Every classroom contains a wide spectrum of learners – students who are visual thinkers, students who learn best by doing, students who speak multiple languages, students with learning disabilities, and students who simply struggle to stay engaged with traditional lecture-style teaching. For decades, educators have tried to address this diversity through after-the-fact accommodations – adding ramps after buildings are built, so to speak. Universal Design for Learning (UDL) flips that logic entirely. It asks educators to design for the full range of learners from the very beginning, making classrooms genuinely accessible – not as an exception, but as a standard.

What is Universal Design for Learning?

Universal Design for Learning is an educational framework based on research in cognitive neuroscience that guides the development of flexible learning environments capable of accommodating individual learning differences. Developed by CAST (Center for Applied Special Technology), UDL is built on a foundational premise: barriers to learning exist in the design of the environment, not in the student. When a student cannot access a lesson, the lesson – not the student – needs to change.

The concept originated in architecture. Ron Mace’s idea of universal design in the built environment – creating spaces usable by people of all ages and abilities – inspired educators to apply the same thinking to curriculum. The UDL framework was first defined by David H. Rose of the Harvard Graduate School of Education and CAST in the 1990s, and has since been referenced in major U.S. legislation including the Higher Education Opportunity Act of 2008 and the Individuals with Disabilities Education Act (IDEA). Today, many countries around the world have adopted UDL policies as part of broader efforts to achieve inclusivity in education.

It is important to note what UDL is not: it is not a single instructional method, nor is it a one-size-fits-all solution. While the word “universal” might suggest a uniform approach, UDL is actually the opposite – an adaptive framework that allows equal opportunity for all students by building in multiple pathways to learning from the start.

The neuroscience behind UDL

UDL is not built on educational theory alone. It draws directly from cognitive neuroscience. Using brain scanning technologies, researchers identified that the human brain processes learning through three primary neural networks. These are the affective network, which regulates motivation and engagement; the recognition network, responsible for processing and understanding information; and the strategic network, which governs planning, execution, and expression of knowledge.

What neuroscience also confirms is that human minds, though they may look structurally similar, are as individually differentiated as fingerprints in terms of anatomy, chemistry, and physiology. Learning takes place through communication within and between neural networks, and this communication varies significantly from person to person. Because there is no “average” brain and therefore no “average” learner, planning, teaching, and assessing based on a hypothetical average student is counterproductive. UDL makes variability – not disability – the central design consideration.

The three core principles of UDL

CAST’s UDL Guidelines are organized around three principles that directly correspond to the three brain networks involved in learning. Each principle addresses a different dimension of the learning process.

1. Multiple means of engagement (the “why” of learning)

This principle aligns with the brain’s affective network – the system responsible for emotion, motivation, and self-regulation. It addresses why learning material is relevant to students and their personal goals and motivations. In practice, this means stimulating and maintaining enthusiasm by offering students choices in how they engage with content – connecting lessons to real-world interests, giving learners some control over the tools they use, and helping them understand why what they are learning matters.

Engagement is not about keeping students entertained. It is about sustaining genuine effort and persistence over time. When students can self-regulate and see the purpose behind their learning, they are far more likely to stay committed through challenges. Teachers can support this by incorporating different formats – podcasts, collaborative tasks, real-world problems, formative self-reflections – that allow students to connect with content in ways meaningful to them.

2. Multiple means of representation (the “what” of learning)

This principle corresponds to the recognition network – the part of the brain that gathers and makes sense of information. The recognition network addresses the question “What is it?” and is central to how students gather and process knowledge. Since students differ in how they perceive and comprehend information, UDL calls for presenting content in multiple formats rather than relying on a single mode.

A teacher following this principle might pair a written text with an audio recording, add visual diagrams alongside verbal explanations, provide glossaries for complex terms, or use video alongside traditional lecture. The goal is to ensure that no student is locked out of content simply because of how it is delivered. UDL incorporates flexibility into the curriculum from the outset, avoiding the need for time-consuming, individual retrofitting after the fact.

3. Multiple means of action and expression (the “how” of learning)

This principle aligns with the strategic network – the system that plans, organizes, and executes actions. It addresses how students demonstrate what they know. Traditional classrooms often rely heavily on written tests and essays as the primary mode of assessment. UDL challenges this by offering flexible alternatives: oral presentations, portfolios, creative projects, video demonstrations, or multimedia responses.

This principle also encompasses goal-setting, where teachers help students identify learning goals and guide them in monitoring their own progress. When students can choose how they express their understanding – in ways that align with their strengths – they are more likely to demonstrate their actual knowledge rather than be penalized for a format mismatch. Applying UDL principles enhances students’ academic ability across diverse backgrounds by enabling teachers to design an accessible curriculum that minimises barriers.

UDL vs. accommodation: a fundamental shift in thinking

A common misconception is that UDL simply formalizes what teachers already do when they accommodate individual students. The difference is more fundamental than that. Traditional accommodation is reactive: a student is identified as needing support, and modifications are made after the curriculum is already designed. UDL is proactive: the curriculum itself is built from the start to reduce barriers for all learners.

A singular emphasis on assistive technology or individual accommodation places the burden of adaptation on the learner rather than on the curriculum itself – it accepts an inflexible curriculum as a given and then finds ways to make it accessible to particular learners. UDL rejects this logic. It does not eliminate the need for individualized support in severe cases, but it significantly reduces the number of students who need it by removing unnecessary barriers upfront.

Research published in the International Journal of Inclusive Education shows that accommodations designed to meet specific needs benefit all learners, thereby promoting the success of all students – not just those for whom they were originally designed. Captioning benefits students in noisy environments. Flexible deadlines support students dealing with illness or family stress. Clear visual structures help students with ADHD and also help students who simply prefer organized information.

What UDL looks like in the classroom

UDL is not a rigid script. It is a planning framework. Lesson planning with UDL involves three stages: proactive design (analyzing objectives and anticipating student variability), implementation (delivering the lesson while observing how students use the options provided), and reflection and redesign (evaluating where improvements are needed).

In a UDL classroom, students rarely complete the same task in the same way at the same time. A science unit on ecosystems might allow students to read an article, watch a documentary, conduct a field observation, or analyze data – all working toward the same learning goal but through different pathways. Assessments might include written reports, oral presentations, or annotated diagrams. What matters is whether students have achieved the learning objective, not whether they all followed the same route to get there.

In a UDL environment, the learning environment can include barriers – in the design of curricular goals, assessments, methods, and materials – and UDL gives educators a framework to reduce those barriers by preparing a learning environment where students have what they need to flexibly meet learning goals.

UDL and technology

While technology is not required to implement UDL, digital tools significantly expand the range of options available to teachers and students. Text-to-speech software, captioning tools, interactive simulations, and digital annotation tools all support multiple means of representation and expression. UDL supports all children – including those with disabilities – to help them engage more fully in learning, but it doesn’t take the place of individualized curriculum modifications necessary for particular children. Technology strengthens UDL implementation but does not replace thoughtful, barrier-conscious curriculum design.

Does UDL actually work? what the research says

A systematic review and meta-analysis examining the effectiveness of UDL principles across educational settings found that UDL can improve student learning, especially in particular domains and when applied through professional development initiatives or classroom interventions. Studies span kindergarten through higher education and show consistent gains in academic achievement, engagement, and inclusive outcomes.

Research also demonstrates that even brief exposure to UDL – in the form of professional development for teachers – results in enhanced instruction, with both general and special education teacher candidates increasing the number of UDL strategies they incorporate in their lesson plans. This is encouraging: UDL implementation does not require a total curriculum overhaul. A practical entry point is the “Plus One Approach” – identifying one area where students consistently struggle and adding just one more flexible option for how they engage with or express that content.

UDL and inclusive education: the bigger picture

At its most fundamental level, UDL is a commitment to the idea that every student has the right to access meaningful, challenging learning – not as a special arrangement, but as a built-in feature of good teaching. UDL is a proactive approach to learning, teaching, and assessment design that supports the varied identities, competencies, learning strengths, and needs of every learner in the classroom and school community.

The goal of UDL is learner agency – students who are purposeful and reflective, resourceful and authentic, strategic and action-oriented. When schools move from designing for an imaginary “average” student toward designing for the full spectrum of human variability, they do not lower standards. They expand the number of students who can genuinely meet them. That is not accommodation. That is good education.
