Curriculum planning is not a single event that happens in one room by one group of people. It is a layered, ongoing process that spans from government offices all the way to individual classrooms. According to curriculum development literature, there are seven distinct situations or levels at which curriculum planning takes place – and understanding each one is essential for anyone who wants to grasp how education systems actually function. These levels represent the full range of decision-makers involved in shaping what students learn, how they learn it, and why.

Why curriculum planning happens at multiple levels

No single person or body can address every educational need across a nation. A central government cannot know the cultural nuances of a remote village school. A classroom teacher cannot single-handedly set national learning priorities. This is precisely why curriculum planning is distributed across seven levels – each addressing a specific scope of educational need. The decisions made at each level cascade downward, shaping what eventually happens in a classroom. Together, they ensure that education is both standardized where needed and flexible where it matters.

The seven levels of curriculum planning

1. National level

At the top of the hierarchy is national-level curriculum planning. This involves subject experts and scholars from various institutions across the country who examine whether the existing curriculum is outdated, inadequate, or sufficient for current and future needs. Their work includes identifying significant subject matter, determining its sequence, suggesting learning activities, providing supplementary materials, and recommending evaluation procedures.

The result is often described as “teacher-proof” – meaning the curriculum is designed to be implemented by teachers as-is, without requiring significant personal input. In India, for example, the central government establishes education policies, with the National Council of Educational Research and Training (NCERT) providing guidance on curriculum matters across the country.

However, this level raises important questions: Can national experts fully understand the learning needs of local communities? Do subject scholars know enough about learner characteristics to make the curriculum truly meaningful? These tensions between expert knowledge and ground-level realities are central challenges at this level.

2. State level

State-level curriculum planning brings the national framework closer to regional reality. A committee is formed under the state education department, typically comprising teachers, principals, coordinators, and subject scholars. This committee determines what the overall program across the state should look like, based on learner characteristics, broad educational goals, and government policies. After deliberation, the committee produces a model curriculum that is sent to all institutions within the state.

State-level curricula are typically developed with greater involvement of classroom teachers and school administrators, making them more specific than national frameworks and easier for teachers to connect to daily instruction. However, questions remain about whether a uniform state curriculum can accommodate the diverse needs of different districts, and whether it limits the professional autonomy of individual teachers.

3. System-wide (institution-system) level

The system-wide level, often called the district or local government level, operates between the state and individual schools. The planning team here includes teachers at all levels, coordinators, and qualified citizens who work together to identify gaps, study what students are actually learning, and suggest improvements. This level also organizes curriculum development projects and professional growth activities for educators.

Key questions at this level include which specific local problems should be addressed through curriculum planning, how to involve more teachers and community members in the process, and which topics in the current curriculum are no longer relevant to local learners.

4. Building (institution) level

The building level refers to individual schools or institutions. Here, a team made up of parents, teachers, administrators, and students works together to establish or revise policies for that specific institution. Unlike the higher levels, this one acknowledges that student experiences are shaped not only by formal academic activities but also by day-to-day interactions within the school environment.

This gives rise to the concept of the hidden curriculum – the unplanned but powerful learning that occurs through social interactions, grading methods, grouping patterns, administrative structures, and teacher behavior. As curriculum theorists note, hidden values and practices must be accepted as a fully legitimate part of what is planned for students, because they influence learning whether positively or negatively. Decisions at this level must therefore address both the visible and hidden dimensions of school life.

5. Teacher-team level

At the teacher-team level, a group of educators from different subject areas come together to collaboratively plan a unit of learning. This is sometimes called an interdisciplinary approach, because the planning crosses subject boundaries. Teacher collaboration at this level advances teacher learning, addresses context-specific issues, fosters collegiality, reduces isolation, and leads to deeper insights about teaching and learning – with improved student outcomes as the overarching goal.

Research shows that when teachers collaborate in curriculum design teams, they develop procedural knowledge for planning – analysing syllabi, setting objectives, determining structure, and making decisions about implementation. For example, a science teacher and a history teacher might co-plan a unit on the Industrial Revolution, with one covering technological developments and the other covering their social consequences. When collaborative planning runs smoothly, each teacher owns their subject strand but also understands the whole and how different subject areas intersect.

Key questions at this level include what benefits are expected from interdisciplinary planning, what obstacles might disrupt collaboration, and how different disciplines can be meaningfully connected without losing subject-area depth.

6. Individual teacher level

At the individual teacher level, a single educator takes full responsibility for planning the learning experience within their classroom. This includes setting learning objectives, choosing teaching methods, sequencing content, selecting resources, and determining how student learning will be assessed. While teachers work within the frameworks handed down from higher levels, this is where curriculum truly becomes personalized instruction.

The daily lesson plan is considered the most important educational document a teacher uses during the school year. Teachers are expected to reference curriculum standards in every lesson and design instruction that is accessible and memorable for all students. Their experience, creativity, and pedagogical skill determine how effectively the curriculum is translated into actual learning. It is broadly accepted that curriculum change cannot succeed when teachers are merely viewed as implementers of others’ plans – their agency and professional judgment are indispensable.

7. Cooperative (classroom) level

The seventh and final level is the most democratic of all: cooperative curriculum planning between students and teachers within the classroom itself. At this level, both the teacher and students jointly determine goals, select learning methods, and decide on evaluation approaches for specific topics. This is not merely a pedagogical choice – it is a philosophical one that positions students as active participants in shaping their own education.

Collaborative planning at the classroom level works best when it establishes shared understanding of goals and objectives, focuses on individual student strengths, and includes clear structures for joint decision-making. When students have a voice in how they learn and how their learning is assessed, their engagement and ownership of the learning process increases significantly. This level is the most fluid and responsive – and often the most impactful from the student’s perspective.

How the levels work together

These seven levels do not function in isolation. Each one influences and depends on the others. National frameworks provide direction; state committees translate them into regional priorities; system-wide teams identify local challenges; institutions tailor programs to their communities; teacher teams create cross-disciplinary connections; individual teachers personalize instruction; and cooperative classroom planning gives students agency. Throughout this process, teachers, administrators, and all those responsible for curriculum should remain involved – sharing the same information and expectations to ensure coherence from top to bottom.

Coordination across levels is also where challenges arise. Local curricula align with state curricula, which in turn align with national frameworks, so the national structure provides an umbrella of direction for institutions at every tier. But this alignment is not automatic. It requires deliberate communication, professional development, and institutional support at each stage.

Challenges in multilevel curriculum planning

Despite its strengths, a stratified approach to curriculum planning comes with real tensions. The gap between national expert knowledge and local learner needs can lead to curricula that are theoretically sound but contextually irrelevant. Disparities in resources between districts and schools mean that even a well-designed curriculum may be implemented inconsistently. Teacher quality varies, affecting how faithfully and creatively the curriculum is delivered. And involving students in cooperative planning requires a level of institutional trust and flexibility that not all schools can easily provide.

Research on teacher design teams emphasizes that the presence of motivated, enthusiastic educators is crucial for sustainable curriculum collaboration – without it, even well-structured planning processes tend to lose momentum over time. Addressing these challenges requires not just structural solutions, but a genuine commitment to collaboration at every level.

The value of understanding all seven levels

For educators, understanding where decisions are made and by whom is not just academic knowledge – it is professionally empowering. A teacher who understands that their individual planning sits within a larger system can better align their lessons with broader goals while also advocating for changes when the system is not meeting student needs. A school administrator who sees the full picture can build structures that bridge national directives and classroom realities. Deep, meaningful learning requires that groups of teachers pool their talents, resources, and efforts to maximize coherence, relevance, and connections across content areas – and that kind of collaboration only becomes possible when everyone understands the level they operate at and how it connects to the rest.
