While digital platforms have made enormous strides, millions of learners – particularly in regions with limited internet connectivity – still depend on printed self-learning materials (SLMs) to complete their courses. Managing these materials at scale is a logistical and operational challenge that requires careful planning, efficient printing, robust inventory systems, and reliable distribution networks. Why print courseware still matters in ODL
Despite the global shift toward digital learning, print materials continue to serve as the backbone of distance education in many countries. Institutions like Indira Gandhi National Open University (IGNOU) in India, the National Open University of Nigeria (NOUN), and the University of South Africa (UNISA) still rely heavily on printed study guides, textbooks, and assignment booklets to reach their students. The reason is straightforward: not every learner has consistent access to electricity, devices, or broadband internet. In India alone, mobile internet penetration in rural areas has historically lagged far behind cities, making print materials essential for equitable access. Even in Sub-Saharan Africa, many ODL institutions operate primarily through printed materials supplemented by minimal face-to-face contact because electricity supply remains unreliable. Print courseware ensures that no learner is left behind due to technological barriers.
Material planning and inventory management
Effective print courseware management begins long before anything goes to press. It starts with material planning – the process of estimating how many copies of each course material need to be printed for a given academic cycle. This estimation is based on enrollment data, historical demand patterns, and course-wise projections.
Forecasting student demand
Demand forecasting in ODL is not as simple as counting the number of admitted students. Institutions must account for several variables: the number of new enrollments, re-enrollments from previous sessions, students who may change their medium of instruction (for example, from Hindi to English), and those who switch courses entirely. At IGNOU, for instance, the Material Production and Distribution Division (MPDD) handles this complexity by synchronising production requirements across all programmes and courses offered by the university. The division plans SLM requirements for each session, factoring in both course-wise and medium-wise demand. Without accurate forecasting, an institution risks either overproduction – leading to wastage of paper, storage costs, and outdated stock – or underproduction, which means students don’t receive their materials on time.
Inventory tracking and stock control
Once materials are printed, they need to be stored systematically. Inventory management in the context of print courseware involves tracking current stock levels of every course block, programme guide, and assignment booklet. Institutions typically maintain warehouses or dedicated stores for this purpose. IGNOU’s MPDD, for example, operates a dedicated Stores unit responsible for maintaining an up-to-date inventory of all study materials and related items. Effective inventory control ensures that outdated editions are phased out before they reach students, damaged stock is identified and replaced, and there is always sufficient buffer stock to handle unexpected spikes in demand. Many institutions now use computerised inventory systems to automate stock monitoring and generate alerts when materials fall below reorder thresholds.
Reducing waste through better planning
Overprinting is a persistent problem in large-scale ODL operations. Surplus materials that go unused represent wasted paper, ink, and money. Institutions can mitigate this by adopting just-in-time printing approaches – producing materials closer to the actual time of dispatch rather than printing massive quantities months in advance. Additionally, offering students the option to receive e-materials instead of printed copies can reduce print volumes. IGNOU has introduced a policy where students who opt for e-materials receive a discount on their programme fees, which serves as both a cost-saving measure and an incentive to shift learners toward digital formats where feasible.
Printing and distribution strategies
Printing thousands – sometimes millions – of courseware units each year and getting them into students’ hands across a country is a massive logistical operation. This section covers the key elements of printing and distribution in ODL.
Partnering with printing presses
ODL institutions rarely have the in-house capacity to handle all their printing needs. Instead, they empanel external offset printers through competitive tendering processes. These printers must meet specific quality standards and demonstrate the ability to handle high-volume orders within tight deadlines. At IGNOU, tenders for empanelment of offset printers are floated through the Central Public Procurement (CPP) Portal, ensuring transparency and competitive pricing. The institution also handles the procurement of printing paper and art card, which are then issued to selected printers. This centralised procurement model helps maintain consistency in material quality across different printing vendors.
Quality control in printing
Quality control is a non-negotiable step in print courseware production. Before materials go to mass production, they must pass through several checks: proofreading for textual accuracy, verification of layout and design clarity, and confirmation that all components of a course package (blocks, supplements, assignment sheets) are complete. Quality lapses in printed SLMs can have a cascading effect – incorrect content, missing pages, or illegible text can confuse students who have no classroom teacher to clarify doubts. This is especially problematic in ODL settings where the printed material often serves as the primary instructor.
Distribution to students and regional centres
Getting printed materials from the warehouse to students’ doorsteps is arguably the most challenging aspect of the entire process. ODL institutions typically use the postal system as their primary distribution channel. Materials are dispatched individually to students based on their registered addresses, course enrollments, and chosen medium of instruction. Simultaneously, bulk dispatches are sent to Regional Centres (RCs) and Study Centres (SCs), which act as local hubs where students can collect materials if postal delivery fails or is delayed.
The challenge of timely delivery is compounded by students frequently changing their addresses, the vastness of the geographic coverage (spanning urban, semi-urban, and remote rural areas), and the inherent limitations of postal services in many developing regions. Delays in material receipt are one of the most common complaints from ODL students and a leading factor in dropout rates. Research on ODL challenges in developing countries has consistently highlighted the failure to receive training materials on time as a significant barrier to student success.
Exploring alternative distribution channels
To address the limitations of postal delivery, some institutions have begun exploring supplementary distribution methods. These include:
Courier services: For time-sensitive dispatches or regions with unreliable postal networks, private courier partnerships can improve delivery speed and tracking visibility.
Regional Centre distribution: Stocking materials at regional centres allows students to pick up their packages directly, reducing dependence on postal delivery. This also provides a fallback option for students whose materials go missing in transit.
Digital supplements: Many institutions now provide downloadable PDFs or e-books as a parallel channel. While this doesn’t replace print for all students, it ensures that learners with internet access can begin studying immediately without waiting for physical delivery.
Role of MPDD in large-scale print production
The Materials Production and Distribution Division (MPDD) is the operational engine behind print courseware management at IGNOU, and it serves as a useful model for understanding how large ODL institutions handle this function.
What does MPDD do?
MPDD is responsible for the entire lifecycle of printed self-learning materials. According to IGNOU’s official description, the division handles production and distribution of self-instructional material across all programmes and courses. Its core functions include planning SLM requirements for each academic session, executing reprinting and new printing work, maintaining inventory, distributing materials to individual students and regional centres, and managing the sale of study materials to other institutions, agents, and the general public.
Organisational structure of MPDD
To manage this vast operation, MPDD is organised into seven specialised units: the Administration and Finance (A&F) Unit, the Computer Unit, the Printing Unit, the Student Support Cell, the Marketing Cell, the International Dispatch/Prospectus Unit, and Stores. Each unit handles a specific aspect of the production and distribution chain. The Printing Unit manages relationships with empanelled printers and oversees production schedules. The Computer Unit maintains databases of student enrollments, addresses, and dispatch records. The Stores unit tracks physical inventory. Together, these units must work in tight coordination because any breakdown in one area – say, a delay in paper procurement – can cascade into delayed printing, which in turn delays dispatch and ultimately affects student learning.
Managing complexity at scale
The scale of MPDD’s operations is staggering. IGNOU enrols millions of students across hundreds of programmes offered in multiple languages. The division must manage printing in several mediums (English, Hindi, and other regional languages), synchronise production timelines across courses, and handle special printing jobs such as convocation materials and annual reports. Adding to the complexity is the fact that students frequently change their addresses, medium of instruction, or course selections after enrollment. Every such change requires the system to update dispatch records and adjust material allocation. This makes the entire operation, as IGNOU itself acknowledges, inherently complex.
Student support and grievance handling
MPDD also operates a Student Support Cell – a dedicated single-window service for students who visit IGNOU headquarters with complaints about non-receipt of study materials. Students can also reach this cell via telephone or email to lodge their concerns. This grievance redressal mechanism is an important part of the system because material non-delivery is one of the most frequent issues in ODL. Without a responsive support mechanism, students may lose motivation or fall behind in their studies, potentially leading to dropout.
Challenges in managing print courseware
Despite established systems, print courseware management in ODL is far from seamless. Several persistent challenges affect even the most well-resourced institutions.
Delays and logistical bottlenecks
Delays in printing and dispatch remain the single biggest operational challenge. These can be caused by late finalisation of course content by academic departments, bottlenecks in paper procurement, printer capacity constraints during peak seasons, and postal service inefficiencies. In research on ODL challenges, delayed publication and distribution of learning materials has been identified as a major factor contributing to student dropout and dissatisfaction.
Content obsolescence
Printed materials cannot be updated instantly. Unlike digital content that can be revised with a few clicks, a printed textbook requires a full reprint cycle to incorporate corrections or new information. This is particularly problematic for subjects that evolve rapidly, such as technology, law, or current affairs. Institutions typically address this through periodic revision cycles and supplementary errata sheets, but these are imperfect solutions.
Environmental concerns
Large-scale printing consumes significant amounts of paper and generates carbon emissions through transportation. As environmental awareness grows, ODL institutions face increasing pressure to adopt sustainable practices – whether through recycled paper, optimised print runs, or accelerated adoption of digital alternatives.
Cost management
The cost of paper, printing, storage, and postage adds up quickly. For publicly funded institutions, these costs must be justified against limited budgets. Rising paper prices and postal rates can put additional strain on the system, sometimes forcing difficult decisions about print quality or the number of copies produced.
The future of print courseware management
Print courseware is unlikely to disappear from ODL anytime soon, but its role is evolving. Institutions are increasingly adopting hybrid models that combine print with digital delivery. In this model, core materials may still be printed, but supplementary readings, multimedia content, and updated resources are delivered digitally. India’s SWAYAM platform, for example, offers courses with video lectures, downloadable reading materials, and online assessments – providing a digital complement to traditional print-based ODL.
Advances in print-on-demand technology also promise to reduce waste by allowing institutions to print exactly the number of copies needed, exactly when they are needed. Coupled with better data analytics for demand forecasting, this can significantly improve the efficiency of print operations.
For the foreseeable future, effective print courseware management will remain a critical competency for ODL institutions. The ability to plan accurately, print efficiently, store securely, and distribute reliably directly determines whether students receive the learning materials they need to succeed.
