belief in the journey.

Risk-taking also requires that leaders model vulnerability. When a principal says, “We tried this, it didn’t work as expected, and here’s what we learned,” it normalizes experimentation across the institution. Teachers who see their leader navigate failure with openness are far more willing to do the same in the classroom.

How leaders can provide resources and foster collaboration

Vision and culture only go so far – tech-enabled leadership must also be practical. Leaders need to ensure that teachers have the tools, time, and support they need to meaningfully integrate technology into their teaching. This is where resource provision and collaboration-building become central responsibilities.

Investing in meaningful professional development

Over 90 percent of teachers believe that up-to-date training on using technology in the classroom is important to their success – yet nearly a third report they are not satisfied with the support they receive from their schools. This gap is a leadership problem. Professional development for technology should not be a one-day workshop that teachers forget by Monday. The U.S. Department of Education’s National Education Technology Plan explicitly recommends a “continuing and connected” approach – one that moves away from fragmented, episodic training sessions toward an ongoing process of learning embedded in daily practice.

Effective leaders design professional development that is personalized to where each educator actually is. Coaching has proven particularly effective – when teachers received one-on-one or small-group technology coaching through Digital Promise’s Dynamic Learning Project, over 90 percent reported it helped them address professional challenges and improve student engagement. Leaders who invest in instructional technology coaches – not just equipment – are making a longer-term, higher-yield investment.

Building professional learning communities

Beyond formal training, leaders can foster collaboration by establishing Professional Learning Communities (PLCs) organized around technology use. PLCs can be formed around grade level, content area, or experience with technology, and allow teachers to hear how others are navigating the same challenges – reducing isolation and building shared strategies.

When curriculum leaders and technology leaders collaborate to design professional development, teachers gain a clearer picture of how tools and content connect – making adoption more purposeful and reducing the common complaint that technology feels like “one more thing” rather than a genuine teaching support.

Showcasing success and reducing barriers

One of the simplest but most powerful things a leader can do is share what’s working. Showcasing success stories boosts technology integration because it helps teachers visualize themselves using the tools, rather than seeing technology merely as a product to manage. A short presentation at a staff meeting, a spotlight in a school newsletter, or a peer observation session can shift perceptions more effectively than any top-down directive.

Leaders must also reduce structural barriers to adoption. This means ensuring reliable internet infrastructure, providing access to devices, and allocating sufficient time and resources for professional development – recognizing that competing demands on teachers’ time are real and must be actively managed by administrators. When teachers feel that the system supports them – rather than simply expecting them to figure things out on their own – their willingness to experiment with new technologies grows substantially.

Research on digital leadership in schools has shown that leadership confined to conventional, non-digital practices fails to promote the kind of digital culture schools need today – underlining that without deliberate, proactive leadership investment, even the best technology remains underused.

Tech-enabled leadership, in its truest sense, is not about being the person who knows the most about technology. It’s about being the person who creates the conditions for technology to serve learning – purposefully, sustainably, and collaboratively.
