Technology has enormous potential to transform classrooms – making learning more interactive, personalized, and accessible. Yet, despite significant investment and growing enthusiasm, many schools around the world still struggle to move beyond surface-level adoption. According to HMH’s 2025 Educator Confidence Report, while 69% of educators believe that edtech can boost student achievement, a substantial number of institutions remain stuck at the starting line. The reason isn’t always a lack of willingness – it’s a complex web of barriers that block the path from intention to practice. Understanding these barriers clearly is the first – and most critical – step toward overcoming them.

First-order and second-order barriers: a useful framework

Researchers commonly divide the obstacles to technology integration into two broad categories. First-order barriers are external and tangible – things like inadequate equipment, poor internet connectivity, and lack of funding. Second-order barriers are internal and attitudinal – teachers’ beliefs about technology, their confidence levels, and their resistance to changing established practices. Research published through Walden University confirms that first-order barriers include factors extrinsic to teachers such as access, time, training, and institutional support, while second-order barriers are more personal – rooted in pedagogical beliefs and willingness to change. Both types are real, and both require targeted strategies to address.

Major barriers to technology integration

Inadequate access to technology and infrastructure

One of the most fundamental obstacles is simply not having enough devices, reliable internet, or functional software. Many schools – particularly in rural and economically disadvantaged areas – face serious shortages. UNESCO’s 2023 Global Education Monitoring Report notes that technology use is not universal, and the most disadvantaged learners are typically denied the opportunity to benefit. Even in wealthier nations, only a fraction of students regularly use digital devices during classroom lessons. When hardware is available, it is often outdated or incompatible with current educational software, creating a gap between what schools have and what teachers actually need.

The digital divide compounds this problem significantly. A scoping review published in Frontiers in Education found that structural barriers – including deficiencies in policy frameworks, a lack of accessibility standards, and funding mechanisms – perpetuate exclusion within educational institutions. The COVID-19 pandemic made this divide impossible to ignore: students without reliable internet at home were severely disadvantaged when schooling moved online.

Lack of teacher training and professional development

Access to devices is only half the battle. Teachers need to know how to use technology effectively – not just operate it, but integrate it meaningfully into their pedagogy. UNESCO’s regional guidelines on teacher development for pedagogy-technology integration highlight that many countries’ training programmes over-emphasize computer literacy while failing to equip teachers to use ICT within actual teaching-learning contexts. A teacher who knows how to browse the internet is not automatically equipped to design a technology-enhanced lesson.

Research compiled through the ERIC database points out that without continuous professional development, schools will keep citing inadequate training as a major barrier. Technology constantly evolves – a one-time workshop simply cannot keep pace. A three-year time-series survey study in the Journal of Research on Technology in Education found that while access to devices improved over time, training and technical support actually declined – making ongoing professional development more urgent, not less.

Lack of administrative support

Technology integration does not happen in a vacuum – it requires visible, active support from school leadership. When administrators do not champion technology use, teachers receive mixed messages about its importance. A study published in the Contemporary Issues in Technology and Teacher Education journal found that among the most highly identified barriers are a lack of administrative and technical support. Administrators who are not included in professional development sessions are ill-equipped to make informed decisions about technology procurement, scheduling, or school-wide integration strategies.

A qualitative multicase study in the Journal of Educational Research and Practice found that a team approach – involving administrators, technology support personnel, and teachers together – produced the strongest technology integration outcomes. Leadership isn’t optional; it’s foundational.

Insufficient time

Time is consistently one of the most persistent barriers teachers report. Learning a new platform, redesigning lesson plans, troubleshooting technical glitches – all of this takes time that most teachers simply do not have. The same time-series study identified time as the most stable and enduring barrier across all three years of its survey, regardless of school size or district context. When teachers feel rushed or unsupported, technology integration becomes one more burden rather than a pedagogical opportunity.

Teachers’ attitudes and beliefs

Perhaps the most underappreciated barrier is the internal one. A teacher who does not believe that technology adds value to their lessons is unlikely to invest the effort to integrate it, regardless of the resources available. Research highlights that teachers’ beliefs about the perceived value of technology in instruction are a leading factor in whether they actually use it. Fear of failure, discomfort with unfamiliar tools, and a sense of lost control in the classroom can all translate into resistance.

A study in PMC focused on self-determination theory confirms that teachers who perceive technology as valuable to the teaching and learning process are far more likely to integrate it effectively. Attitude, in other words, is not just a soft factor – it is a decisive one.

Policy and regulatory constraints

Well-intentioned institutional policies can sometimes backfire. Overly strict internet filtering can block legitimate educational resources. Rigid assessment systems built around traditional testing leave little room for technology-enhanced evaluation. UNESCO’s GEM Report notes that the application of digital technology varies substantially by teacher willingness and preparedness, by education level, and by country income – all of which are shaped by broader policy environments. When regulatory frameworks do not evolve alongside technological change, full integration remains out of reach.

Strategies to overcome these barriers

Strategic infrastructure investment

Schools need sustainable technology plans – not one-time device purchases that quickly become obsolete. HMH recommends that administrators take incremental, intentional steps toward technology adoption rather than attempting overnight transformation. Partnerships with local businesses, NGOs, and community organizations can supplement budgets, providing equipment donations or shared facilities. For students who lack home access, schools can establish device-lending programmes or computer labs that extend learning opportunities beyond the school day.

Ongoing, job-embedded professional development

One-off workshops are not enough. Effective professional development must be continuous, context-specific, and focused on how to teach with technology – not just how to operate it. A study from the University of Memphis Center for Research in Educational Policy found that placing full-time, on-site technology coaches in schools – rather than relying on occasional external training sessions – produced measurable improvements in how teachers integrated technology. Peer mentoring and professional learning communities can also build collegial support that sustains momentum over time.

UNESCO’s International Day for Digital Learning 2025 event reinforced this point clearly: educator empowerment is crucial to achieving any real impact for learners. The Digital School initiative in the UAE, for instance, trained over 10,000 educators globally to integrate technology with confidence.

Building a culture of administrative support

School leaders need to be active participants in technology integration – not distant approvers of it. This means including administrators in professional development, aligning technology use with explicit educational goals, and ensuring budgets reflect genuine commitment. The CITE Journal study recommends that school administrators be specifically invited to professional development sessions so they can understand and actively support ICT integration at the classroom level.

Addressing teacher attitudes through positive experience

Attitude change rarely comes from mandates – it comes from successful experience. When teachers see technology working in their own classrooms, their confidence grows and resistance fades. Self-determination theory research suggests that teacher motivation increases when their basic psychological needs – for competence, autonomy, and relatedness – are met. This means giving teachers some choice in which tools they use, creating space for experimentation without fear of judgment, and celebrating small wins publicly. A teacher who once felt overwhelmed by a digital platform can become a department-wide advocate once they experience its benefits firsthand.

Supportive policy and regulatory reform

Policy must keep pace with technology. A comprehensive literature review on technology integration models emphasizes that collaborative efforts among policymakers, educators, and stakeholders are essential to ensuring that integration is equitable, effective, and sustainable. Reviewing overly restrictive filtering policies, creating space for technology-enhanced assessment, and updating curriculum standards to reflect digital skills are all necessary steps. The U.S. National Center for Education Statistics identifies strategic planning and deficiency in planning as key variables – schools that develop long-term, coherent technology plans consistently outperform those that adopt technology reactively.

The role of teacher attitude in driving change

It is worth pausing on a critical insight: hardware and infrastructure, while essential, are not sufficient on their own. The UNESCO GEM Report points to a telling example – in Peru, over one million laptops were distributed to students, but because no pedagogical support or teacher training accompanied the devices, learning outcomes did not improve. The technology existed; the professional context for using it did not. This underscores that technology serves education best when teachers believe in its value, are trained to use it well, and are supported by leadership that shares that vision. A positive attitude toward technology is not a luxury – it is the engine that makes everything else work.

This is equally relevant at the policy level. Research published in the journal Sustainability shows that perceived usefulness strongly shapes teacher attitudes toward technology, particularly among those earlier in their careers. Embedding this mindset into pre-service teacher education – rather than waiting until teachers are already in classrooms – creates a stronger foundation for long-term, sustainable technology integration across an entire education system.
