How do you know if a curriculum is truly working? Not just whether students passed a test, but whether the entire educational programme – from its goals and resources to its day-to-day delivery – is serving learners well? These are the questions that curriculum evaluation models are designed to answer. Among the many frameworks developed over the decades, two stand out for their enduring influence and practical utility: Tyler’s Objective Model and the CIPP Model. Both offer structured ways to assess and improve educational programmes, but they approach the task from very different angles.

Why curriculum evaluation matters

A curriculum is never truly finished. No matter how carefully it is designed, it needs regular assessment to confirm that its goals are being met, its methods are effective, and its content remains relevant. Curriculum evaluation is the systematic process of determining whether a programme is achieving its intended educational outcomes and identifying where improvements are needed. It acts as a feedback loop – connecting intentions with results and guiding meaningful change. Without a principled evaluation framework, decisions about what to teach, how to teach it, and how to measure learning become guesswork. The two models explored here give educators and administrators a clear methodology for making those decisions with evidence.

Tyler’s model of curriculum evaluation

Tyler’s Model, developed by Ralph Tyler in the 1940s and formally outlined in his landmark book Basic Principles of Curriculum and Instruction (1949), is widely regarded as one of the first and most influential frameworks for curriculum development and evaluation. Tyler did not originally intend it as a rigid model – he wrote it as a set of guiding principles for his students. Yet its logic proved so practical that it became foundational to curriculum design worldwide.

At its core, the model rests on four fundamental questions that every educator must address:

  1. What educational purposes should the school seek to attain?
  2. How can learning experiences be selected that are likely to achieve these purposes?
  3. How can these learning experiences be organised for effective instruction?
  4. How can the effectiveness of learning experiences be evaluated?

These four questions map directly onto four steps: defining objectives, selecting learning experiences, organising those experiences, and evaluating outcomes. The process is linear and deductive – starting from the broad needs of society and narrowing down to specific, measurable instructional objectives.

How Tyler’s model works in practice

Tyler recommended that curriculum planners gather objectives from three sources: the learners themselves, contemporary life outside school, and subject matter experts. Once a broad list of objectives is compiled, it is refined through two filters – a philosophical screen (does it align with the school’s educational philosophy?) and a psychological screen (is it consistent with what we know about how students learn?). What remains is a focused, teachable set of objectives.

Consider a straightforward example: a teacher wants students to be able to write a well-structured essay. Step one defines that as the objective. Step two selects relevant learning experiences – reading model essays, practising paragraph construction, receiving feedback. Step three organises these experiences in a logical sequence. Step four evaluates whether students can ultimately write essays independently. If they can, the objective is met; if not, the curriculum needs revision.

Strengths of Tyler’s model

The model’s greatest strength is its clarity and simplicity. According to Cruickshank and Swabey (2013), the model reduces the complexity of curriculum planning by providing a sequential, step-by-step approach that is easy to follow, especially for educators who are new to curriculum design. Its emphasis on clearly stated, measurable objectives ensures that all aspects of the curriculum remain aligned with desired outcomes. It is particularly well-suited to subjects with definable, assessable skills – mathematics, language proficiency, and vocational training are strong examples.

Limitations of Tyler’s model

The same focus on objectives that makes the model powerful also limits it. Smith and Lovat (2003) argued that Tyler’s model does not reflect the dynamic, ever-changing nature of how teachers actually develop curriculum. It concentrates heavily on measurable outcomes and tends to overlook harder-to-quantify dimensions of learning – creativity, critical thinking, student engagement, and unintended but valuable learning outcomes. The model’s linearity also means it is poorly equipped to handle unexpected developments in the classroom or changes in the learning context. As Billings and Halstead (2009) noted, Tyler’s model was primarily a summative approach, focused on evaluation at the end of a learning experience, which limits its usefulness for ongoing programme improvement.

The CIPP model of curriculum evaluation

Partly in response to Tyler’s limitations, a new generation of evaluation frameworks emerged in the late 1960s. The most impactful of these was the CIPP Model, developed by Daniel Stufflebeam and colleagues at the Phi Delta Kappa Committee in 1971. CIPP stands for Context, Input, Process, and Product. Unlike Tyler’s outcomes-focused approach, CIPP was designed from the outset as a decision-support tool – its core purpose was to generate useful information for programme managers and decision-makers at every stage of a curriculum’s life.

Stufflebeam’s guiding principle was straightforward: “The purpose of evaluation is not to prove, but to improve.” The CIPP model operationalises this by examining the curriculum across four interconnected dimensions.

The four components explained

Context evaluation asks: What needs to be done? It assesses the environment in which the curriculum operates – including the institution’s goals, the needs of learners, available resources, and any problems or gaps that the curriculum should address. This is essentially a needs assessment. It provides the rationale for why a curriculum or programme should exist in the first place. According to Stufflebeam (2003), context evaluation examines the goals, objectives, history, and background of the educational setting to ensure the programme is targeting real, identified needs.

Input evaluation asks: How should it be done? Once the need is established, input evaluation assesses the resources available to meet it – including human resources (teachers, trainers), material resources (facilities, technology, funding), curriculum design, and the overall plan for programme delivery. It helps decision-makers determine whether the proposed design is appropriate and feasible given available means.

Process evaluation asks: Is it being done as planned? This component monitors the actual implementation of the curriculum. It tracks whether teaching and learning activities are being carried out as intended, identifies barriers or deviations from the plan, and provides real-time feedback for adjustments. Stufflebeam and Shinkfield described this as the stage that links intentions with actions – it catches problems during delivery before they affect outcomes.

Product evaluation asks: Did it succeed? This is the final reckoning – assessing whether the programme achieved its intended outcomes. But product evaluation goes further than simply checking whether objectives were met. Stufflebeam (2003) recommended evaluating product across four dimensions: impact, effectiveness, sustainability, and transportability. The focus is not on grades alone, but on the skills, knowledge, attitudes, and abilities that learners actually carry with them into their lives.

Formative and summative applications

One of the CIPP model’s most practical features is its flexibility. As described in the Indian Journal of Continuing Nursing Education, the model can be used in both formative mode – guiding decisions throughout a programme’s implementation – and summative mode – reviewing a completed programme’s overall value. In formative use, it asks “What needs to be done?” and “Is it being done?” In summative use, it asks “Were the right needs addressed?” and “Did the effort succeed?” This dual capacity makes it uniquely versatile among curriculum evaluation frameworks.

Strengths of the CIPP model

The CIPP model’s greatest asset is its comprehensiveness. By evaluating every stage of a programme – from its initial rationale to its final outcomes – it gives a far more complete picture of a curriculum’s effectiveness than a purely outcomes-based approach. Stufflebeam, Madaus, and Kellaghan (2000) noted that the model has been applied across a remarkable range of settings – by school administrators, government officials, healthcare professionals, and military leaders – a testament to its adaptability. It also encourages the use of both qualitative and quantitative methods, making evaluations richer and more context-sensitive.

Limitations of the CIPP model

The model’s breadth is also its main challenge. Evaluating all four components rigorously requires significant time, expertise, and resources. For smaller institutions or programmes with limited capacity, a full CIPP evaluation can be difficult to sustain. Additionally, the subjective nature of context and process evaluations can sometimes make it harder to draw clear, comparable conclusions across different settings. As curriculum evaluation researchers have pointed out, the model requires evaluators with considerable expertise to implement effectively – it is not always straightforward for those new to programme evaluation.

Comparing the two models

Both models serve a common purpose – improving the quality and effectiveness of educational programmes – but they differ significantly in scope, timing, and focus. Tyler’s model is objectives-centred and outcomes-focused; it starts with clearly defined learning goals and evaluates whether those goals have been achieved. It is best suited to traditional, well-structured curricula with measurable outcomes.

The CIPP model, by contrast, is decision-centred and process-inclusive; it evaluates not just what was achieved, but whether the right problems were being addressed, whether resources were adequate, and whether implementation was carried out well. Zone of Education (2025) summarises it well: Tyler is ideal for large-scale accountability systems and curricula with clear, stable objectives, while CIPP is better suited for comprehensive programme reviews, ongoing curriculum development, and complex educational initiatives.

The two models are not mutually exclusive. In practice, the logical clarity of Tyler’s objectives-based thinking can complement the broader, decision-support structure of the CIPP model. Many effective evaluation practices draw on principles from both – using well-defined objectives (Tyler) within specific evaluation components, while also examining context and process (CIPP) to understand why outcomes were or weren’t achieved.

Choosing the right model

There is no universally “better” model – the right choice depends on the evaluation’s purpose, the complexity of the curriculum, and the resources available. If an institution needs a quick, focused check on whether specific learning outcomes are being met, Tyler’s model offers a clean and practical framework. If the aim is a thorough review of an entire programme – examining needs, planning, delivery, and impact – the CIPP model provides the structure to do so systematically.

What matters most is that evaluation is conducted with intention and rigour. Whether a school uses Tyler’s four-step process to check alignment between its science objectives and student assessments, or a teacher-training institution deploys the CIPP framework to review an entire in-service programme, the goal is the same: to make informed, evidence-based decisions that improve learning experiences for every student.
