In an age of streaming platforms and social media, it may seem surprising that radio – especially a small, campus-bound station – still holds considerable power. Yet campus radio continues to prove its worth as one of the most practical, cost-effective, and community-centred tools available to educational institutions. Operating within a limited broadcast range and serving a clearly defined audience, it does something larger commercial stations rarely do: it speaks directly to the people who need it most.

What is campus radio?

Campus radio – also called college radio, university radio, or student radio – is a type of radio station run by the students of a college, university, or other educational institution. Programming may be produced exclusively by students or may include contributions from the surrounding local community. Unlike commercial broadcasters, campus radio stations generally operate on a non-commercial basis, with content oriented toward education, student welfare, cultural expression, and community service.

What makes campus radio distinctive is its deliberately limited reach. Student-operated: These stations are primarily run by students, offering hands-on media production experience that no classroom alone can replicate.

Non-commercial mandate: As per guidelines from the Ministry of Information and Broadcasting, campus radio stations in India cannot generate revenue through sponsorships or advertisements, keeping the focus squarely on public and educational service.

Campus radio in India: a brief background

India’s journey with campus radio began in earnest in the early 2000s. Anna University in Chennai launched the country’s first campus radio station, Anna FM, on 2 February 2004 – a milestone that demonstrated how educational institutions could leverage low-power FM technology for academic and community purposes. Following years of advocacy by civil society groups and a Supreme Court directive on opening up the airwaves, the Government of India issued formal policy guidelines in December 2002, and later expanded them in December 2006 to include not-for-profit organisations beyond educational institutions.

Today, India has over 100 operational campus radio stations spread across universities and colleges in both urban and rural settings. Institutions like Jadavpur University’s Radio JU – the first community radio in Eastern India – and Delhi University’s DUCR 90.4 MHz have shown how student-led stations can deliver meaningful content on academics, culture, and local issues. Originally developed in 1970 by Stanford University and later supported by USAID, this method uses radio to enrich the learning environment by blending good teaching with accessible audio content.

Many institutions have gone further by formally integrating campus radio into their curriculum. Students can earn academic credits for participating in radio production, while radio content is directly tied to course materials. Research findings and ongoing academic projects are also shared through the station in formats that are accessible to a general student audience – bridging the gap between formal academic work and everyday campus life.

Campus radio is not just a broadcast tool – it is a training ground. Students who participate in station operations develop a wide range of transferable skills:

Technical skills such as audio recording, editing, broadcasting techniques, and equipment operation are built through direct, hands-on practice. Communication abilities – including voice modulation, interviewing, and public speaking – develop naturally in the process of going on air. Students also gain production expertise in creating jingles, promos, and complete radio programmes, as well as management capabilities in scheduling, content planning, and team coordination. Campus radio is uniquely positioned to support student welfare in this context – not as a replacement for professional counselling, but as a reach tool that normalises conversations about mental health.

Specialised programmes featuring expert-hosted discussions on stress management, anxiety, and emotional wellbeing can help reduce the stigma around seeking help. A weekly programme featuring anonymised student experiences with mental health challenges, followed by professional guidance, can create a supportive atmosphere where students feel less alone. Campus radio is also effective in disseminating practical information about examination schedules, scholarship opportunities, academic requirements, and career pathways – timely information that directly affects student welfare.

Building community life within and around the campus

Campus radio’s value is not limited to the student body. It serves the surrounding community just as meaningfully. Student radio stations serve as vital links between clubs, societies, sports activities, academic endeavours, and student life – keeping the wider campus community informed and connected. Faculty members can also get involved, promoting university events, academic news, and institutional announcements.

For the neighbourhood surrounding an institution, campus radio offers a form of accessible, free public communication. Radio receivers are inexpensive and widely available. Battery-operated sets work during power outages – a significant advantage in areas with unreliable electricity. Unlike text-based media, radio does not require literacy, making it accessible to non-literate members of the community. Listeners can also engage with content while engaged in other tasks, making it compatible with the routines of both students and working community members.

Local businesses also benefit from campus radio – promotions for local services can boost the local economy and help a community grow more inclusive. Students coming from across the country or the world bring fresh perspectives to a place, and radio can be the connective tissue between this diverse population and the community that hosts them.

Campus radio as a platform for cultural expression

Beyond education and welfare, campus radio plays a vital role in celebrating and preserving cultural life. Campus radio stations are nerve centres of diversity and inclusivity, providing students an opportunity to develop skills, make their voices heard, and contribute to the cultural identity of their institutions. Music shows, cultural programmes, debates, drama readings, folk storytelling, and coverage of campus festivals all find a natural home on campus radio.

Campuses are multicultural by nature, hosting students from different regions, languages, and backgrounds. Campus radio gives these diverse voices a structured outlet – world music programmes, shows in regional languages, and discussions on social issues can all coexist on the same station, enriching the cultural fabric of the institution and its surroundings. As RadioToday points out, musicians, poets, journalists, and comedians find an encouraging environment within a station where they can experiment, develop their skills, and share their creations with peers.

Cost-effectiveness: doing more with less

One of the strongest arguments for campus radio – particularly for institutions with limited budgets – is its economic efficiency. The cost of setting up and running a low-power FM campus radio station is significantly lower than most other institutional communication and media infrastructure. Licensing fees for educational institutions are reduced compared to commercial operators. Low-power transmission keeps electricity costs manageable. Internet streaming options, where available, reduce costs even further.

According to a 2023 survey of affiliated public radio stations, institutional contributions average under 15% of station budgets, with the remainder coming from diverse non-commercial streams – demonstrating that campus radio can be largely self-sustaining. This makes it a particularly attractive option for institutions in Tier 2 and Tier 3 cities, and in rural areas, where the need for accessible, local information is greatest but financial resources are most constrained.

Setting up a campus radio station: what institutions need to know

For educational institutions considering launching a campus radio station in India, the regulatory pathway runs through the Ministry of Information and Broadcasting. Institutions must submit detailed technical and programming plans to obtain a licence. The Telecom Regulatory Authority of India (TRAI) oversees frequency allocation, with community radio stations in India assigned reserved frequency spots such as 89.6, 90.0, 90.4, 90.8, and 91.2 MHz.

Beyond regulatory compliance, successful campus radio requires careful infrastructure planning – appropriate studio space, transmission equipment, and, increasingly, internet streaming capability. A clear content strategy aligned with the institution’s educational mission is essential, as is an ongoing training system to bring new student participants up to speed each year. The most sustainable campus radio initiatives are those that are embedded in the institution’s broader goals – not treated as an extracurricular add-on, but as a genuine component of campus life and learning.

The road ahead for campus radio

Campus radio is far from obsolete. In fact, growing networks and collaborations between campus stations are creating opportunities for content sharing and joint training programmes. Some institutions now explicitly include campus radio in their strategic communication and community engagement plans. The Center for Community News at the University of Vermont has documented how partnerships between educational institutions and public radio can help rebuild sustainable local news ecosystems – reinforcing the point that campus radio is not a relic but an evolving, relevant medium.
