There is a persistent temptation in special education to push young children with disabilities toward formal, structured instruction as early as possible – worksheets at a table, drills, repetitive academic exercises. The reasoning feels sound: these children have developmental gaps, so shouldn’t we accelerate the learning? The evidence, however, points in the opposite direction. For children in Early Childhood Special Education (ECSE), play is not a break from learning. It is the learning. And getting this right matters enormously, because the early years represent the most critical window for intervention and development.

What ECSE is – and what it must prioritize
Early Childhood Special Education serves young children with disabilities from birth through age five, providing free, individualized educational services under the federal Individuals with Disabilities Education Act (IDEA). Its mandate is not simply to deliver instruction – it is to meet children where they are developmentally and move them forward in the most effective way possible. The mission of ECSE, as the ESC Region 13 specialists frame it, is to promote intervention during the most critical developmental years of a child’s life while supporting communicative, cognitive, and social success in the least restrictive setting.
This is precisely where the choice of learning medium becomes central. Children aged birth to five – regardless of disability status – do not learn the way older students do. They are not developmentally ready for didactic instruction. What they are ready for, and what their brains are literally built to do at this stage, is play.
The natural way young children think and learn
Understanding why play works starts with understanding how young children’s minds actually function. According to Piaget’s framework of cognitive development, infants and toddlers are in the sensorimotor stage – a period where thinking itself develops through physical sensory experience and motor interaction with the environment. Children at this stage don’t learn by being told; they learn by doing, touching, moving, and experimenting. For children with intellectual disabilities, who may be functioning at an earlier developmental stage than their chronological age, this sensorimotor mode of learning extends further and remains the primary gateway to new understanding.
Research published in Frontiers in Psychology underlines how profoundly motor and sensory experience shapes early cognition. When children with disabilities have limited opportunities to manipulate objects and explore their environment physically, there are cascading effects – restricted visual and tactile experiences, delayed sensory development, and limited conceptual understanding. This is not a peripheral concern; it strikes at the heart of how early learning happens.
A peer-reviewed literature review in the Journal of Intelligence confirms that children acquire the foundational cognitive skills driving learning – self-regulation, problem-solving, language, and attention – precisely through play. These are not skills that can be efficiently drilled into young children through formal instruction. They emerge organically when children are given meaningful, active, exploratory experiences.
Why play is the ideal medium for learning in ECSE
Play aligns with the child’s natural learning mode for several overlapping reasons, each of which is especially relevant for children with disabilities.
Learning happens through doing
Young children, including those with intellectual disabilities, are concrete learners. Abstract explanation holds little meaning for them. When a child stacks blocks, fills and empties a container, or pushes a toy car across the floor, they are building real understanding of concepts like weight, volume, and cause-and-effect. Research shows that through manipulating objects, children develop cognitive representations of the world – knowledge that eventually becomes the foundation for more complex thinking. Formal instruction that bypasses this hands-on stage skips the very mechanism through which early knowledge is built.
Play holds the short attention span
Young children, particularly those with developmental delays, typically have short attention spans. Sustained desk-based work quickly exceeds their capacity, resulting in frustration rather than learning. Play works differently. The Kansas Inservice Training System, drawing on NAEYC-aligned research, notes that even children with short attention spans often stretch out their engagement considerably when absorbed in play – especially when a skilled adult play partner provides materials matched to the child’s individual interests. The engagement is intrinsic, not forced, which means children stay with the activity longer and absorb more.
Play is self-motivating
One of the most powerful attributes of play is that children choose it. Research in cognitive science explains that anything learned during voluntary play is knowledge gained without the perception of hard work. When learning feels like a duty, focus becomes a depleting resource. Play, by contrast, opens the door to a state of genuine engagement – children are not fighting their own resistance, which means learning actually sticks.
This matters greatly for children with disabilities, who are often subjected to therapeutic and instructional demands that feel effortful and even aversive. Play offers learning that doesn’t feel like work, protecting what is perhaps the most important asset a young child brings to ECSE: their innate desire to learn and explore.
Children self-select appropriately challenging activities
A well-designed play environment is self-differentiating. Children naturally gravitate toward activities that sit at the edge of their current abilities – not so easy as to be boring, not so hard as to be discouraging. This mirrors the principle in NAEYC’s developmentally appropriate practice guidelines, which state that development and learning advance when children are challenged to achieve at a level just beyond their current mastery, with many opportunities to reflect on and practice newly acquired skills. In a rich play environment, children with disabilities make these calibrations themselves, moment by moment, without an adult needing to pre-program each level of difficulty.
Pretend and social play build higher cognitive skills
As children move from sensorimotor play into pretend and social play, the cognitive demands increase substantially. Research on pretend play and cognitive development from the Early Childhood Research and Practice journal highlights that pretend play engages emotion, cognition, language, and sensorimotor action simultaneously – potentially driving the development of dense neural connections. Vygotsky, whose work remains foundational in this area, found that social make-believe play is the ideal context for cognitive development, helping children practice following internal ideas and rules rather than impulses, and building the self-regulation that underpins all future academic learning.
Play and academic readiness: not opposites, but partners
One of the most damaging misconceptions in early childhood education – including special education – is that play and academic readiness are in tension. In reality, play is the primary vehicle through which academic readiness develops. NAEYC’s position statement on developmentally appropriate teaching is explicit on this point: recognizing the self-regulatory, linguistic, cognitive, and social benefits of play, educators must not reduce or eliminate play opportunities for children who need additional support to meet school-readiness expectations. Removing play to focus on skill drilling does the opposite of what it intends.
The readiness skills that schools actually need – attention, self-regulation, early language, social interaction, problem-solving, and emotional control – are precisely the skills that peer-reviewed research identifies as emerging through play. For children with disabilities, whose paths to these skills may be longer and require more support, maintaining play as the primary instructional medium is not a concession to developmental limitations. It is the most efficient and evidence-aligned strategy available.
The American Speech-Language-Hearing Association’s policy statement on learning disabilities in preschool reinforces this: early intervention should focus on activities appropriate to the child’s developmental age, directly targeting the abilities and skills that serve as prerequisites for later academic, linguistic, and social functioning. That description fits play precisely.
The risk of formal instruction too soon
Pressure for formal academic instruction in ECSE classrooms often comes from well-meaning but misaligned expectations – from administrators, families, or systems that equate “rigor” with desks, worksheets, and drills. NAEYC’s guidelines warn clearly that highly didactic, controlling curriculum with a narrow focus on skill-drilling is unlikely to be engaging or meaningful for young children, and is also unlikely to build the broad knowledge and vocabulary needed for comprehension in later grades. Instead, what children may learn from such an environment is that they are not capable or valued as learners – a message that is especially damaging for children already navigating the challenges of a disability.
For children with intellectual disabilities specifically, a systematic review published in Disability and Rehabilitation found that play-based interventions show positive trends across a range of functional outcomes in children with disabilities. Play is not just appropriate – it is an evidence-supported therapeutic and educational tool that carries clinical weight when used intentionally in ECSE settings.
What purposeful play looks like in ECSE
Play in ECSE is not passive or unguided. Purposeful play, as early childhood special education specialists describe it, means that teachers embed learning goals into play contexts deliberately, using the child’s intrinsic motivation as the engine. A child practicing fine motor skills might be rolling playdough. A child working on language might be narrating a pretend scenario. A child developing social skills might be navigating turn-taking in a simple board game. The goal is always present; the medium is always play.
Child Trends emphasizes that effective early childhood educators understand young children’s learning cannot be compartmentalized – cognitive, linguistic, physical, and social-emotional development are deeply interconnected. Play is the one medium that addresses all of these domains simultaneously, making it uniquely efficient for the complexity of what ECSE is trying to achieve.
The classroom environment itself should be intentionally structured to invite play. The NAEYC DAP guidelines describe this as educators planning the environment, schedule, and daily activities to promote development through firsthand, meaningful experiences – providing a rich variety of materials, challenges, and ideas that are worthy of children’s attention. For children with disabilities, this also means adapting materials and activities to ensure every child can access the play, not just observe it.
