When a student sits through an entire school year and is judged solely on a single end-of-year exam, a large part of who they are – how they think, create, collaborate, and grow – goes completely unrecorded. This is the gap that Continuous and Comprehensive Evaluation (CCE) was designed to fill. Mandated under the Right of Children to Free and Compulsory Education Act, 2009, CCE introduced a school-based assessment framework that evaluates students not just on what they know academically, but on who they are becoming as individuals. At the heart of this framework lie two broad forms of evaluation: scholastic and co-scholastic – and together, they create a far more complete picture of a learner.

The two broad forms of CCE

CCE is built around the idea that a student’s development cannot be captured by one mode of evaluation alone. As the CBSE CCE Manual explains, the term “comprehensive” directly signals that evaluation must cover both scholastic areas – the academic subjects – and co-scholastic areas – the life skills, arts, physical health, and values that shape the whole person. The National Policy on Education (NPE 1986) had already established that evaluation should incorporate both scholastic and non-scholastic aspects spread across the total span of instructional time, and CCE formalized this vision into practice.

These two forms of CCE are not independent of each other. They complement one another, ensuring that while a child’s performance in Mathematics or Science is tracked rigorously, so is their ability to work in a team, manage stress, or express themselves through art. Together, they reflect the true goals of education.

Scholastic evaluation: assessing academic development

Scholastic assessment focuses on a student’s performance in core curricular subjects such as Mathematics, Languages, Science, and Social Sciences. But it goes well beyond testing memory. According to the IGNOU CCE framework, scholastic abilities include knowledge, understanding, application, analysis, synthesis, and creativity – a range that maps closely onto the levels of Bloom’s Taxonomy.

In practical terms, this means a student is assessed on whether they can recall a fact (knowledge), explain what it means (understanding), use it to solve a problem (application), break it down into parts (analysis), combine ideas in new ways (synthesis), and generate original solutions (creativity). This layered approach ensures that the brightest student who understands deeply is not outranked by one who simply memorizes well.

Formative assessment (FA)

Within scholastic evaluation, CCE uses two distinct modes. The first is Formative Assessment (FA), which is carried out continuously throughout the year by the teacher, both formally and informally. It is diagnostic and remedial in nature – its purpose is not to judge but to guide. As outlined in the CBSE CCE Manual, formative assessment is the evidence-gathering process that teachers use to adapt their teaching to meet student needs. FA typically includes class work, homework, oral questioning, quizzes, projects, and assignments. It carries a weightage of 40% in the overall scholastic grading structure.

The value of formative assessment lies in its timing. When a teacher identifies that a student is struggling with fractions during a lesson – not at the end of the term – they can intervene immediately, adjust their approach, or alert parents. This is the kind of early warning system that traditional annual exams simply cannot provide.

Summative assessment (SA)

The second mode is Summative Assessment (SA), conducted at the end of each term. This is the more familiar form of evaluation – a structured examination that measures how much a student has learned over a given instructional period. It accounts for 60% of the scholastic grade. According to CBSE’s CCE grading structure, an academic year is typically divided into two terms, each containing two formative assessments and one summative assessment, giving a total of four FAs and two SAs across the year.

Unlike pure terminal examinations, summative assessments under CCE are not used in isolation. They are part of a larger continuous process – one data point among many, not the only verdict on a child’s ability.

Subject-specific skills assessed in scholastic areas

CCE recognizes that different subjects demand different skills. Assessment in scholastic areas is therefore designed to be subject-sensitive. In Languages, the four skills of reading, writing, listening, and speaking are all assessed. In Science, students are evaluated on their ability to conduct experiments, analyze data, and correlate concepts to real-life situations. In Mathematics, problem-solving, data handling, and application of mathematical reasoning are prioritized. In Social Sciences, skills such as comprehension, critical analysis of social phenomena, and expression of ideas are central to evaluation.

CBSE has developed subject-specific formative assessment manuals for subjects like Hindi, English, Science, and Social Science that provide teachers with detailed guidance on tools and techniques suited to each discipline. This helps ensure that what is assessed is what actually matters in each subject.

Co-scholastic evaluation: assessing the whole person

If scholastic evaluation answers the question “What does this student know?”, co-scholastic evaluation answers a broader one: “Who is this student becoming?” Co-scholastic areas of CCE include life skills, attitudes, values, art and craft, health and physical education, and co-curricular activities. As the CBSE CCE Chapter 4 manual explains, the development of these aspects is essential for holistic growth and cannot be captured through written tests alone.

Co-scholastic assessment is typically done on a five-point grading scale and is conducted at the end of the year, though evidence for it is gathered continuously through teacher observation over the full academic session.

Life skills

Life skills form one of the most important components of co-scholastic evaluation. These are defined by the World Health Organization as abilities for adaptive and positive behaviour that enable individuals to deal effectively with the demands and challenges of everyday life. CCE groups life skills into three core categories: thinking skills (self-awareness, problem-solving, critical and creative thinking), social skills (interpersonal relationships, communication, empathy), and emotional skills (managing feelings, dealing with stress). Teachers assess these through checklists, observations, anecdotal records, and portfolios – tools that capture behaviour over time rather than performance at a single moment.

Attitudes and values

CCE also evaluates students’ attitudes toward teachers, classmates, school programmes, and the environment, as well as the values they demonstrate in their daily behaviour. Values are understood here as the beliefs that guide a person’s actions – ethical, moral, and spiritual in nature. Assessment in this area is observational and qualitative, carried out by the class teacher over a continuous period. The value framework in CCE is largely drawn from the Constitution of India, reinforcing the idea that education should build not just capable students but responsible citizens.

Art and craft education

Art education is a recognized co-scholastic domain in CCE. Students can be assessed in areas such as drawing, creative writing, poster-making, and performing arts including music, dance, and drama. Evaluation is done through continuous observation recorded in anecdotal record forms, with consolidation twice in an academic session. A three-point grading scale – awarded based on whether a student demonstrates “most,” “many,” or “few” of the defined indicators – is used to assign grades in these areas.

Health and physical education

Physical health and fitness are not optional extras under CCE – they are mandatory components of co-scholastic assessment. Research has shown that physically fit students tend to perform better across other areas of learning as well. Students are evaluated on their participation in sports, games, yoga, and other physical activities. CCE’s attention to this area reflects the understanding that mental, emotional, and intellectual growth are deeply connected to physical well-being.

Co-curricular activities

Beyond arts and sports, CCE includes the assessment of a student’s participation in activities such as Literary and Creative Skills clubs, Eco Clubs, and Health and Wellness Clubs. The CBSE CCE scheme at the secondary stage proposes that every learner be assessed for a minimum number of such activities, ensuring that co-curricular engagement is not left to chance but is systematically built into the evaluation structure.

Tools and techniques used across both forms of CCE

One of the defining features of CCE is the variety of assessment tools it employs. Rather than relying on a single instrument, CCE draws from a broad toolkit to ensure that different kinds of learners and abilities are captured fairly. The primary tools and techniques include:

Observation – The most foundational tool, used especially in formative and co-scholastic assessment. Teachers observe students during classroom activities, group work, and extracurricular participation and record these observations systematically.

Portfolios – Collections of a student’s work over time that show growth, effort, and achievement. Portfolios are particularly effective for assessing creative and analytical development in a way that test scores cannot.

Projects and assignments – These require students to apply their learning to real-world or subject-specific problems. In Science, for instance, a student might conduct an experiment and present findings; in Social Science, they might research a local issue and propose solutions.

Oral tests and presentations – These assess a student’s ability to articulate concepts, demonstrate understanding through spoken language, and communicate ideas clearly – skills that written exams rarely capture.

Checklists and anecdotal records – Structured tools that help teachers document specific behaviours and indicators systematically, especially for life skills and co-scholastic areas.

Written tests and quizzes – The more traditional tools, still used within formative assessment as shorter, lower-stakes checkpoints on subject-specific understanding.

Peer assessment and self-assessment – CCE also encourages students to evaluate each other’s work and their own progress. This builds metacognitive awareness – the ability to reflect on one’s own learning – which is a critical skill for lifelong learning.

The combination of these tools ensures that assessment under CCE is, as the framework intends, both valid (testing what it claims to test) and reliable (producing consistent results across observations).

Why the balance between scholastic and co-scholastic matters

For decades, conventional evaluation focused almost entirely on scholastic performance – a student’s mark in a written test determined everything. As the CBSE CCE documentation notes, this overemphasis on summative scholastic results came at a cost: the behavioural outcomes of co-scholastic areas received little importance, and the goal of holistic development remained largely theoretical. CCE’s insistence on evaluating both forms shifts the balance. A student who struggles in Mathematics but demonstrates exceptional creativity, empathy, or leadership is no longer invisible to the system. Their strengths are documented, recognized, and valued.

This does not mean the academic rigour of scholastic assessment is diluted – it means the two forms work together. Together, scholastic and co-scholastic evaluation create a reporting system that tells a fuller story: one that parents, teachers, and students themselves can use to understand not just where a child stands academically, but where they are headed as a complete person.
