These repositories typically curate peer-reviewed content, giving you a higher baseline of quality.

An RLO can be accurate and well-produced but still be a poor fit for your course if it doesn’t align with your learning objectives. Pedagogical alignment means the teaching methods, structure, and depth of the RLO match what you want learners to achieve.
Start by clearly defining your learning objectives. What should students know or be able to do after engaging with this content? Then evaluate each RLO against those goals. A good RLO should support your chosen teaching approach – whether that’s inquiry-based learning, problem-solving, direct instruction, or case-based learning.

Newer standards like xAPI (Experience API) and cmi5 extend SCORM’s capabilities by tracking a wider range of learning activities, including offline and informal learning. If your institution uses a modern LMS, look for RLOs that support these newer standards for more detailed analytics on learner behaviour.
Device interoperability and responsive design
Today’s learners access content on laptops, tablets, and smartphones. An RLO built exclusively for desktop browsers will frustrate mobile users and reduce engagement. Select RLOs that use responsive design – meaning the layout automatically adjusts to fit different screen sizes and resolutions.
Also check the underlying technology. RLOs built with HTML5 are preferred over older Flash-based content, since Flash is no longer supported by modern browsers and most mobile devices. HTML5-based RLOs load faster, perform better across devices, and are easier to update.
Accessibility for all learners
Accessibility isn’t optional – it’s a fundamental requirement. The RLOs you select should comply with WCAG (Web Content Accessibility Guidelines) standards. This means they should support screen readers, provide keyboard navigation, include alternative text for images, offer captions for videos, and allow adjustments for font size and colour contrast.
SCORM-based content can integrate with LMS platforms that adhere to accessibility standards such as WCAG and Section 508 compliance, ensuring learners with disabilities can fully participate. Some SCORM-based LMS platforms also allow customisable settings like playback speed adjustments and multilingual support, further expanding inclusivity.
Before finalising any RLO, test it on multiple devices and browsers. Check whether navigation is smooth, whether multimedia loads correctly, and whether all interactive elements function as expected. A few minutes of testing can save you from widespread student frustration later.
A practical selection checklist
To streamline your RLO selection process, here’s a quick framework you can apply to any candidate learning object:
Content accuracy: Is the content verified by subject matter experts? Is it current and properly referenced?
Pedagogical alignment: Does it match your course’s learning objectives and teaching approach? Can it stand alone as a self-contained learning unit?
Learner engagement: Does it include interactive elements, formative assessments, or scenario-based learning? Or is it primarily passive?
Multimedia quality: Does it use rich media purposefully to enhance understanding, without causing cognitive overload?
Platform compatibility: Is it SCORM-compliant or compatible with newer standards? Does it work across devices and meet accessibility guidelines?
