Every teacher, at some point, asks the same fundamental question: How do I know if my students are actually learning? The answer lies in evaluation – but not all evaluation works the same way. Two types sit at the heart of educational assessment: formative evaluation and summative evaluation. They serve different purposes, operate at different points in the learning journey, and have very different impacts on both teaching and student outcomes. Understanding the distinction between them isn’t just academic – it directly shapes how effectively a teacher can support every student in the classroom.

Origins of the terms
The terms “formative” and “summative” evaluation were not always part of everyday teaching vocabulary. They were first introduced by educational theorist Michael Scriven in 1967, in the context of instructional design and curriculum theory. Scriven used these terms to distinguish between two fundamentally different purposes of evaluation – one that guides and improves a process while it is still happening, and another that judges a finished product. Decades later, the distinction remains just as relevant and is now foundational to modern classroom practice.
What is formative evaluation?
Formative evaluation is an ongoing, in-process evaluation that takes place during the course of instruction. Its primary goal is not to grade students, but to monitor their progress and provide feedback that improves learning while it is still happening. Formative assessments are employed while learning is ongoing to collect information on whether course objectives are being advanced and how teaching can be improved. In other words, the teacher uses formative data to steer instruction – adjusting pace, revisiting misunderstood concepts, or offering additional support where needed.
A key characteristic of formative evaluation is that it is typically low stakes. Formative assessments generally have low or no point value, which reduces the pressure on students and creates space for honest engagement with material. The focus is on the process of learning, not on ranking or certifying students.
Common methods of formative evaluation
Formative evaluation is flexible and can take many forms depending on the subject and grade level. Common examples include asking students to draw a concept map in class to represent their understanding of a topic, submit one or two sentences identifying the main point of a lecture, or turn in a research proposal for early feedback. Beyond these, teachers also use classroom discussions, peer assessments, observation of student work, short quizzes, reflective journals, and question-and-answer sessions – both planned and spontaneous. Observations during in-class activities and conferences between the instructor and student at various points in the semester are also widely recognized formative tools. What matters most is that the information gathered feeds directly back into teaching decisions.
What is summative evaluation?
Summative evaluation works differently. Rather than supporting learning while it is in progress, summative evaluation involves making judgments about the efficacy of a program or course at its conclusion. It measures what students have learned after instruction is complete – at the end of a unit, semester, or academic year.
Summative evaluations are typically high stakes and formally graded. The goal of summative assessment is to evaluate student learning at the end of an instructional unit by comparing it against some standard or benchmark, and these assessments often carry a high point value. Examples include final exams, midterm papers, end-of-unit tests, senior projects, and standardized national assessments. The results of summative evaluation are used to determine grades, decide on certification or promotion, and evaluate the overall effectiveness of a curriculum or teaching programme.
The purpose of summative evaluation
While formative evaluation looks forward – asking “what can we do better?” – summative evaluation looks back. Summative assessment provides information to judge the general values of instructional programs, and its major goal is to gain a measurement of attainment to be used in making decisions. This can include decisions at the institutional level, such as evaluating whether a curriculum is achieving its stated goals, or at the individual level, such as whether a student has earned a qualification. Importantly, summative assessment looks back and takes stock of how well students have fulfilled goals but does not essentially pave the way to future improvement.
Key differences between formative and summative evaluation
Although both types of evaluation are essential components of a sound educational system, they differ from each other in several important ways. The distinctions can be understood across four core dimensions:
Timing: Formative evaluation occurs throughout the learning process – at regular intervals during instruction. Summative evaluation takes place at the end of a defined learning period, such as after a unit, semester, or course.
Purpose: Formative assessments aim to identify strengths, challenges, and misconceptions and evaluate how to close those gaps, while summative assessments are designed to measure overall achievement and assign a final grade or certification.
Focus: Formative evaluation focuses on the process of learning. Summative assessment assesses the final product, judging how well students have mastered the material by the end of instruction.
Stakes and grading: Formative evaluation is generally ungraded or carries minimal weight. Summative evaluation is almost always formally graded and often determines significant outcomes such as academic progression or certification. Formative assessments let students show that they’re learning, and summative assessments let them show what they’ve learned.
A well-known way to understand this distinction comes from Professor Robert Stake: When the chef tastes the soup, that’s formative evaluation. When the guests taste the soup, that’s summative. The chef can still adjust the seasoning. The guests receive the final result.
Impact on teaching
Formative evaluation has a direct and immediate effect on instructional practice. Formative data helps teachers adjust instruction quickly – small misunderstandings get addressed right away, before they turn into larger learning gaps that are harder to fix later. Teachers often use formative results to decide what to do next in class – slowing down, providing another example, or pulling aside a small group for additional support.
Research strongly supports this impact. Formative assessment not only encourages student engagement and critical thinking but also enables immediate feedback, which supports instructors in refining their teaching strategies, guiding instructional decisions, and promoting reflective teaching practices. This continuous feedback loop makes teaching more responsive and ultimately more effective.
Summative evaluation, on the other hand, informs teaching at a broader level. At the system level, summative data supports program evaluation, curriculum review, and reporting – helping schools and education systems understand where adjustments are needed across entire grade levels or subjects. However, this feedback arrives too late to change instruction for the students who have already been assessed.
Impact on student learning
The impact of formative evaluation on student learning is well-documented and significant. A meta-analytical review of studies from 2000 to 2023 found that formative assessment significantly enhances student achievement, promotes self-regulated learning, and fosters a more inclusive learning environment – with key factors being feedback quality, student engagement, and teacher proficiency.
The research of Black and Wiliam – widely cited across the education field – found that effect sizes of formative assessment on student achievement ranged between 0.4 and 0.7 across age groups from 5-year-olds to university undergraduates, a substantial positive effect by educational research standards. Students who regularly receive formative feedback develop better metacognitive skills, stronger self-regulation, and greater motivation to learn.
Summative evaluation also matters for students – but in a different way. It can motivate students to consolidate their learning and work toward clearly defined goals. Summative assessments can be effective in promoting learning when designed carefully – particularly those that test students’ ability to apply skills rather than recall facts by rote memorization, allowing for a more holistic evaluation of understanding and performance.
Why both types of evaluation are necessary
Formative and summative evaluations are not competitors – they are complementary. A classroom that relies only on summative evaluation risks missing students who are struggling until it is too late to help them. A classroom that uses only formative evaluation may lack the structured accountability needed to certify learning and maintain standards. A balanced assessment framework uses formative, interim, and summative assessments together to support instruction, monitor progress, and evaluate outcomes, giving both teachers and students a complete and accurate picture of learning over time.
Instructors can use both assessment types in conjunction to promote student motivation, metacognition, and understanding of course content – and should use the insights from formative assessments to inform future teaching practice. Even summative data, when carefully reviewed, can guide improvements to future instruction. Information from summative assessments can be used formatively when students or faculty use it to guide their efforts and activities in subsequent courses.
Practical integration in the classroom
For teachers, integrating both types of evaluation does not require complex systems. It begins with intentional planning – deciding upfront what evidence of learning will look like at each stage of a unit, and how feedback will be delivered and acted upon. Wiliam outlined five core strategies for effective formative assessment: clarifying learning goals and success criteria, designing tasks that reveal learning progress, offering feedback that drives improvement, fostering peer-assisted learning, and guiding students to take ownership of their learning. These strategies, built consistently into classroom routines, create an environment where formative and summative evaluation each play their proper role.
Summative assessments, meanwhile, become more meaningful when they reflect the skills and knowledge that students have been building throughout the unit – not just what they can recall in a high-pressure test. Projects, portfolios, and performance tasks can serve as summative evaluations that capture a richer, more accurate picture of student achievement.
