How do we really know if a curriculum is working? That question sits at the heart of curriculum evaluation – a field that has grown far beyond simple test scores and grade reports. Over decades, educators and researchers have developed multiple ways to examine whether what is being taught actually serves learners well. These approaches differ not just in their methods, but in what they believe education is fundamentally for. Understanding these approaches helps educators make smarter, more balanced decisions about the curricula they design and deliver.

What curriculum evaluation is really about

At its core, curriculum evaluation is the systematic process of assessing the effectiveness of an educational program – comparing what was achieved against what was intended. But the moment you ask “how do we measure effectiveness?”, you run into a deeper question: effective by whose standards, and toward what ends? That disagreement is precisely why multiple approaches to evaluation have emerged. Each one reflects a particular set of values, methods, and priorities. Rather than competing, these approaches are complementary lenses, and used together, they offer a far richer picture of what a curriculum is actually doing.

The scientistic approach: measuring what can be measured

As identified by Cronbach (1982), the scientistic approach sits at one end of an evaluation continuum. It is grounded in the belief that educational effectiveness can and should be demonstrated through hard evidence – numbers, comparisons, and statistical conclusions.

Quantitative data and measurable outcomes are the backbone of this approach. Evaluators using the scientistic framework rely on standardized test scores, graduation rates, pre- and post-test comparisons, and other numerical indicators to determine whether a curriculum has succeeded. The approach commonly uses experimental designs, including control and treatment groups, to isolate the effect of a particular curriculum from other variables.

The chief advantage here is objectivity. Because the data is quantifiable, results can be compared across schools, districts, or even countries on a standardized scale. Policymakers and administrators particularly value this approach because it produces clear, defensible evidence for decisions about curriculum adoption or reform. However, critics point out that this approach can overlook student feelings, classroom dynamics, and the learning environment – dimensions that numbers simply cannot capture.

The humanistic approach: understanding the learner’s experience

At the other end of Cronbach’s continuum lies the humanistic approach. Where the scientistic method asks “what did students achieve?”, the humanistic approach asks “what did students experience?” This shift in focus changes everything – the tools used, the data collected, and ultimately, what counts as evidence of success.

Humanistic evaluators work with qualitative data: in-depth interviews, classroom observations, reflective journals, focus groups, and case studies. The rationale is that life – and learning – has multiple perspectives, and quantitative data only captures one of them. A curriculum that produces impressive test scores might still fail to develop critical thinking, communication skills, or personal values in learners.

This approach is especially suited to understanding the social and emotional dimensions of learning. It recognises that learners are not simply data points, and that transformative education often leaves traces that no standardised test can detect. The trade-off, of course, is that qualitative findings are harder to generalise and easier to dismiss in policy debates that demand numbers.

Scientistic vs. humanistic: a false choice?

Research reviewing both approaches concludes that effective curriculum evaluation requires a balanced understanding and application of both – not a choice between them. A curriculum that performs well on measurable outcomes and fosters meaningful personal growth is far more robustly evaluated than one assessed by only a single method.

Intrinsic evaluation: examining the curriculum itself

Distinct from the scientistic-humanistic spectrum is the question of what you are actually evaluating. The intrinsic approach, as described by educational researchers, focuses on the internal quality of the curriculum itself – its design, structure, scope, sequence, content, and instructional methods – rather than on outcomes produced in learners.

Think of it this way: intrinsic evaluation examines the quality of the tool before asking how well it performs. An expert reviewing a new History curriculum for its accuracy, logical sequencing, and relevance before it goes into classrooms is conducting an intrinsic evaluation. Importantly, the evaluation criteria are not always fixed in advance – they may emerge as the evaluator engages with the curriculum. This makes the intrinsic approach particularly valuable for exploratory purposes, when stakeholders are not yet sure what questions to ask or where the strengths and weaknesses lie.

The intrinsic approach does not rely solely on learner outcome data, though it may incorporate some. It is fundamentally about assessing the curriculum as a designed product – examining its merit on its own terms before it is tested in the field.

Payoff evaluation: what does the curriculum actually deliver?

The payoff approach shifts attention from the curriculum’s design to its real-world impact on stakeholders. As described in the seminal work of Michael Scriven (1967), payoff evaluation assesses the long-term outcomes and effects of a curriculum on students, teachers, parents, and administrators – in essence, asking: “Did this curriculum deliver results for the people it was meant to serve?”

A key feature of this approach is that evaluation criteria are established upfront. Evaluators know exactly what they are looking for before data collection begins, which makes the process efficient and the findings easier to interpret. This is why the payoff approach is among the most widely used in education – its clear criteria facilitate smooth and systematic data gathering.

Scriven himself drew a useful distinction between merit and worth to explain this. A curriculum may have great merit – it reflects sound theory, strong research, and expert-approved content – but have limited worth for a specific group of learners in a specific context. Worth, in this sense, is the payoff value for a given institution or group of people. A curriculum is not truly successful unless it delivers meaningful value to those it serves.

Intrinsic vs. payoff: using both strategically

The intrinsic and payoff approaches complement each other well. Intrinsic evaluation is best suited for exploratory evaluation – when you need to map the terrain of a curriculum’s strengths and weaknesses before deciding how to proceed. The payoff approach, by contrast, is best deployed when the evaluation team has clear questions and wants to measure the extent to which a curriculum meets predefined criteria. Together, they offer a comprehensive picture: the quality of the design and the quality of its real-world delivery.

Formative evaluation: improving as you go

The formative-summative distinction, first introduced by Michael Scriven in 1967, remains one of the most practically useful frameworks in curriculum evaluation. Formative evaluation occurs during the development or implementation of a curriculum, with the explicit purpose of improving it. It is continuous, diagnostic, and action-oriented.

Formative evaluation keeps the curriculum development process “open.” According to Gronlund (1985), it gives teachers and developers the opportunity to record both intended and unintended effects, using feedback to make adjustments in real time. Tools used in formative evaluation tend to be informal – classroom observations, peer feedback, teacher reflections, short quizzes, and open discussions.

A practical example: when a new Science textbook is drafted and tested in select classrooms before final publication, and teachers and students provide feedback that drives revisions, that is formative evaluation at work. The goal is improvement, not judgment.

Summative evaluation: assessing the finished product

Summative evaluation takes place at the end of a curriculum’s development or a defined learning period. Its purpose, as described by ScienceDirect, is to determine whether the curriculum is efficient, whether it answers identified needs, and whether it should be continued, revised, or discontinued. This is the evaluation that informs high-stakes decisions.

Summative evaluation is typically formal in nature – involving comprehensive examinations, standardised assessments, program reviews, and structured reporting. Where formative evaluation asks “how can we improve this?”, summative evaluation asks “how well did this work overall?” The two questions are different, and both are essential. Curriculum scholars note that formative evaluation emphasises discovering how to improve the curriculum, whereas summative evaluation focuses on appraising outcomes and deciding whether to continue or discontinue a program.

The relationship between formative and summative evaluation

It is worth noting that formative and summative evaluation are not mutually exclusive. Many programs use formative evaluation throughout development and then conclude with a summative assessment. More recent scholarship has even introduced the concept of developmental evaluation, in which the evaluator becomes part of the development team, continuously monitoring both processes and outcomes in evolving educational environments – blurring the traditional boundary between the two.

Why a balanced approach matters

No single evaluation approach is sufficient on its own. The scientistic approach delivers rigour but may miss the human story; the humanistic approach captures depth but may lack generalisability. Intrinsic evaluation tells you whether the curriculum is well-designed; payoff evaluation tells you whether it actually works for real people. Formative evaluation guides development; summative evaluation judges results.

Effective curriculum evaluation requires drawing on the strengths of multiple approaches – combining quantitative rigour with qualitative insight, examining both the design of the curriculum and its real-world outcomes, and using evaluation both to guide development and to assess its final impact. As contemporary curriculum theory suggests, evaluation today is best understood as a perpetual, dynamic, context-specific, and collaborative process – one that is sensitive to the ethical dimensions of education and respectful of the diverse needs of learners, teachers, and communities.

Curriculum evaluation, in this light, is both an art and a science. It demands the precision of data and the sensitivity of human judgment. The richest evaluations are those that resist the temptation to rely on a single method and instead build a mosaic of evidence – one that genuinely reflects the complexity of the educational experience.
