India has come a long way in making elementary education accessible to all children. Decades of policy effort – from the Directive Principles of the Constitution to the landmark Right to Education Act, 2009 – have steadily expanded the reach of schooling at the foundational level. Yet, as enrollment at the primary stage nears universal levels, a sharper challenge has come into focus: what happens when these children reach the door of secondary school? The gap between completing elementary education and accessing quality secondary schooling remains one of the most critical – and least resolved – problems in Indian education today.

What universalization of elementary education actually means

Universalization of Elementary Education (UEE) is not simply about building schools. It refers to making free, compulsory, and quality education available to every child between the ages of 6 and 14, without discrimination on the basis of caste, gender, religion, geography, or economic status. In India, elementary education covers Classes I through VIII – the primary stage (Classes I-V) and the upper primary stage (Classes VI-VIII).

UEE rests on four essential dimensions that must work together:

Universal provision

Every child must have a school within reachable distance. This means ensuring school facilities exist for all children between 6 and 11 years of age, especially in rural, tribal, and geographically remote areas where access has historically been limited.

Universal enrollment

Provision alone is not enough – children must actually be enrolled. This requires legislative backing, community awareness, and active outreach to marginalized families. The 86th Constitutional Amendment (2002) made education a fundamental right for children aged 6-14, giving legal force to the enrollment drive.

Universal retention

A child who enrolls but drops out partway through defeats the purpose of universalization. Retention – keeping every enrolled child in school until they complete Class VIII – is perhaps the hardest dimension to achieve. It is directly tied to poverty, child labor, distance, and the perceived value of schooling within communities.

Universal quality

Even if a child completes elementary school, the education received must meet a meaningful standard. Persistent issues like teacher quality gaps, learning outcome deficits, and the digital divide mean that enrollment figures alone do not reflect educational achievement. A child can be enrolled and retained yet learn very little – and that gap directly affects their ability to transition to secondary education.

UEE as the foundation for secondary education

The relationship between elementary and secondary education is not incidental – it is structural. Enrollment in upper primary schools is more a function of primary education completion rates than of the relevant age group. In plain terms: a child cannot realistically access secondary schooling if they have not meaningfully completed their elementary years. Every weakness at the elementary stage – poor retention, low learning outcomes, incomplete enrollment – multiplies into a bigger problem at the secondary stage.

This cascading effect is precisely why UEE must be seen not just as a standalone goal but as the essential groundwork for secondary education. If the foundation is weak, the entire structure above it becomes unstable.

Where things stand: the secondary education gap

India’s progress at the elementary level is real and worth acknowledging. According to UDISE+ 2024-25 data published by the Ministry of Education, the Gross Enrolment Ratio (GER) at the middle level rose to 90.3%, and at the secondary level to 68.5%. Dropout rates have also improved: at the secondary stage, the rate declined from 10.9% in 2022-23 to 8.2% in 2024-25.

However, these numbers also reveal the scale of what remains unfinished. Secondary-stage retention stands at just 61.7% nationally, and the transition rate from middle to secondary, while improved, reached 86.6% in 2024-25 – meaning roughly one in seven students who completes upper primary school does not proceed to secondary. The drop becomes even steeper beyond Class X: the transition rate from secondary to higher secondary is only 75.1%.

Put simply, while elementary education is near-universal in access, secondary education still leaves out a significant share of children – and that gap is not random. It falls disproportionately on the most vulnerable.

Why children fall through the gap: key challenges

Socioeconomic barriers

The secondary dropout rate rises sharply, reflecting transition gaps, economic pressures, and gender disparities. Families living in poverty often cannot afford indirect costs – transportation, uniforms, stationery – even when tuition is free. Children, particularly boys in rural areas, are pulled into wage labor to support household incomes. For girls, early marriage and domestic responsibilities remain persistent barriers, especially in rural Saurashtra, Kutch, and similar regions.

Infrastructure deficit at the secondary level

While primary school access has been nearly saturated across India, the lack of secondary schools, poor sanitation facilities, and inadequate digital access in rural areas hinder both enrollment and retention. A child who walks two kilometers to a primary school may face a journey of ten or more kilometers to reach the nearest secondary school – and many families, particularly in tribal or remote areas, simply do not allow this.

Weak foundational learning

One underappreciated cause of secondary dropout is a learning deficit that begins much earlier. If a child completes Class VIII without achieving grade-appropriate literacy and numeracy, they are likely to struggle severely in secondary school and may drop out soon after transitioning. Structural barriers, weak foundational learning, and lack of engaging academic support limit smoother progression for many learners. The revocation of the No Detention Policy has sought to address this by ensuring students are meaningfully assessed rather than automatically promoted.

Regional and gender disparities

States like Bihar, Uttar Pradesh, and Rajasthan contribute approximately 60% of India’s annual school dropouts, while southern and select northeastern states are nearing universal education. Gender dynamics are complex: girls show lower dropout rates at the primary level but face heightened risk at the secondary stage due to social norms and safety concerns.

Policy responses: building the bridge

Recognizing that elementary and secondary education cannot be managed in silos, the government restructured its approach with the launch of Samagra Shiksha in 2018, which subsumed the earlier Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) into a single, integrated framework covering pre-school to Class XII. This was a significant conceptual shift: it treated school education as a continuum, not as separate stages with separate bureaucracies.

NEP 2020 sets a target of 100% GER from pre-school to secondary level by 2030, and the Samagra Shiksha framework has been aligned to this goal. Key interventions include:

  • Financial support for at-risk students: Transport allowances, free uniforms and textbooks at the elementary level, and financial assistance of up to ₹2,000 per child per grade for out-of-school children aged 16-19 from SC, ST, and disabled categories completing secondary education through NIOS.
  • Residential facilities for girls: Kasturba Gandhi Balika Vidyalayas (KGBVs) currently enroll over 7 lakh students, providing residential schooling for girls from socioeconomically disadvantaged groups, directly addressing one of the biggest structural barriers to secondary enrollment.
  • Digital infrastructure: Internet connectivity in schools increased from 53.9% in 2023-24 to 63.5% in 2024-25, expanding access to digital content and technology-enabled learning, particularly in underserved areas.
  • Vocational education integration: Aligning secondary curricula with skill development to make continued schooling more relevant and economically attractive for students and their families.

Quality improvement: the dimension that cannot wait

Access and enrollment matter, but they are necessary – not sufficient – conditions for meaningful education. While enrolments, retention, and infrastructure are improving, learning outcomes and student proficiency levels remain underrepresented in policy discussions. A student who sits in a secondary classroom but cannot read or calculate at an expected level is at high risk of disengaging entirely.

Improving teacher quality and the pupil-teacher ratio is central to this. UDISE+ 2024-25 data shows the Pupil-Teacher Ratio at the secondary level is now 21:1, an improvement on previous years and well within the NEP-recommended ratio of 1:30. But ratios alone do not capture the challenge: teacher absenteeism remains at 8%, and inadequate training is reported in 35% of institutions. In-service professional development, especially for secondary teachers working in rural areas, remains an urgent priority.

The Samagra Shiksha framework emphasizes what it calls the “two T’s” – Teacher and Technology – as the central pillars of quality improvement. This means not only training teachers more effectively but also equipping classrooms with digital tools that can adapt to diverse learning needs and help identify students who are falling behind early, before they drop out.

The road to seamless transition

Making the transition from elementary to secondary education genuinely seamless requires action on multiple fronts simultaneously. Universal provision of schools must extend up to the secondary level, not just the elementary. Enrollment must be actively pursued through community engagement and targeted outreach to first-generation learners. Retention demands both financial incentives and improvements in learning quality that make school a place children want to remain. And quality must be continuously tracked through outcome data, not just enrollment figures.

UDISE+ 2024-25 data shows near-universal primary access with a GER of 103.4%, but much lower rates at higher secondary levels, underscoring that the work of universalization is far from complete once children enter school. The goal is not just to get children into a classroom at age 6 – it is to ensure they are still there, learning meaningfully, at age 17.

India’s NEP 2020 vision, supported by Samagra Shiksha, offers a coherent framework for this work. The challenge now is implementation – translating national targets into district-level action plans, state-level monitoring systems, and school-level support structures that can reach the children most at risk of being left behind.
