Every school, college, or university is a web of relationships – between principals and teachers, teachers and students, departments and administration. But how exactly does information travel through this web? That’s where communication networks come in. A communication network is the pattern or pathway through which information flows between individuals or groups within an organization. Research by Bavelas (1950) and Leavitt (1951) established that where a person sits within a communication network directly affects their behaviour and performance. In educational institutions, these networks determine not just who talks to whom – they shape decision-making speed, teacher engagement, collaboration quality, and ultimately, institutional effectiveness.

What are communication networks?
Communication networks are the formal and informal pathways through which information moves within an organization. They define who can communicate with whom, in what direction, and through what channels. In educational settings, effective communication has a measurable impact on school effectiveness – from how well teachers coordinate to how quickly administrative decisions reach classrooms. These networks are broadly classified into formal networks (following official hierarchical channels) and informal networks (the unstructured “grapevine”). Within formal networks, five key patterns are commonly studied: the single chain, wheel, circle, free flow, and inverted V.
The five types of communication networks
1. Single chain network
The single chain is one of the most straightforward communication structures. Information flows from every superior to their subordinate through a single chain, and the scalar chain of command is strictly followed at every step. Think of it as a relay race – the principal informs the vice principal, who informs department heads, who inform teachers, and so on.
In educational institutions, this structure is common in highly hierarchical setups. While it maintains clear lines of authority and accountability, it has real limitations. Feedback travels slowly – or not at all. Decision-making can be delayed because each layer must wait for the layer above to act. Leaders at the top can become bottlenecks, overwhelmed by the responsibility of ensuring information reaches every level. In large schools with many hierarchical tiers, distortion of messages is also a risk, as content gets filtered through multiple hands before reaching the intended recipient.
2. Wheel network
The wheel network places one central person – typically a leader or manager – at the hub, with all others connected only to that central figure. In this most centralized form of communication, all information flows through one individual, and other members have little to no direct communication link with each other. The leader deliberately controls the flow of information and ensures it reaches everyone in the group.
In a school setting, this might look like a principal who personally channels all directives to teachers, without teachers coordinating directly among themselves. The wheel network is fast and efficient for simple, task-oriented instructions. However, it is heavily dependent on the capacity and availability of the central person. If the principal is absent or overloaded, the entire communication system stalls. It also leaves little room for peer collaboration or bottom-up feedback, which are increasingly recognized as critical to faculty engagement and organizational commitment in educational institutions.
3. Circle network
In the circle network, each individual can communicate only with the two people adjacent to them – the person on their immediate left and right. Unlike the chain, the circle allows the lowest-level worker to communicate with the top manager, meaning the formal chain of command is not strictly observed. It is a decentralized structure that promotes more participative communication.
In schools, the circle network often appears within subject departments or project teams, where peers share information horizontally. It encourages collaboration and gives every member an equal opportunity to participate. The downside is that reaching someone further along the circle requires passing through multiple people, which can slow information down and increase the chance of distortion. Despite this, the participative nature of the circle network aligns well with collaborative teaching practices and team-based planning in educational environments.
4. Free flow network
The free flow (also called the all-channel) network is the most decentralized of all. There are no restrictions on communication – everyone can freely interact with anyone else, and because of this, information travels very fast. There is no defined hierarchy or mandated direction. Communication can happen across all levels simultaneously.
In educational institutions, the free flow network appears most naturally in collaborative staff meetings, interdepartmental committees, or informal teacher networks. It is especially well-suited to environments where innovation and creative problem-solving are priorities. Research on higher education institutions confirms that when internal communication is open and multi-directional, it significantly boosts employee engagement, job satisfaction, and organizational loyalty. The trade-off, however, is a potential lack of structure – without clear channels, information overload or lack of coordination can emerge, particularly in larger institutions.
5. Inverted V network
The inverted V network is a hybrid structure. In this pattern, a subordinate is allowed to communicate not only with their immediate superior but also with the superior’s superior – though this latter communication is limited and prescribed. It essentially bridges the strict top-down flow of the single chain with slightly more open upward access.
In schools, this might occur when a teacher can approach both their department head and the principal directly, but formal cross-level communication is still controlled. The inverted V is practical in medium to large institutions where some degree of central control is needed, but rigid chain-only communication would be too slow or disconnected. It allows department heads and staff to coordinate across levels without completely dismantling the hierarchy. However, as the number of communication pathways increases, managing them without confusion requires clearly defined protocols.
How communication networks affect organizational performance
The design of a communication network has a direct bearing on how an educational institution functions day to day. Studies show that if we can measure teacher satisfaction with communication, we can significantly predict institutional effectiveness – making communication structure not just an administrative matter, but a strategic one.
Decision-making is perhaps the most directly affected area. Centralized networks like the wheel or single chain enable quick top-down directives, but they limit the flow of ground-level information upward, meaning leaders may make decisions without adequate input from those most affected. Early research by Guetzkow and Simon found that centralized networks improved information diffusion for simple tasks, while decentralized structures were more effective for complex problem-solving.
Teacher and staff engagement is also closely tied to how communication is structured. Educational organizations that evaluate information flow, feedback adequacy, and interactive support in their communication systems are more likely to see high faculty engagement and organizational commitment. When staff feel informed and heard, they are more motivated and less likely to disengage from their roles.
Collaboration and innovation thrive in more decentralized networks. Open, multi-directional communication allows ideas to surface from any level of the institution, not just from the top. When teams communicate effectively, they reduce workplace conflict and improve collaboration – a dynamic that is particularly important in schools, where cross-departmental cooperation directly affects student outcomes.
Student engagement, too, is shaped by communication structures. Research on higher education during and after the COVID-19 pandemic found that a lack of effective instructor-student communication negatively impacted students’ grades, motivation, and overall learning progress – underscoring how critical open communication channels are at every level of an educational institution.
Choosing the right network for your institution
There is no single “best” communication network. The right structure depends on the size of the institution, the nature of its tasks, and its organizational culture. A large school with multiple departments and formal reporting lines may benefit from the structure of a wheel or inverted V, ensuring central coordination and accountability. A smaller, project-driven institution or a collaborative academic department may find the circle or free flow network more productive, encouraging peer input and shared ownership of decisions.
In practice, most educational institutions operate with a blend of networks – formal hierarchical channels for policy communication, circular or free flow structures for academic collaboration, and informal grapevines that inevitably emerge alongside them. Research on school principals’ communication practices highlights that leaders who actively manage communication structures – adapting them to context – are better positioned to resolve conflicts, drive change, and foster a healthy school climate. Recognizing which network is at play in any given situation is the first step toward making it work more effectively.
