Designing a curriculum is far more than listing topics for a course. It is a deliberate, structured process of deciding what students should learn, why they should learn it, how it will be taught, and whether it has actually been learned. According to the FAO’s curriculum development guide, the process systematically organizes what will be taught, who will be taught, and how it will be taught – with each component directly affecting the others. Done well, this process produces a curriculum that is coherent, purposeful, and responsive to both learner needs and the demands of society.

What curriculum designing actually involves

Curriculum development is not a one-time event. It is a continuous cycle of planning, designing, implementing, and evaluating. It involves making systematic decisions about objectives, content, teaching methods, and assessment strategies. Educators, subject matter experts, and sometimes learners themselves all contribute to this process, ensuring the resulting curriculum is grounded in both academic knowledge and real-world relevance. Exeed College’s overview of curriculum development describes it as a dynamic and continuous cycle requiring meticulous planning, research, and teamwork.

The process is also iterative – meaning it does not simply move in one direction and stop. Feedback gathered at each stage informs earlier decisions, leading to revisions and improvements over time. This is what makes curriculum designing complex: it demands both careful forward planning and a willingness to revisit and refine.

Step 1: Identifying the need – the needs assessment

Every curriculum begins with a question: what problem or gap does this curriculum need to address? The needs assessment is the foundational step that answers this question. It involves collecting data from multiple sources – surveys, interviews, focus groups, and existing student performance data – to identify what learners currently know and what they need to know.

A thorough needs assessment also takes into account the broader social context. According to curriculum theory, designers analyze societal issues – cultural, socio-economic, and health-related – that education could help address. Without a proper needs assessment, a curriculum might be technically polished but practically irrelevant to the people it is meant to serve. It is also the stage where key stakeholders – teachers, parents, and community members – are brought into the process, which helps build shared ownership and commitment to the curriculum.

Step 2: Forming a curriculum development team

Curriculum designing is a collaborative effort. The FAO’s curriculum development framework recommends forming a dedicated team once the scope of the issue has been defined. This team should bring together people with subject-matter expertise, pedagogical knowledge, and direct familiarity with the target learners. Akari Software’s analysis of curriculum development notes that the committee should represent a variety of viewpoints to ensure the resulting curriculum is both academically sound and practically useful.

In the past, curriculum committees were largely composed of subject-matter specialists working in isolation. Today, the process is understood as an opportunity to build genuine understanding and ownership among all parties involved – including teachers who will implement the curriculum and, where appropriate, students themselves.

Step 3: Setting goals and defining objectives

With the needs clearly identified, the next step is to establish what the curriculum should achieve. This means formulating educational goals and then deriving specific, measurable objectives from those goals. Ralph Tyler’s foundational curriculum rationale, first articulated in 1949, remains one of the most widely referenced frameworks for this process. Tyler proposed that curriculum development should begin with four central questions: What educational purposes should be achieved? What experiences will help achieve them? How should those experiences be organized? And how do we know if the purposes have been met?

Objectives need to be stated in behavioral terms – specifying both the behavioral element (what the learner will be able to do) and the substantive element (the content or knowledge area involved). For example, rather than stating “students will understand photosynthesis,” a behavioral objective would read: “students will be able to explain the role of chlorophyll in the conversion of sunlight to energy.” This precision is essential because objectives directly guide the selection of content and the design of assessment.

According to the FAO curriculum guide, objectives should be screened through two key filters: the philosophy of education (what the institution believes about the purpose of learning) and the psychology of learning (what is developmentally appropriate and cognitively feasible for the target learners). This screening keeps the number of objectives manageable and ensures they are genuinely meaningful.

Step 4: Selecting and organizing content

Once objectives are established, the next task is to determine what content will enable learners to achieve them. Content selection should follow a clear logic: it should move from easy to difficult, from concrete to abstract, and from known to unknown. It must also be age-appropriate, aligned with learners’ mental capabilities, and sequenced in a way that builds knowledge progressively.

Content should be valid – meaning it accurately represents the discipline – and feasible, given the available time, resources, and teacher expertise. Designers must also consider scope (the breadth of knowledge and skills to be covered) and sequence (the order in which content will be presented). These two decisions have a major impact on whether students can build on prior learning effectively or whether the curriculum feels disjointed.

Principles of content organization

Tyler identified three criteria for organizing learning content effectively. Continuity means that key concepts are revisited and reinforced over time. Sequence means that each learning experience builds on the previous one, deepening understanding progressively. Integration means that content across different subjects or units is connected, allowing students to see relationships between ideas rather than treating each topic in isolation.

Step 5: Designing learning experiences

Content selection answers the question of what will be taught; learning experience design answers how students will engage with it. Tyler emphasized that a learning experience is not the same as the content of a course, nor is it what the teacher does. It refers specifically to the interaction between the learner and the external conditions of the learning environment. In other words, learning happens through what the student does – not what the teacher presents.

This means curriculum designers must think carefully about the activities, tasks, and experiences that will give students opportunities to practice, apply, and construct knowledge. The FAO’s curriculum development model uses an experiential learning framework – where learners experience, share, process, generalize, and apply – as a structure for designing meaningful activities. Good learning experiences should connect to prior knowledge, align with the stated objectives, and be engaging for a diverse range of learners.

Linking design to instructional methods

The University of San Diego’s guide to curriculum design points out that designing a curriculum also involves choosing an instructional approach – whether traditional or modern, lecture-based or activity-based, formative or summative in its assessment orientation. These choices should follow directly from the curriculum’s objectives and the characteristics of the learners. A one-size-fits-all instructional method rarely serves the full range of student needs, so well-designed curricula typically incorporate multiple teaching strategies.

Step 6: Implementation – putting the curriculum into practice

A well-designed curriculum is only valuable when it is effectively implemented. This phase involves introducing the new curriculum to teachers and institutions, providing the necessary training and support materials, and monitoring how the curriculum operates in actual classroom conditions. According to curriculum development research, implementation requires a clear plan that includes teacher preparation, resource allocation, and ongoing monitoring of whether the curriculum is being delivered as intended.

Implementation is also where the gap between the intended curriculum (what was designed) and the delivered curriculum (what actually happens in classrooms) becomes visible. Teachers may interpret the curriculum differently, local contexts may require adjustments, and students may respond in unexpected ways. This is why implementation is treated not as a final destination but as another source of data for the ongoing curriculum development cycle.

Step 7: Evaluation – measuring effectiveness and driving improvement

Evaluation is the step that gives the entire curriculum designing process its direction and accountability. ScienceDirect’s overview of curriculum evaluation identifies three distinct purposes: improving the curriculum (formative), judging its overall worth (summative), and generating knowledge about what makes a curriculum meaningful. Together, these purposes ensure that curriculum evaluation goes beyond simply measuring student performance – it examines whether the curriculum itself is achieving what it was designed to achieve.

Formative evaluation

Formative evaluation takes place during the curriculum’s implementation. Its primary aim is to identify areas for improvement while learning is still ongoing. It provides teachers and curriculum designers with feedback on what is working and what needs adjustment – before the course or program ends. This could involve classroom observations, student feedback, progress checks, or pilot testing of new materials. The goal is to use this information to refine the curriculum in real time.

Summative evaluation

Summative evaluation, by contrast, occurs at the end of an instructional period – a unit, a course, or a program. It assesses the overall outcomes: what did students learn, and to what extent were the curriculum’s objectives achieved? Summative evaluation is often more formal, involving standardized tests, final assessments, or program reviews. Its findings are critical for deciding whether the curriculum should be continued, revised significantly, or replaced entirely.

As the FAO curriculum development framework explains, summative evaluation provides evidence for what works, what does not work, and what needs improvement – completing the cycle and feeding directly back into the planning phase.

The iterative nature of curriculum designing

Connecticut’s State Department of Education guide to curriculum development describes the process as a multi-step, ongoing, and cyclical one – moving from evaluating an existing program, to designing an improved version, to implementing it, and back to evaluation again. No curriculum is ever truly finished. Societal expectations change, learners’ needs evolve, and new knowledge emerges in every field. A curriculum that serves students well today may become obsolete without periodic review and revision.

This is why the most effective curriculum designers approach the process not as a checklist to complete but as a continuous professional commitment. Each phase informs the next. Evaluation data shapes new objectives; revised objectives require new content and learning experiences; updated content demands fresh implementation strategies. The cycle continues, and the curriculum grows more responsive with each iteration.

Aligning curriculum components: the key to coherence

Perhaps the most important principle underlying the entire curriculum designing process is alignment. Every component – the objectives, the content, the learning experiences, the instructional methods, and the assessment strategies – must work together toward the same educational goals. When any one component is out of sync with the others, the curriculum loses coherence.

Tyler’s rationale promotes clarity and coherence by ensuring that all components are interconnected. Objectives drive content selection; content shapes the design of learning experiences; learning experiences determine appropriate assessment methods; and assessment results feed back into the refinement of objectives. This tight alignment is what distinguishes a purposeful curriculum from a loose collection of topics and activities.

As Connecticut’s curriculum development guide puts it, the question “What do we want students to know and be able to do?” holds the entire curriculum together. It focuses instruction and ensures the often-elusive but critical alignment of curriculum, instruction, and assessment.
