Secondary education in India serves as a critical bridge between foundational schooling and higher education or the workforce. Yet, a persistent and important question surrounds it: does what students learn in secondary school actually prepare them for the world they’re stepping into? With rapid changes in technology, employment patterns, and social expectations, evaluating the relevance of the current secondary education curriculum is no longer an academic exercise – it is an urgent necessity.

What the current secondary education curriculum looks like
India’s secondary education system, covering Classes 9 to 12, has traditionally revolved around a well-defined set of core subjects: Mathematics, Science, Social Studies, and Languages. Under the conventional 10+2 structure, students in Classes 11 and 12 typically specialize in one of three streams – Science, Commerce, or Humanities – with the curriculum becoming progressively stream-specific. At the end of Class 12, students appear for high-stakes board examinations that largely determine their higher education prospects.
The CBSE Senior Secondary Curriculum 2024-25 does make some forward-looking gestures, officially including 21st-century skills, financial literacy, digital literacy, health and wellness, and citizenship education among its stated goals. However, the practical classroom experience for most students remains dominated by textbook coverage and board exam preparation, with these broader competencies rarely receiving dedicated instructional time or assessment weight.
The core subjects debate: strength or limitation?
Core subjects form the intellectual backbone of secondary education, and their importance is not in question. What is in question is whether the exclusive emphasis on these subjects serves the full range of student needs.
India’s education system has long prioritized rote memorization, where success in standardized tests is the primary metric of learning. While this approach may produce students who perform well in examinations, it consistently falls short of nurturing critical thinking, creativity, and problem-solving – the very skills that the modern world demands. The curriculum in many Indian schools often fails to keep pace with the rapidly changing world, leaving students with knowledge that is theoretically sound but practically disconnected.
The issue is not confined to content – it extends to pedagogy. Indian classrooms remain largely unequipped to handle skills-based, tech-infused, and real-world learning aspects of 21st-century education, owing to a mix of pedagogical inertia, inadequate teacher training, and infrastructure gaps. The shift from rote recall to conceptual application requires not just new curricula, but a transformation in how teaching itself is understood and practiced.
The gap between curriculum and real-world relevance
One of the most frequently raised criticisms of the secondary curriculum is how disconnected it feels from real life. Students spend years mastering subjects without understanding their practical utility – and the curriculum design often reinforces this disconnect by treating knowledge as something to be stored and retrieved, rather than applied and questioned.
The Partnership for 21st-Century Skills identifies communication, collaboration, creativity, and critical thinking – the “4Cs” – as fundamental competencies that students must possess to succeed in their future professions. Yet, these competencies are rarely assessed in mainstream secondary education, where the structure still rewards students who reproduce information accurately over those who synthesize, analyze, or innovate.
The rigid separation of Science, Commerce, and Arts streams limits flexibility and interdisciplinary exploration, which are crucial for 21st-century problem-solving. A student with an interest in environmental science and economics, for instance, has little curricular room to explore both without formally choosing one stream over the other. This rigidity narrows intellectual curiosity at precisely the age when students should be broadening it.
What areas are underrepresented in the current curriculum
Beyond the core disciplines, several important areas of knowledge receive little or no formal space in the secondary curriculum:
Life skills and financial literacy – Understanding personal finance, managing time, making informed decisions, and navigating interpersonal relationships are skills that most adults wish they had learned formally. Yet these remain peripheral in the current curriculum, mentioned in policy documents but rarely translated into classroom practice.
Vocational and practical skills – Historically, vocational education in India has focused largely on Grades 11-12 and on dropouts, leaving younger secondary students without meaningful exposure to practical skill-building. The data is stark: as of recent estimates, less than 5% of India’s workforce aged 19-24 has received formal vocational education, compared to 52% in the USA, 75% in Germany, and 96% in South Korea.
Arts, culture, and creativity – Visual arts, music, theatre, and cultural studies are often treated as add-ons rather than integral learning areas. This marginalizes creative intelligence and narrows the definition of academic achievement to a handful of measurable outcomes.
Environmental and civic education – Issues like climate change, democratic participation, human rights, and sustainability are directly relevant to students’ lives and future roles as citizens. Their treatment in the curriculum, where it exists at all, tends to be superficial.
Digital literacy and technology – While technology now shapes virtually every domain of work and public life, digital preparedness in Indian schools shows fundamental gaps, making meaningful 21st-century learning difficult.
What NEP 2020 proposes – and what it still needs to deliver
The National Education Policy 2020 represents a significant rethinking of secondary schooling. It replaces the 10+2 structure with a 5+3+3+4 model, extending the secondary stage to four years (Classes 9-12) and calling for a more holistic, multidisciplinary, and competency-based approach to education. The policy explicitly identifies a 100% Gross Enrolment Ratio at the secondary level by 2030 as a priority goal, alongside curriculum reform, improved pedagogical practices, and better teacher development.
On vocational education, NEP 2020 sets an ambitious target: at least 50% of high school students should have access to vocational education by 2025. Under the Samagra Shiksha scheme, the government has introduced a Hub and Spoke model for vocational training, made employability skills a mandatory module in vocational courses, and included internships and bagless days as part of the curriculum. The employability skills module now covers communication, self-management, ICT, entrepreneurship, and green skills.
NEP 2020 also calls for the removal of hard separations between curricular, co-curricular, arts, science, sports, and vocational learning – a structural shift that, if implemented well, could meaningfully address the stream-based rigidity that currently boxes students in. Curriculum reforms integrating critical thinking and experiential learning into all subjects are explicitly recommended, with a move away from high-stakes examinations toward continuous and formative assessment.
However, policy intent and classroom reality continue to diverge. While NEP 2020 has a tight structure to introduce a new paradigm, significant issues remain regarding teacher training, funding, and alignment with existing examination systems. The leap from a memorization-driven culture to one of critical inquiry demands systemic change – not just updated policy documents.
Making the curriculum more relevant: the way forward
Evaluating relevance is not just about identifying what is missing – it is also about asking how existing content is taught and assessed. Several directions are consistently identified by educators and researchers:
Interdisciplinary learning – Rather than treating subjects as isolated silos, connecting ideas across disciplines helps students understand complexity and draw meaningful connections. A history lesson that incorporates economic analysis or a science class that addresses environmental policy are examples of this approach in practice.
Real-world application – Academic concepts gain meaning when students understand their practical implications. Physics taught in relation to engineering design, economics tied to personal financial planning, or biology explored through public health issues are approaches that make abstract knowledge concrete and purposeful.
Assessment reform – As long as high-stakes board exams remain the sole measure of student achievement, classrooms will continue to be driven by exam preparation. Shifting from high-stakes exams to continuous and comprehensive evaluation that measures a range of skills is essential to unlocking genuine curriculum relevance.
Student agency and diverse interests – A curriculum that caters to diverse interests acknowledges that students have different strengths, aspirations, and learning styles. Offering meaningful choice – in electives, projects, and vocational pathways – rather than a uniform content package, can make secondary education feel genuinely relevant to individual students.
Teacher preparation – No curriculum reform succeeds without teachers who are equipped and supported to implement it. Continuous professional development is essential to equip teachers with the skills and knowledge needed to implement new teaching strategies effectively.
The relevance question is ultimately about purpose
The current secondary education curriculum in India was designed for a different era – one where a defined body of academic knowledge was sufficient preparation for a relatively stable set of social and economic roles. That era has passed. Today’s students will navigate a world shaped by artificial intelligence, climate change, global interdependence, and rapidly shifting job markets. The secondary curriculum must evolve not by discarding its academic foundations, but by expanding its conception of what learning is for.
Relevance does not mean abandoning rigor. It means ensuring that what students study, how they study it, and how they are assessed genuinely connects to the knowledge, skills, and dispositions they will need – both as productive citizens and as curious, capable human beings. The gap between what the curriculum offers and what students actually need is not insurmountable, but closing it will require honest evaluation, sustained investment, and the collective will to go beyond incremental adjustments.
