Assessment and evaluation are at the heart of every meaningful teaching-learning experience – and this is especially true in social sciences. Subjects like history, geography, civics, economics, and sociology don’t just require students to recall facts; they demand critical thinking, analysis of societal structures, and the ability to connect theory with real-world phenomena. But why do we assess students in the first place? Is it simply to assign grades, or is there something deeper at work? The answer lies in understanding the two core purposes of assessment and evaluation in social sciences: instructional assessment and certification assessment. Each serves a distinct role, and together, they create a complete picture of a learner’s growth.

The broader role of assessment in social sciences

Before getting into the two purposes, it helps to understand what assessment and evaluation actually do in a social science classroom. According to research published in the International Journal of Research in Humanities & Social Sciences, the purpose of assessment is not simply to carry out an “assessment of learning” but to prioritize “assessment for learning” – meaning assessment must be an ongoing tool that continuously enhances student understanding, not just a checkpoint at the end of a course.

In social sciences specifically, as documented by ScienceDirect’s overview of educational assessment, students are evaluated not just on what they know, but on how they apply knowledge and skills to real-life social contexts. This makes the purpose of assessment richer and more layered than in subjects that rely primarily on rote recall. With that foundation in mind, the purpose of assessment and evaluation in social sciences can be broadly understood under two heads.

Assessment for instructional purposes

Instructional assessment – often called assessment for learning – is the continuous, process-oriented dimension of evaluation. Its core aim is not to judge students, but to support them. It helps teachers identify where students are struggling, adjust their teaching strategies accordingly, and guide learners toward overcoming their difficulties before they fall behind.

The research by Choudhary (2022) explains that for integrating assessment in the teaching-learning process, there is a need to implement continuous and comprehensive evaluation during teaching, which is formative in nature. This includes formal and informal classroom observations, learner-centered methods such as peer discussions and inquiry-based learning, problem-based approaches, and reflective activities on contemporary social issues.

What makes it “formative”?

Instructional assessment is largely formative assessment – assessments conducted during the learning process, not at the end of it. According to Carnegie Mellon University’s Eberly Center, the goal of formative assessment is to monitor student learning and provide ongoing feedback – feedback that instructors can use to refine their teaching, and that students can use to improve their own understanding. These assessments are generally low-stakes, meaning they carry little to no grading weight, and focus on identifying strengths and weaknesses in real time.

In a social science classroom, formative assessment can take many practical shapes: a student analyzing a current political event and receiving teacher feedback, a small group debating the causes of a historical conflict, a short written reflection on an economic policy, or a portfolio entry documenting a learner’s evolving understanding of a sociological concept. Yale University’s Poorvu Center for Teaching and Learning notes that formative assessments enable students to reflect on how they can improve their own learning throughout a course, making them vital tools for developing metacognition and self-regulation.

Why it matters in social sciences

Social sciences deal with complex, evolving ideas – understanding democracy, interpreting historical events, analyzing economic inequality. These aren’t topics a student can simply memorize. A peer-reviewed study published on PubMed Central highlights that the value of formative assessment lies in the critical information about student comprehension it provides throughout the learning process, as well as the opportunity it gives educators to deliver timely, action-oriented feedback. If teachers wait until the end of a unit to check understanding, they lose the chance to course-correct while learning is still happening.

This is why instructional assessment in social sciences often incorporates tools like: debates on social or political issues, inquiry-based and project-based learning, peer and group discussions, open-ended reflective journals, and Continuous and Comprehensive Evaluation (CCE) – a system introduced in India’s school curriculum to move away from exam-centric models and assess the holistic development of students across scholastic and co-scholastic domains.

Assessment and evaluation for certification purposes

The second major purpose of assessment and evaluation in social sciences is certification – the formal recognition that a learner has achieved a defined level of knowledge, skill, and competence. Unlike instructional assessment, which is ongoing and process-focused, certification assessment is summative in nature. It takes place at the end of a defined instructional period and measures the cumulative outcome of learning.

Choudhary (2022) explains that for certifying learners, summative evaluation needs to be carried out both periodically and terminally. The usual practice is to conduct term-end or semester-end examinations to assess and certify the level of terminal behavior learners have achieved – that is, what they know and can do at the conclusion of the learning process.

What summative assessment looks like

The Eberly Center at Carnegie Mellon University defines summative assessment as evaluating student learning at the end of an instructional unit by comparing performance against an established standard or benchmark. These assessments are typically high-stakes, formally graded, and include formats such as final examinations, term papers, major projects, and standardized tests.

In social sciences, summative certification assessments test whether a student can critically analyze historical events, apply political theory, evaluate economic models, or demonstrate an understanding of sociological frameworks – skills that require sustained engagement over a full term or academic year. Research on formative and summative assessment clarifies that summative assessment, also described as “assessment of learning,” documents what learners know and can do, providing a backward-looking record of achievement rather than a forward-looking guide to improvement.

Certification has practical significance

ScienceDirect’s overview of evaluation of assessment underlines that certification assessments carry serious real-world consequences – they inform decisions about whether students are equipped to advance to the next academic level, qualify for admission into higher education, or enter professional pathways. Poor assessment quality at the certification level can affect the accuracy of these high-stakes decisions and, in turn, impact a student’s future opportunities.

In the Indian school and higher education context, board examinations and university semester exams serve this certification function. Students pursuing history, political science, economics, or sociology at the undergraduate level face terminal examinations that test their overall command of the subject – these results then become the basis for awarding degrees, academic promotions, and further educational eligibility.

How instructional and certification assessment work together

It is important to understand that these two purposes do not operate in isolation – they are complementary. Northern Illinois University’s Center for Innovative Teaching and Learning explains that a well-designed course will balance formative and summative assessments. Instructors use formative assessments while students are learning new material to check understanding, and then assign summative assessments once students have had the opportunity to develop the required knowledge and skills.

The relationship works in both directions. Structural Learning’s research-based guide on assessment points out that when formative and summative data align, it confirms that daily classroom instruction is on track. When they diverge, it signals issues with pacing, rigor, or instructional support – giving teachers actionable information to adjust. In short, continuous instructional assessment prepares learners for certification, and certification outcomes, in turn, inform future instructional planning.

This dual framework – assessment for learning and assessment of learning – reflects a more evolved understanding of what evaluation in social sciences should achieve. It moves beyond mere grading toward a system that both supports learners in real time and validly documents their terminal achievements.

Shifting from “assessment of learning” to “assessment for learning”

One of the most significant shifts in modern educational thinking has been the move from using assessment primarily as a gate-keeping or grading tool to using it as a pedagogical instrument that drives learning forward. The constructivist approach to social science education emphasizes this shift – assessment must be embedded in the teaching-learning process, not bolted on at the end. This means teachers in social sciences need to be intentional about designing regular, varied, and learner-centered assessments that diagnose difficulties, provide feedback, and build competence progressively.

As education researchers Russell, Waters, and Turner note, it is extremely important that teachers never lose sight of the fact that the purpose of evaluation in social studies – as in any area of instruction – should fundamentally be to help students learn better. Grades and standardized tests are tools; they are indicators of progress, not the end goal.

This perspective makes both instructional and certification assessment meaningful. When teachers use assessment to improve learning throughout the year, and when terminal certification accurately reflects what students have genuinely understood, the full purpose of evaluation in social sciences is realized.
