When educators sit down to design a course or an entire school programme, they rarely start from scratch. They lean on structured frameworks – called curriculum development models – that guide every decision, from what to teach to how to evaluate learning. These models are not one-size-fits-all. Some are systematic and data-driven; others are fluid and human-centered. Understanding the full spectrum of these models equips teachers and curriculum designers to make choices that genuinely serve their students and communities.

Two broad categories of curriculum models

Most curriculum models fall into one of two broad camps. Technical-scientific models treat curriculum development as a rational, step-by-step process – measurable, systematic, and objective-driven. These are favored by educators who prioritize clear outcomes and structured planning. On the other side, non-technical, non-scientific models reject rigid frameworks in favor of flexibility, student autonomy, and humanistic values. They concentrate on moral, aesthetic, and personal dimensions of learning rather than pre-planned behavioral outcomes. Both categories have their strengths, and real-world curriculum design often borrows from both.

Technical-scientific models of curriculum development

Technical-scientific models follow a means-end logic: define your goals precisely, and build everything else around achieving them. They provide a clear blueprint that can be systematically planned, implemented, and evaluated. Three important models in this category are Taba’s Model, Goodlad’s Model, and Hunkins’s Developmental Model.

Taba’s model: the grassroots approach

Hilda Taba’s model is one of the most enduring frameworks in curriculum history. Developed in the 1960s, it is fundamentally a bottom-up or grassroots approach – meaning curriculum development starts with teachers, not administrators or policymakers. Taba argued that since teachers work directly with students, they are best positioned to understand learner needs and design relevant content.

The model follows seven sequential steps:

  1. Diagnosis of learners’ needs – identifying knowledge gaps and areas requiring development
  2. Formulation of objectives – setting clear, need-based learning goals
  3. Selection of content – choosing subject matter that aligns with those objectives
  4. Organization of content – sequencing material logically based on student maturity and prior knowledge
  5. Selection of learning experiences – designing interactive and engaging activities
  6. Organization of learning activities – planning how those experiences will be delivered
  7. Evaluation – assessing whether objectives have been met and refining the curriculum accordingly

A defining feature of Taba’s approach is its emphasis on higher-order thinking. The model encourages open-ended questioning where there is no single right answer, pushing students to think critically and abstractly. Rather than transmitting facts, the curriculum becomes a vehicle for intellectual exploration. This makes it particularly effective in subjects like Language Arts and Social Studies, where interpretation and analysis matter greatly.

Taba also defined curriculum itself with precision – as a document stating aims and objectives, indicating selection and organization of content, and including a program for evaluating outcomes. This clear definition helped anchor her model to practical implementation. Today, the Taba model continues to be applied across diverse educational settings – from nursing education to language teaching – precisely because of its adaptability and learner-centered core.

Goodlad’s model: values as the driving force

John Goodlad, a Canadian-born American educator, brought a distinctly philosophical dimension to curriculum development. His model departs from Tyler’s traditional framework in several important ways. Most notably, Goodlad placed values at the very top of his curriculum development chart – treating them not as filters (as Tyler did), but as primary data sources that should drive the entire design process.

Goodlad believed that education has a moral dimension. Teachers are not simply knowledge transmitters; they are moral agents with an obligation to prepare students to be informed, responsible citizens in a democratic society. This belief is baked into his model’s architecture.

Goodlad identified five levels of curriculum decision-making: societal, institutional, programmatic, instructional, and the individual learner. This tiered structure ensures that curriculum planning accounts for both large-scale social expectations and the intimate realities of the individual classroom. Another standout feature is his insistence on continuous evaluation – not just at the end of a course, but woven throughout every stage of the planning process. This makes Goodlad’s model both holistic and responsive to changing educational contexts.

Hunkins’s developmental model: curriculum as a living process

Where many models treat curriculum as a fixed document, Ronald Hunkins proposed a view of curriculum as a continuously evolving system. His developmental model sees curriculum creation not as a one-time event but as an ongoing cycle of design, implementation, and renewal – adapting to shifts in society, student demographics, and educational research.

Hunkins focuses on three interconnected phases:

  • Curriculum design – the initial creation phase, addressing content, instructional methods, and evaluation strategies
  • Curriculum implementation – the actual delivery phase in classrooms, with attention to teacher preparedness and student engagement
  • Curriculum evaluation – an ongoing review process that feeds back into redesign and improvement

A distinguishing feature of Hunkins’s model is its feedback and adjustment loop, which allows curriculum developers to revisit earlier stages, identify weaknesses, and make modifications without scrapping the entire framework. This makes the model especially valuable in educational systems that require regular updates – such as professional training programmes, vocational courses, or curricula responding to rapidly changing workforce demands. The model acknowledges that no curriculum, however well-designed, is ever truly finished.

Non-technical, non-scientific models of curriculum development

Not all educational philosophies accept the idea that learning can – or should – be reduced to measurable objectives and systematic procedures. Advocates of learner-centered and problem-centered designs formulate non-technical or non-scientific models, concentrating on the moral, aesthetic, and personal aspects of learners. These models are not inferior to technical ones – they simply operate from a different educational philosophy, one that prioritizes the quality of the learning experience over the predictability of its outcomes.

The open classroom model: student freedom and self-direction

The open classroom model, which gained prominence in the 1960s and 1970s, emerged as a direct response to the perceived rigidity of traditional, teacher-centered classrooms. Its central premise is that students learn better when they have agency – the freedom to choose topics, set their own pace, and collaborate with peers in a less formal setting.

In an open classroom, students have more control over their learning and are encouraged to take an active role in the learning process. The teacher steps back from the role of sole knowledge authority and becomes a facilitator – guiding, providing resources, and supporting exploration rather than directing every activity. The physical environment of the classroom often reflects this philosophy too, with flexible seating, open spaces, and access to a variety of learning materials.

This model aligns closely with progressive educational philosophy and is particularly effective for nurturing creativity, intrinsic motivation, and collaborative skills. Its limitations, however, are real: without clear structure, some students – especially those who struggle with self-regulation – can find the open-ended environment disorienting. Effective implementation requires a skilled teacher who can balance freedom with purposeful guidance.

Weinstein and Fantini’s model: the humanistic curriculum

Gerald Weinstein and Mario Fantini introduced what is often referred to as the humanistic model of curriculum development. Their 1970 model links socio-psychological factors with cognition and is concerned with the group, recognizing that most students learn in social settings rather than in isolation. The model insists that curriculum must address not just intellectual development, but also emotional, social, and cultural dimensions of students’ lives.

A core principle of this model is that the curriculum should function as a cultural tool – reflecting the diverse backgrounds of students and helping them connect their learning to their own identities and communities. Weinstein and Fantini were particularly attentive to multicultural classrooms, arguing that sensitivity to cultural differences is not optional but essential to effective teaching. Their model promotes diversity and inclusivity as core design principles, not afterthoughts.

In today’s increasingly diverse and globalized classrooms, this perspective is more relevant than ever. The model challenges curriculum designers to ask: Whose knowledge is being taught? Whose values are being reflected? And who might feel excluded by the curriculum as currently designed?

Rogers’s model of interpersonal relations: the emotional climate of learning

Carl Rogers, the eminent American psychologist best known for his work in humanistic psychology, extended his theories about therapeutic relationships into the realm of education. His model of curriculum development rests on a foundational belief: that the quality of the relationship between teacher and student is as important as the content being taught.

Rogers emphasized the importance of empathy, genuineness, and unconditional positive regard in interpersonal relationships – and he applied all three to the teacher-student dynamic. According to Rogers, curriculum development should be organized around three key principles:

  • Unconditional positive regard – teachers should accept students without judgment, fostering an environment of trust and psychological safety
  • Empathy – teachers should actively seek to understand each student’s perspective and adjust their approach accordingly
  • Genuineness – teachers should be authentic in their interactions, creating a space where honest communication can flourish

Rogers believed that students who feel emotionally safe and genuinely valued are far more open to learning. When anxiety and fear of judgment are removed from the classroom, curiosity and creativity naturally emerge. His model does not prescribe a set of content standards or objectives in the conventional sense. Instead, it positions the emotional and relational climate of the classroom as the primary curriculum variable – the one that ultimately determines whether any other curriculum succeeds or fails.

Technical vs. non-technical models: a false divide?

It would be a mistake to treat technical-scientific and non-technical models as opposites in conflict. In practice, the most effective educational programmes blend elements from both. A curriculum might follow Taba’s seven-step process for systematically diagnosing learner needs and formulating objectives, while simultaneously adopting Rogers’s emphasis on interpersonal trust to shape the classroom culture in which that curriculum is delivered. Goodlad’s values-first approach can coexist with the open classroom model’s commitment to student agency.

The classification of models as non-technical or non-scientific should not be read as a criticism, as educators who emphasize subject-matter approaches adopt the scientific or technical approach, while advocates of learner-centered and problem-centered designs formulate non-technical models. Both reflect legitimate educational values – and the richest curricula draw on both traditions. As educational theorist Edmond Short observed, there is always a need for newly formulated curriculum models that address contemporary circumstances and valued educational aspirations.

The future of curriculum design lies not in choosing one model and discarding the rest, but in developing the professional literacy to know which model – or combination of models – best serves a specific group of learners in a specific context. That is the real skill of an effective curriculum developer.
