India’s tryst with open and distance education is not a recent phenomenon. Long before digital classrooms or online degrees entered the picture, the country was quietly building an alternative pathway to higher education – one that could reach students across geographies, income levels, and life situations. From early correspondence courses mailed to homes, to a national open university enrolling millions, and now to MOOCs and online degrees delivered via smartphone, India’s journey in open and distance learning is one of steady, determined expansion. Understanding this evolution helps us appreciate not just where we are today, but why this system of education matters so much for a country as diverse and populous as India.

Early developments: planting the seeds of non-traditional learning

The roots of distance education in India reach back to the British colonial era. Correspondence-based learning began to take shape as a way to extend education to those who could not attend conventional institutions – working professionals, soldiers stationed in remote areas, and people in geographically isolated regions. The University of Bombay was among the early institutions to experiment with correspondence-style instruction, recognizing that printed materials sent through post could bridge the gap between eager learners and formal education.

The real policy-level push, however, came in the early 1960s. The University Grants Commission (UGC), in its report for 1956-1960, recommended that proposals for evening colleges, correspondence courses, and external degrees be seriously considered. The Planning Commission echoed this in the Third Five Year Plan (1961-67), emphasizing expansion of teaching facilities to meet growing demand. It was in this climate that the Central Advisory Board of Education recommended the formation of an expert committee under the chairmanship of Dr. D.S. Kothari, then Chairman of the UGC, to examine the feasibility of correspondence courses in India.

The Kothari Committee’s role

The Kothari Committee, formed after the 28th meeting of the Central Advisory Board of Education in 1961, studied correspondence education closely and concluded that it was a practical measure to increase and equalize educational opportunity – a way to give thousands of students who wished to continue their education a real chance to do so. The Committee was cautious but optimistic: it acknowledged that correspondence education was new to India and recommended a careful, phased approach to implementation. This groundwork set the stage for what would soon become a nationwide experiment in non-traditional learning.

The rise of correspondence education

Correspondence education at the undergraduate level was formally initiated in 1962 at the University of Delhi, with 1,112 arts students enrolled on an experimental basis. This was a historic moment – for the first time, a mainstream Indian university had created a structured alternative to full-time classroom attendance. Students received printed study materials, completed assignments at their own pace, and appeared for examinations without regular physical attendance. The model was designed for those who faced barriers – financial, geographical, or social – to traditional university education.

Based on the recommendations of the Kothari Commission, Delhi University’s initiative was established as the Directorate of Correspondence Courses, later renamed the School of Correspondence Courses and Continuing Education in 1968. The success of this pilot project quickly demonstrated that the model was not only viable but highly needed.

Spread across universities and dual-mode institutions

Following Delhi University’s lead, correspondence courses were started by Punjabi University and the University of Rajasthan in 1968, and by Meerut and Mysore Universities in 1969. These were primarily dual-mode universities – conventional universities that simultaneously offered both regular classroom programmes and distance learning courses through dedicated departments or directorates. This dual-mode model allowed existing academic infrastructure to serve a much wider student base without requiring entirely new institutions.

The Kothari Commission, reflecting on the potential of correspondence education, observed that well-designed courses in thoughtfully identified fields would create demand for themselves. And indeed they did – enrollments grew steadily as more universities established Correspondence Course Institutes (CCIs). Most learners who enrolled were overage students, working individuals, those from rural backgrounds, or people who had previously been denied access to regular university education. However, the system was not without challenges: high dropout rates, low assignment submission, and inconsistent quality were recurring concerns that planners had to grapple with.

Establishment of open universities

Even as correspondence education expanded, a more ambitious vision was taking shape: dedicated institutions built from the ground up to serve distance learners, unencumbered by the constraints of a traditional university structure. The idea of an open university – one with no rigid entry requirements and a flexible learning framework – had been discussed in educational circles since the early 1970s. A working group report submitted in 1975 under the chairmanship of G. Parthasarthy had recommended the establishment of a National Open University, but the plan did not move forward at that time.

Dr. B.R. Ambedkar Open University: India’s first open university

The first open university in India was established in 1982 in the then undivided state of Andhra Pradesh, in Hyderabad – now known as Dr. B.R. Ambedkar Open University. This was a landmark moment. India now had a single-mode institution entirely dedicated to open and distance learning, one that placed no age restrictions on entry and offered flexible study options. Its launch proved that an open university could work in the Indian context and opened the door to more such institutions.

IGNOU: a national turning point

In August 1985, both Houses of Parliament passed the Indira Gandhi National Open University Act, and IGNOU officially came into existence on 20 September 1985, named after the late Prime Minister Indira Gandhi. IGNOU was established with the dual mandate of enhancing access and equity in higher education through distance mode, and of promoting, coordinating, and maintaining standards across open and distance learning systems in India.

IGNOU was a quantum leap beyond earlier correspondence models. Rather than relying solely on printed materials, IGNOU’s audio-visual courses were first broadcast on radio and television in 1990, integrating multiple technologies to support learners. It began modestly – the university started in 1987 with just two academic programmes – a Diploma in Management and a Diploma in Distance Education – with 4,528 enrolled students – but grew at a remarkable pace. Today, IGNOU operates 333 academic programmes through 21 schools of studies, supported by 67 regional centres and over 2,257 learner support centres, and is recognized as the world’s largest university by enrollment.

Growth of distance education institutions

Inspired by IGNOU’s success, state governments across India moved to establish their own open universities, tailored to regional languages, local employment needs, and state-specific educational priorities. Institutions like Nalanda Open University in Bihar, Yashwantrao Chavan Maharashtra Open University in Nashik, and Karnataka State Open University in Mysore were established to provide region-specific educational opportunities. These universities could design curricula in regional languages and respond to local cultural and economic contexts while still maintaining academic standards.

Alongside standalone open universities, hundreds of conventional universities across India set up Directorates of Distance Education – dedicated wings that offered correspondence and distance programmes alongside their regular courses. This expansion meant that by the end of the 1990s, distance education had become a significant and structured segment of Indian higher education, not a fringe experiment.

Regulatory evolution: from DEC to UGC-DEB

The Distance Education Council (DEC) was established in 1991 under the IGNOU Act to regulate, promote, and coordinate open and distance learning across institutions. As the sector grew, however, concerns about quality, standardisation, and conflict of interest – IGNOU itself being both a provider and a regulator – led to structural reform. In December 2012, the government officially transferred regulatory authority to the UGC, which established the Distance Education Bureau (DEB) in 2013. The DEB became the apex regulatory body, responsible for granting recognition to institutions, setting curriculum standards, ensuring proper infrastructure, and monitoring student assessment systems across all ODL programmes in India.

Present status and future prospects

India’s open and distance education landscape today is defined by the convergence of technology, policy, and scale. The past decade has seen a dramatic shift from print-based distance learning to technology-driven online education, and this shift is only accelerating.

The role of ICT and digital platforms

Platforms like SWAYAM, NPTEL, and the National Digital Library have expanded digital learning significantly, putting courses from premier institutions within reach of anyone with an internet connection. SWAYAM (Study Webs of Active Learning for Young Aspiring Minds) delivers MOOCs in science and humanities, while NPTEL (National Programme on Technology Enhanced Learning) focuses on engineering and technology – and students can now earn formal credits through these platforms that count toward their degrees. IGNOU has further built out its multi-channel delivery through Gyan Vani (FM radio), Gyan Darshan (educational television), and SWAYAM PRABHA DTH channels, ensuring that even learners without internet access are not entirely excluded.

Policy direction: NEP 2020 and the road ahead

The National Education Policy (NEP) 2020 sets an ambitious target of increasing the Gross Enrolment Ratio in higher education from 26.3% in 2018 to 50% by 2035, with open and distance education as a central pillar of that strategy. The policy envisions digital learning as a key accelerator, with online education and ODL working together to make quality education accessible to all – including learners with disabilities and students from underprivileged communities. The Academic Bank of Credits (ABC), introduced under NEP 2020, allows students to accumulate and transfer credits from multiple institutions – a reform that could fundamentally change how Indians pursue higher education, mixing online, on-campus, and distance learning across their academic journey.

The number of higher education institutions authorized to offer full online programmes has nearly doubled, from 56 in 2021-22 to 113 in 2025-26, and the catalogue of approved online programmes has grown by more than 2.2 times to 756 courses. These numbers tell a clear story: online and distance learning is no longer a supplementary track in Indian education – it is becoming mainstream.

Challenges that remain

Despite this remarkable progress, significant challenges persist. Quality assurance remains uneven, dropout rates are high, and educators often lack specialized training in online pedagogy. Rural students continue to face barriers around internet connectivity and access to digital devices. The NEP 2020 itself notes that the benefits of digital education cannot be fully realized unless the digital divide is addressed through concerted efforts – including the Digital India campaign and the availability of affordable computing devices. Private sector skepticism about the rigor of some ODL programmes also persists, though the global shift toward skills-based hiring is gradually changing that perception.

From a Bombay University correspondence experiment to a nationally recognized system serving tens of millions of learners, India’s journey in open and distance education reflects a consistent commitment to widening access – making room at the table for those who might otherwise have been left behind. The tools have changed dramatically, from postal envelopes to smartphones, but the core purpose has remained unchanged: bring quality education to whoever needs it, wherever they are.
