There is a school in your neighbourhood. Every child in the area is technically allowed to attend. But what if the building has no ramp, the classroom instructions are only given verbally, and the textbooks use dense, complex language? The school is available – but is it truly reachable for a child with a physical or intellectual disability? This gap between what is theoretically offered and what someone can genuinely use sits at the heart of one of the most important distinctions in inclusive education and disability rights: the difference between access and accessibility.

Defining the terms: what do “access” and “accessibility” actually mean?

These two words are used interchangeably in everyday conversation, but in the context of disability rights and inclusive education, they mean very different things – and that difference matters enormously.

Access refers to the availability of something. It answers the question: does this exist? A public library exists. A school enrolment process exists. A government health clinic exists. If these things are open to the public and technically available to all, we say people have “access” to them. Access, in this sense, is about presence – the existence of a resource, service, or opportunity.

Accessibility, on the other hand, goes much further. According to the U.S. Office for Civil Rights, being accessible means that a person with a disability is given the opportunity to acquire the same information, engage in the same interactions, and enjoy the same services as a person without a disability – in an equally effective and equally integrated manner, with substantially equivalent ease of use. Accessibility is not just about what exists; it is about whether a person can genuinely reach, use, and benefit from it.

Put plainly: access is about availability; accessibility is about usability. A cinema may be open to all – but if there is no ramp for a wheelchair user, the cinema is not accessible. A government website may be publicly available – but if it is not readable by screen-reader software, it is not accessible to someone who is blind. Availability without usability is, in practical terms, no access at all.

Why the distinction is fundamental for persons with disabilities

For individuals with disabilities – whether physical, cognitive, sensory, or intellectual – this gap between access and accessibility shows up every single day. The United Nations makes it clear that accessibility is about giving equal access to everyone, and that without being able to access the facilities and services found in the community, persons with disabilities can never be fully included.

This is why accessibility is enshrined as a legal obligation, not just a design preference. Article 9 of the UN Convention on the Rights of Persons with Disabilities (UNCRPD) requires that member states take appropriate measures to ensure persons with disabilities have access, on an equal basis with others, to the physical environment, transportation, information, communications, and other public services – in both urban and rural areas. Crucially, these measures must include the identification and elimination of obstacles and barriers to accessibility. The law does not merely ask that things be made available; it demands that barriers be actively removed.

Barriers are what make available things inaccessible

A barrier is anything that prevents a person from fully using what is, in theory, available to them. The Centers for Disease Control and Prevention (CDC) identifies several types of barriers that people with disabilities routinely encounter:

Physical barriers are structural obstacles in built environments – steps and curbs that block wheelchair access, equipment that requires a person to stand, or doorways too narrow for mobility aids. These are the most visible and widely recognised barriers.

Attitudinal barriers are the most fundamental and contribute to all other barriers. These include stereotyping, assumptions about what a person with a disability can or cannot do, and a general tendency to view disability as an individual deficit rather than a social responsibility.

Communication and information barriers occur when information is delivered in formats that cannot be received by everyone. Videos without captions are inaccessible to those who are deaf. Printed materials without large-print or Braille options exclude people with visual impairments. The CDC also notes that the use of technical language, long sentences, and complex vocabulary creates significant barriers for people with cognitive impairments – a point of direct relevance for children and adults with intellectual disabilities.

Policy barriers arise when laws, procedures, and institutional practices – even unintentionally – exclude persons with disabilities from participating in programs or services they are legally entitled to use.

Accessibility for all types of disability: not just physical

When most people hear the word “accessibility,” they picture a wheelchair ramp or a lift in a building. While physical accessibility is critical, it represents only one dimension of what accessibility must cover. Disability is not a single experience – it includes physical, sensory, cognitive, and intellectual forms, each requiring its own specific accommodations.

Sensory disabilities

People who are deaf or hard of hearing cannot access audio content without captions or transcription. People with visual impairments require Braille signage, audio signals at pedestrian crossings, and screen reader-compatible digital content. Accessible infrastructure for those with sensory disabilities includes visual signage with high colour contrast, auditory signals, and quiet spaces for those with neurodiversity-related sensory sensitivities.

Intellectual and cognitive disabilities

This is where accessibility is most frequently overlooked. Research published in the journal Buildings (MDPI, 2026) found that people with developmental disabilities encounter physical, sensory, and cognitive barriers in built environments – and that historically, accessibility standards have focused almost entirely on physical barriers, leaving cognitive and sensory needs underserved.

For a person with an intellectual disability, cognitive barriers are just as real and just as limiting as stairs are for a wheelchair user. The Bloomberg Center for Public Innovation at Johns Hopkins University points out that clear signage, easy-to-navigate layouts, and straightforward communication materials are essential for individuals with cognitive disabilities and older adults – yet public spaces routinely fail to provide them.

What does cognitive accessibility actually look like in practice? The American Library Association’s accessibility toolkit provides useful guidance: it includes using plain language, universally recognisable graphic symbols, quiet spaces for sensory regulation, and materials available in multiple formats such as large print, audiobooks, and accessible digital content. Staff training in inclusive communication and disability awareness is equally essential – because an environment is only as accessible as the people who work in it.

Senior citizens and temporary disabilities

Accessibility is not exclusively a concern for people with permanent disabilities. Global data estimates that mild cognitive impairment affects roughly 24% of adults over the age of 60 – a population exceeding one billion worldwide. Older adults face many of the same barriers as people with disabilities: difficulty with complex navigation, small print, inaccessible transport, and digital interfaces that assume fast processing speeds and strong visual acuity.

People with temporary disabilities – a broken arm, recovery from eye surgery, an ear infection causing temporary hearing loss – also find themselves suddenly reliant on accessibility features they may never have noticed before. This points to a broader truth: inaccessible environments do not only disadvantage people with permanent disabilities; they create problems for a wide spectrum of the population at various points in their lives.

Accessibility is a concern for everyone – and benefits everyone

One of the most compelling arguments for building genuinely accessible environments is what designers and researchers call the curb cut effect. The curb cut – the sloped section of pavement at a street crossing, originally designed to allow wheelchair users to move from the footpath to the road – turned out to benefit a far wider group: parents pushing prams, delivery workers with trolleys, cyclists, and elderly pedestrians. A feature designed for one group ended up improving daily life for many.

The same principle applies everywhere. Closed captions on videos were designed for people who are deaf – but they are now used by people in noisy environments, language learners, and anyone who prefers reading over listening. Plain language guidance, created to support people with intellectual disabilities, makes information clearer for everyone. The CDC describes universal design as the intent to simplify life for everyone by making products, communications, and the physical environment more usable by as many people as possible – at little or no extra cost.

This is why the goal of accessibility is not to create separate, parallel systems for people with disabilities. It is to design the primary system – the environment, the service, the information – so that it works for the full range of human ability from the outset. As Karrie Shogren, Director of the Kansas University Center on Developmental Disabilities, puts it: removing barriers is good for everyone, and it ensures that people with disabilities’ right to live, work, and learn in their communities is recognised and advanced.

From theoretical inclusion to genuine participation

Understanding the difference between access and accessibility is not merely an academic exercise. It is the foundation for every decision made by educators, policymakers, architects, and anyone who designs services or environments used by the public. When we stop at “access” – when we simply make something available and consider our job done – we leave behind everyone for whom that something remains out of reach.

Genuine accessibility means asking a harder question than is this available? It means asking: can every person – regardless of their physical, sensory, cognitive, or intellectual ability – actually use this, on equal terms, with dignity? The answer to that question is what separates a truly inclusive environment from one that merely appears to be inclusive on paper.
