Every piece of effective media courseware starts not with cameras, microphones, or animation software – but with a plan. Before a single frame is filmed or a slide is designed, the decisions made at the pre-production stage determine whether the final course will truly teach or merely present information. Pre-production planning is where you answer the most critical questions: Who are your learners? What should they be able to do after completing this course? How should the content flow? And how will you deliver it? Getting these answers right sets the stage for everything that follows.

What is pre-production planning in media courseware?

In media courseware development, pre-production is the process of planning and designing the elements needed before actual production begins. It is the phase where instructional designers and producers plan the structure, flow, and tone of the content. As one framework puts it, pre-production is when teams decide what needs to be accomplished and how to make it happen – before a single asset is built. Skipping or rushing this phase leads to inconsistencies, expensive revisions, and courseware that fails to connect with learners. Time invested here pays off throughout every subsequent stage of development.

Step 1: Audience profiling – know your learners first

The single most important question in courseware development is: Who is this for? Understanding your target audience is one of the cardinal rules of effective eLearning development. Knowing your learners helps you shape your message in the way most likely to resonate with them, choose the appropriate instructional material, and select the right media to deliver it.

Audience profiling involves gathering concrete information about your learners. This includes their age group, educational background, existing knowledge of the subject, learning preferences, and even the technology they have access to. You have to focus on many factors: demographics, prior knowledge, technical skills, and learning preferences. A course on data analysis designed for fresh graduates will look very different from one designed for senior managers – even if the subject matter is identical.

Why learner personas help

One practical tool in audience profiling is the learner persona – a fictional but data-driven profile of a typical learner. Learner personas are generated through the aggregation of real user data and are useful for understanding the target audience in terms of their background, motivations, and how they prefer to learn. Rather than designing for a vague, imagined learner, personas anchor your decisions to realistic learner characteristics. When you know your audience’s context – their constraints, their goals, their comfort with technology – every subsequent design decision becomes sharper and more purposeful.

Step 2: Defining learning goals and objectives

Once you know your audience, you need to define what they should be able to do by the end of the course. This is not the same as listing topics to cover. Learning objectives describe what learners will be able to do at the end of instruction and provide clear reasons for teaching. They keep the course focused on outcomes, not just content delivery.

A widely used approach is the ABCD method, which frames each objective around four components: Audience (who the learners are), Behavior (what they will be able to do), Condition (the context in which they must demonstrate it), and Degree (how well they must perform). For example, a well-formed objective for a safety training course might read: “Given a workplace incident report form, the employee will correctly identify and classify hazards with at least 90% accuracy.” This level of specificity makes it easier to design content, activities, and assessments that are truly aligned with the course purpose.

Clearly defined learning objectives help ensure participants meet the goal of the learning experience, confirm that no content slips through the cracks, and provide clarity for practice activities and testing. Without them, it’s easy to add content that feels relevant but doesn’t actually move learners toward the desired outcome.

Step 3: Organizing your content

With your audience defined and objectives set, the next task is to arrange your content into a logical, learnable structure. Content organization is not just about putting topics in order – it is about creating a sequence that builds understanding progressively. Instructional designers can craft learning experiences that are not just informative but transformative and inclusive when content is structured around how learners actually process new information.

Well-organized courseware is easier to navigate, which keeps learners engaged and motivated. A common approach is to move from foundational concepts to more complex applications – establishing what learners already know, introducing new ideas, and then providing opportunities to practice and apply them. You can organize content by topic clusters, task sequences, or case-based modules, depending on what best fits the subject matter and the learner’s context. The key is that each section should logically lead to the next, with no abrupt jumps that leave learners disoriented.

Chunking content for better retention

A practical technique during content organization is chunking – breaking information into small, focused units rather than presenting it in long, dense blocks. Organizing content into chunks, topics, lessons, units, and modules helps instructional designers see the big picture and understand what themes and engagement strategies can work. Each chunk should cover one idea thoroughly before moving to the next, keeping cognitive load manageable for the learner.

Step 4: Choosing the right instructional treatment

Instructional treatment refers to the method or approach used to deliver content. It is the bridge between what you want learners to know and how they will actually experience the learning. Instructional treatment can vary widely depending on the subject matter, the learners, and the delivery medium. Developing the instructional strategy involves pre-instructional activities, content presentation, and learner participation – all of which must be decided before production begins.

Some common instructional strategies include:

  • Direct instruction – presenting information in a structured, clear manner with explanations followed by examples. Best for factual or procedural content.
  • Problem-based learning – presenting learners with a real-world problem they must solve using course content. Effective for higher-order thinking and application.
  • Simulation and interactive exercises – learners practice in a controlled environment that mirrors real scenarios, such as virtual labs or branching scenarios.
  • Storytelling and narrative – weaving content into a story arc, with characters and scenarios that make concepts more relatable and memorable.

The choice of instructional treatment should always align with the learning objectives and the preferences of the target audience. The learner analysis helps shape this decision – for example, online instruction cannot effectively evaluate tactile skills, but it can be effective for cognitive behaviors like problem-solving and decision-making. Flexibility matters: different learners respond to different approaches, so blended strategies often work better than a single method applied throughout.

Step 5: Writing the script

The script is the final and most tangible output of the pre-production process. It transforms all the planning decisions – audience profile, objectives, content structure, instructional approach – into a concrete document that guides the entire production team. A well-written script balances informative and entertaining elements, ensuring that educators can convey complex concepts with clarity, and focusing on storytelling techniques and concise language to enhance learner retention and motivation.

An educational script is more than narration text. It is a roadmap that guides the visuals, voiceovers, animations, and interactions throughout the production process – defining what will be said, how it will be said, and what will appear on screen at any given moment. It typically includes dialogue or narration, cues for visual elements (graphics, animations, on-screen text), notes on audio (music, sound effects), and markers for interactive components such as quiz questions or pause-and-reflect prompts.

Tips for writing an effective courseware script

Writing a script for educational media requires a different mindset than writing a report or lecture notes. Here are key principles to follow:

  • Write for the ear, not the eye. Audio and video scripts should sound natural when spoken aloud. Use shorter sentences and conversational phrasing.
  • Keep it concise. Aim for straightforward language that avoids unnecessary jargon. If a concept requires technical terms, define them clearly the first time they appear.
  • Complement visuals, don’t repeat them. If something can be shown on screen, the narration should add context or explanation – not simply describe what the learner can already see.
  • Build in engagement prompts. Include questions, reflection pauses, or scenario-based decision points to keep learners active rather than passive.
  • Review against objectives. Before finalising, check that the script delivers on every learning objective defined in step two. If a section doesn’t serve a stated goal, reconsider whether it belongs in the course.

The script and any technical documentation for media assets have a direct effect on the overall production budget, since this is where instructional designers effectively determine the kind and quantity of assets that need to be created. A thorough, well-reviewed script reduces costly revisions during and after production.

How the five steps work together

Pre-production planning is not a linear checklist – each step informs the others. The audience profile shapes the learning objectives. The objectives determine how content should be organized. The content structure guides the choice of instructional treatment. And all of that feeds directly into the script. When these steps are treated as connected decisions rather than isolated tasks, the result is courseware that is coherent, purposeful, and genuinely effective.

Well-designed instructional media can be an effective way to enhance student learning outcomes as well as learners’ perceived enjoyment and satisfaction. But that outcome depends almost entirely on the quality of the decisions made before production begins. The pre-production phase is where good courseware is actually built – the production phase simply brings those decisions to life.

It is also worth noting that the goal of instructional design is to know the learners and their background, which allows you to develop adaptive content. This learner-centred approach, established during pre-production, is what separates courseware that informs from courseware that genuinely transforms learning experiences.
