For much of modern educational history, assessment has been synonymous with tests, grades, and report cards – structured moments at the end of a term or unit that tell students (and teachers) how much has been learned. This model, known as Assessment of Learning (AoL), has shaped how schools measure student performance for generations. But over the past few decades, research and practice have increasingly pointed toward a different – and arguably more powerful – model: Assessment for Learning (AfL). Understanding the distinction between these two approaches, and why the shift matters, is essential for any educator committed to improving student outcomes.

What is assessment of learning?
Assessment of Learning refers to the traditional, summative model of evaluation. According to the National Foundation for Educational Research (NFER), summative assessment sums up what a student has achieved at the end of a period of time, relative to learning aims and national standards. It could be a test at the end of a topic, a term examination, or a national curriculum assessment at the end of a key stage.
These assessments are typically graded and formal. Yale University’s Poorvu Center for Teaching and Learning describes summative assessments as evaluations used to measure student proficiency at the conclusion of a unit or course, often in the form of exams, papers, presentations, or final projects. The primary goal is to “sum up” student learning through measurable outcomes, and grades are usually the end product. In this model, assessment happens after the learning – it is a verdict, not a conversation.
There are legitimate uses for this approach. Summative data provides schools, parents, and policymakers with standardized benchmarks, enables comparisons across student cohorts, and establishes accountability. Pearson Assessments notes that assessments of learning, when administered properly, can give educators useful data on where a student’s achievement level stands relative to district- or nationwide benchmarks.
The limitations of traditional assessment
Despite its widespread use, Assessment of Learning has significant shortcomings – particularly when it comes to supporting ongoing student development. One of the core problems is that it functions as a snapshot: it captures student performance at a single point in time, offering little information about the learning process itself or how a student might improve.
FairTest (National Center for Fair and Open Testing) points out that standardized tests administered at the end of the year cannot serve a diagnostic function. They provide no meaningful answer to the question of why a student is struggling, nor do they offer actionable guidance for instruction. Because most standardized tests include only a handful of questions on any given topic, the information they yield is too narrow to produce accurate, comprehensive results for individual learners.
High-stakes summative assessments can also generate significant stress. Research on the effects of standardized testing shows that pressure to perform on a single assessment can impair cognitive functioning, decrease motivation, and compromise overall student wellbeing. Students who experience test anxiety may perform far below their actual capabilities – meaning the assessment itself may not even be an accurate reflection of learning.
Additionally, AoL tends to use a one-size-fits-all standard that may not account for individual learning differences. A student who has made remarkable progress from a low starting point may still receive a poor grade because their final score falls below a benchmark set for the class as a whole. This narrow framing can demotivate students and obscure growth that genuinely matters.
What is assessment for learning?
Assessment for Learning takes a fundamentally different approach. Rather than measuring learning after the fact, AfL integrates assessment into the learning process itself. NFER describes formative assessment as taking place on a day-to-day basis during teaching and learning, beginning with diagnostic assessment to identify what students already know and where gaps in skills or knowledge may exist. As learning continues, further formative assessments indicate whether teaching plans need to be adjusted to reinforce or extend understanding.
The Assessment Reform Group (ARG) in the UK, whose work was instrumental in popularising this approach, defined Assessment for Learning as “the process of seeking and interpreting evidence for use by learners and their teachers to decide where the learners are in their learning, where they need to go, and how best to get there.” This definition captures the collaborative, forward-looking nature of AfL – it is not about judging where students have ended up, but about guiding where they are going.
Formative assessments, the practical tools of AfL, are employed while learning is ongoing, aiming to identify strengths, challenges, and misconceptions. They may involve students assessing themselves, peers, or even the instructor, through writing, quizzes, discussion, and more. Crucially, they enable students to reflect on how to improve their own learning – making the learner an active participant rather than a passive subject of evaluation.
The evidence base: why AfL works
The case for Assessment for Learning is not merely theoretical. The landmark research by Paul Black and Dylan Wiliam, published in their influential 1998 review Inside the Black Box, drew on an extensive body of literature and found strong evidence that well-implemented classroom formative assessment significantly improves student learning. Their review indicated effect sizes of between 0.4 and 0.7 standard deviations – gains they described as among the largest ever reported for educational interventions.
A study published in PMC comparing formative and summative assessment approaches found that while both had positive effects, formative assessment was more effective in improving academic motivation, reducing test anxiety, and building self-regulation skills. Students who learned under a formative assessment model were better equipped to identify their own weaknesses and direct their own learning efforts.
More recently, a large-scale experimental study on learning trajectory-oriented formative assessment in mathematics, published in the American Journal of Education, demonstrated that formative assessment aligned with developmental learning trajectories significantly improved both teacher knowledge and student achievement outcomes on high-stakes standardized tests. This research addresses a common gap in formative practice: not just knowing that a student is struggling, but knowing what to do next.
Aligning assessment with individual learning trajectories
One of the most important – and often underappreciated – advantages of AfL is its capacity to align with the individual learning path of each student. Because formative assessment is ongoing, teachers build a richer, more nuanced picture of each learner’s strengths, difficulties, and pace of progress. This enables more personalised instruction rather than teaching to a single standard.
Research published in Frontiers in Education highlights that students with clear and concise feedback develop a more realistic and confident view of their own capabilities. The study’s findings also underscore that learners have diverse needs, and feedback must be designed with those individual differences in mind. When assessment is continuous and personalised, it can shift students from passive recipients of evaluation to active, self-regulating learners.
As SchoolAI’s analysis of assessment types notes, formative assessment helps support equity in the classroom by addressing diverse learning needs – something that standardised, summative assessments are structurally ill-equipped to do. Rather than measuring all students against a fixed endpoint, AfL tracks where each learner is and helps chart a course forward from that specific point.
The central role of feedback
Feedback is the engine that drives Assessment for Learning. Without high-quality, timely, and actionable feedback, formative assessment loses much of its power. Dylan Wiliam’s widely cited framing defines feedback as information that helps a learner reduce the gap between what is evident currently and what could or should be the case. Effective feedback, in this view, tells students where they are relative to the learning objective, where they need to be, and how to close that gap.
Critically, not all feedback is equally effective. A systematic review of formative assessment and feedback in higher education found that feedback focused only on grades or general praise produces limited learning gains. The most impactful feedback engages students in mindful, purposeful activity – it should be specific, focused on the learning task and process, and provide concrete guidance on improvement.
Feedback in AfL is also not exclusively the teacher’s domain. Learner-centered approaches emphasise peer feedback and student self-assessment as equally valuable. When students are clear on the learning goals and criteria for success, they can evaluate their own work, take ownership of the process, and develop self-regulatory skills that extend well beyond the classroom. This shift – from teacher as sole evaluator to learner as active agent – is central to what makes AfL transformative.
Longitudinal research on feedback spirals in higher education reinforces this point. Students who engage actively with feedback over time – reflecting on it, revising their work, and setting new goals – develop stronger learning strategies and greater academic resilience. This is the kind of deep, durable learning that single-point summative assessments simply cannot cultivate.
Moving toward a balanced approach
The shift from Assessment of Learning to Assessment for Learning does not mean abandoning summative evaluation altogether. Both have their place. Yale’s Poorvu Center notes that formative and summative assessments are most effective when used in conjunction, with each informing and strengthening the other. Formative assessments build student readiness; summative assessments confirm mastery. The key is that summative assessments should not dominate the educational landscape to the exclusion of the ongoing, diagnostic work that actually shapes learning.
What AfL demands of educators is a fundamental reorientation in how they think about their role. Assessment is no longer something done to students at the end of a unit – it is an integral part of the teaching and learning cycle, woven into every lesson, every discussion, every piece of written work. As HMH’s SVP of Innovation and Analytics, David Bain, observes, formative assessments matter most precisely because they change the student’s learning path – they are the decisions that shape educational trajectories in real time.
In practice, this means expanding the repertoire of assessment tools beyond traditional tests and quizzes to include project-based assessments, class discussions, written reflections, peer evaluations, and structured observation. It means designing feedback that is constructive, specific, and focused on the learning process rather than merely the final product. And it means building classroom cultures where students feel safe enough to take risks, make mistakes, and learn from them – because in AfL, a mistake is not a failure; it is data.
