In education, the words “problem solving” and “decision making” are often used as if they mean the same thing. A teacher faces a drop in student engagement – is that a decision to make or a problem to solve? A school principal must choose between two teaching strategies – is that problem solving or decision making? The answer matters, because approaching a challenge without a structured process can end up making things worse. Understanding where each process begins, ends, and overlaps is essential for anyone working in education.

Structured problem solving offers alternative solutions to a problem, whereas decision making is about choosing which one of those possible solutions to implement. That single sentence captures the most important distinction. Problem solving is the broader, more exploratory process. Decision making is the narrower, more focused act that sits inside it.
Think of it this way: problem solving maps the territory – it identifies what is wrong, explores why it happened, and generates possible remedies. Decision making involves the process of choosing from among several alternatives to move forward. Without the groundwork of problem solving, any decision made is essentially a guess.
In educational settings – whether in a classroom, a curriculum committee, or a school administration – the two processes are constantly intertwined. A head of department noticing a school-wide literacy gap needs to first work through a problem-solving process before deciding on an intervention. A teacher choosing between two assessment formats is making a decision, and that decision is only sound if the problem it addresses has been properly understood first.
What problem solving looks like in education
Problem solving is a process of finding and implementing a solution to a challenge or obstacle – and in educational contexts, it almost always involves multiple stakeholders and stages. The problem-solving model is an evidence-based way of working that can be applied at any level, from an individual classroom to an entire institution.
The process is typically broken into four key stages: identification, solution development, evaluation, and implementation. Each stage is distinct and requires different skills and inputs.
Stage 1: Identification
The first and most important step is clearly defining the problem – without it, finding a genuine solution becomes very difficult. In education, this means moving beyond surface observations. “Students are performing poorly” is not a problem statement – it is a symptom. A proper problem identification asks: what specifically is happening, when did it start, who is affected, and what data supports the concern?
Effective problem solving requires answering questions like: What changed, when, and why? What is the tangible evidence of the problem? What caused the change? And is this deviation significant enough to require resolution? In an educational setting, this phase often involves reviewing student performance data, gathering teacher feedback, observing classroom dynamics, and speaking with parents.
The number of steps in a problem-solving process may vary, but all structured problem solving follows a general sequence that begins with describing the difference between current and desired levels of performance. That gap – between what is and what should be – is the problem in precise terms.
Stage 2: Solution development
Once the problem is clearly identified, the next stage is generating possible solutions. This is where creativity, collaboration, and analytical thinking come together. Effective problem solving in educational teams requires priority areas to be identified and action plans to be developed to improve upon current practices.
In schools, this phase might involve teachers brainstorming differentiated instruction strategies, administrators exploring policy changes, or curriculum designers reviewing the scope of learning materials. The goal is not to find one answer immediately but to generate a meaningful set of options worth evaluating. The wider and more diverse the input at this stage, the stronger the eventual solution is likely to be.
Stage 3: Evaluation
Not every solution idea is equally viable. The evaluation stage involves weighing each option against clear criteria – effectiveness, feasibility, resource requirements, and potential unintended consequences. When assessing potential solutions, decision-making tools such as a decision matrix can help evaluate options carefully to select the best.
For example, a school evaluating literacy intervention programs would assess each option against criteria such as cost, staff training requirements, evidence base, and time to see results. Once countermeasures have been developed, it is important to evaluate whether they will actually solve the problem – and if not, further action may be needed. This rigorous stage prevents schools from committing resources to solutions that look promising but have not been critically tested.
Stage 4: Implementation
Implementation is where theory becomes practice. Effective implementation involves developing a detailed action plan with clear responsibilities and timelines, implementing on a small scale when possible, and regularly monitoring and adjusting the solution as needed.
In education, this might mean piloting a new teaching method in one class before rolling it out school-wide, or introducing a revised assessment policy for one term before making it permanent. The key is that implementation is not the end of the process. Monitoring outcomes and being willing to adjust based on evidence keeps the solution working as intended.
Where decision making fits into the framework
Decision making does not stand apart from problem solving – it operates within it. A broader conception of organisational behaviour integrates activities of problem solving – such as choosing which issues require attention – and decision making – such as choosing among alternative actions. In other words, decisions are being made throughout the problem-solving process, not just at the end of it.
A teacher decides which data is worth collecting during problem identification. A team decides which solutions are worth developing. A principal decides which option to implement. Each of these is a decision, embedded within the larger arc of solving a problem. However, the most visible and consequential decision – the one most people associate with “decision making” – comes at the transition between evaluation and implementation.
That is the moment when the range of possibilities narrows to a single course of action. Effective executives and leaders do not make a great many decisions – they concentrate on the important ones, focusing on what is strategic and significant rather than tactical and reactive. For educators, this means resisting the pressure to make quick decisions before the problem-solving process has done its work.
Why the distinction matters for educators
When problem solving and decision making are confused, two common errors arise in educational settings. The first is premature decision making – jumping to a solution before the problem is properly understood. A school might decide to adopt a new reading programme simply because another school reported good results, without first determining whether the problem it addresses is the same problem their students face.
The second error is incomplete problem solving – going through the motions of identifying and evaluating without ever committing to a decision and implementing. Endless committee meetings that produce reports but no action are a familiar result of this failure.
Researchers at MIT Sloan Management Review called structured problem solving the “most underrated skill in management” because most managers who fail to understand what problem they are trying to solve jump to conclusions. The same applies to education leadership. The ability to slow down, diagnose accurately, and build solutions systematically – before making the decisive call – is what separates reactive management from genuine institutional improvement.
A practical view: the two processes working together
In practice, problem solving and decision making are not sequential steps in a neat chain – they are interwoven throughout any significant educational challenge. With practice, a problem-solving framework can become intuitive, and effective organisations tend to have a consistent and ongoing ability to discover and tackle challenges when they come up.
Consider a school where student attendance has declined over a semester. The problem-solving process begins with identifying the scope and root causes – are absences concentrated in certain year groups, certain subjects, or tied to external factors? Solutions are then developed: targeted outreach to families, schedule adjustments, peer support programmes. These are evaluated against the school’s capacity and evidence of effectiveness. A decision is made about which approach to pilot. That decision is informed by everything the problem-solving process has uncovered – not made in isolation from it.
This is what it means for decision making to be integrated within the problem-solving framework, rather than separate from it. The decision is the culmination of a process, not a substitute for one.
