Every classroom is a mosaic of learners – students who process information differently, communicate in distinct ways, and come with their own strengths and challenges. In an inclusive classroom, this diversity is not a problem to solve; it is a resource to harness. The real question is: what teaching and learning strategies actually help every student participate, understand, and grow? Research consistently points to a set of structured, student-centred approaches – particularly cooperative learning and peer tutoring – that can transform how diverse learners engage with content and with each other. This post unpacks those strategies, how they work, and why they matter in an inclusive setting.

What makes a classroom truly inclusive?
An inclusive classroom is more than a physical space where students with different abilities sit together. It is an environment designed so that all students – regardless of learning style, disability, language background, or ability level – can access the curriculum and participate meaningfully. Inclusive teaching goes beyond simply placing students with diverse needs into general education classrooms; it requires deliberate strategies that ensure every student feels valued, supported, and capable of success. This is where carefully chosen teaching-learning strategies make all the difference.
Cooperative learning: learning together, not just sitting together
Cooperative learning is the instructional use of small groups where students work together to maximise each other’s learning. It is distinct from ordinary group work. Cooperative learning is structured to include five essential components: positive interdependence, face-to-face promotive interaction, individual accountability, interpersonal and small group skills, and group processing. These components ensure that the collaboration is purposeful, not just social.
Research strongly supports its impact. Studies by Johnson and Johnson demonstrate that cooperative learning produces higher achievement, more positive relationships, and greater psychological well-being than competitive or individualistic learning structures. For inclusive classrooms, this matters greatly – students with different abilities are not just placed together, they actively depend on one another.
Regardless of subject matter, students working in small groups tend to learn more of what is taught and retain it longer than when the same content is presented in other instructional formats. They are also more likely to trust their classmates, form friendships, and develop higher self-esteem – outcomes that are especially significant for students who might otherwise feel marginalised in a traditional classroom.
Think-pair-share
Think-pair-share (TPS) is one of the most accessible cooperative strategies a teacher can use. The teacher poses a question; students first think independently, then discuss with a partner, and finally share their thoughts with the class. Its simplicity is its strength. Research shows that TPS increases student participation and improves the quality of discussion, with the “thinking” and “pairing” time being especially important for student learning. In an inclusive classroom, TPS is particularly valuable because it gives every student processing time before speaking – reducing anxiety for those who need longer to formulate responses.
Think-pair-share allows students to engage in more independent thinking, provides increased wait-time, and offers reassurance and collaboration for student thinking. Students who might hesitate to respond in a whole-class setting often find it easier to first try out their ideas with a single partner. This graduated participation is especially supportive for students with learning disabilities or those who are shy or anxious.
The jigsaw method
The jigsaw method is a more structured cooperative strategy that transforms every student into both a learner and a teacher. Originally developed by Elliot Aronson in the 1970s to enhance empathy in racially and socioeconomically diverse high school settings, the jigsaw approach involves peer-teaching and cooperative interactions that minimise competition and enhance learning at both group and individual levels.
Here is how it works: the teacher divides the lesson into segments and assigns each segment to a different student. Students from different groups first gather in “expert groups” to master their segment, then return to their original groups to teach their peers. At the end, every student has contributed a piece – hence the name. The jigsaw technique encourages problem-solving and learner accountability through peer-to-peer instruction and can enhance individual construction of knowledge, improve comprehension, and improve retention of key concepts.
For inclusive classrooms, jigsaw is powerful because it creates genuine interdependence. No single student can complete the learning alone. This structure ensures that students with disabilities or lower academic confidence are not peripheral participants – they hold a piece of knowledge that the rest of the group needs, which builds a real sense of belonging and self-worth.
Peer tutoring: when students learn by teaching
Peer tutoring is a strategy where students support each other’s learning in structured partnerships. Peer tutoring links higher achieving students with lower achieving students, or those with comparable achievement, for structured learning sessions; it promotes academic gains as well as social development. Crucially, the benefits flow both ways – the tutor reinforces and deepens their own understanding, while the tutee receives personalised, peer-level explanation.
Peer tutoring is an economically and educationally effective intervention for persons with disabilities that can benefit both tutor and tutee, socially and educationally, by motivating them to learn. Students often explain concepts to each other in language that is more accessible than formal teacher instruction, making it especially effective for bridging comprehension gaps in inclusive settings.
Types of peer tutoring
There are several well-researched forms of peer tutoring suited to inclusive classrooms. Cross-age tutoring pairs an older, more experienced student with a younger one. Peer-Assisted Learning Strategies (PALS) is a more structured programme pairing students based on reading or academic competency rankings. PALS was awarded “best practice” status by the U.S. Department of Education for its effectiveness in enabling a wider range of students to participate and increase success in school. Reciprocal peer tutoring (RPT), meanwhile, involves students alternating roles – one acts as the tutor while the other is the tutee, then they switch.
The essence of peer learning activities is the reciprocity of learning, where everyone plays the role of both teacher and learner; this active engagement enhances the productivity of the learning process. In an inclusive context, reciprocal approaches are especially valuable because they avoid the stigma of a student being permanently labelled as the “weaker” partner.
Classwide peer tutoring
Classwide peer tutoring (CWPT) extends the approach to the entire class simultaneously, with all students working in pairs. By including traditional instructional strategies along with peer tutoring, teachers can utilise the ability differences inherent in an inclusive classroom and promote accessible and successful learning for all. Teachers are advised to rotate pairs every two to three weeks, which prevents fixed social hierarchies from forming and ensures students build relationships across the full range of the class.
One effective way to introduce peer tutoring is by rotating partners within the classroom, making clear that everyone has strengths they can share. Monitoring sessions carefully ensures they remain positive and productive for all involved.
The role of Universal Design for Learning (UDL)
Cooperative learning and peer tutoring work best when embedded in a broader framework that anticipates the needs of all learners from the outset. This is the purpose of Universal Design for Learning (UDL). UDL is a framework that guides teachers in designing instruction that supports the diverse learning needs of students in an inclusive classroom, and its principles can help overcome barriers that might challenge students’ engagement with peers and with content.
The three key aspects of UDL are: multiple means of representation (giving learners various ways of acquiring knowledge), multiple means of expression (providing alternatives for demonstrating what they know), and multiple means of engagement (tapping into learners’ interests and increasing motivation). When cooperative learning strategies like jigsaw or peer tutoring are designed with these principles in mind, they become more accessible and effective for every student – not just those who happen to thrive in traditional formats.
Research from 2019 to 2024 highlights that strategies such as differentiated instruction, UDL, and collaborative teaching significantly improve academic achievement and social-emotional development. These are not isolated tools – they work together as part of a coherent, inclusive teaching approach.
Building the right classroom culture
No strategy works in isolation from the classroom environment. Creating an inclusive learning environment means making sure every student feels valued, understood, and supported – from fostering belonging and adapting materials to using flexible assessments and cooperative learning. This includes assigning roles clearly in group tasks, rotating those roles so every student experiences different responsibilities, and building a classroom norm where asking for help is respected rather than stigmatised.
When roles are clearly assigned, group work can become more meaningful; assigning roles like note-taker, timekeeper, or presenter and rotating them ensures all students gain confidence through group support. This shifts the focus from individual performance to collective achievement – something that benefits all learners, not only those with identified needs.
Teachers also need not work alone. Effective collaboration between general and special educators is important so that all students are successfully supported – general educators bring expertise in curriculum while special educators bring expertise in supporting students with disabilities. When both work together to design cooperative activities, the resulting experience is richer and more reliably inclusive.
Making it work: practical considerations
Implementing these strategies effectively requires some deliberate planning. Group composition matters. Heterogeneous groups – those mixing ability levels, backgrounds, and learning profiles – tend to produce the strongest outcomes in cooperative settings. Cooperative learning is recommended for teachers to use as part of their teaching strategy because it provides ample evidence of support for students’ learning, particularly when groups are structured with heterogeneous ability.
Clear instructions and structured roles are equally important. Students need to understand exactly what is expected of them and how to engage with their peers constructively. In cooperative learning, students are committed both to achieving task-related goals and to fostering positive relationships – they learn to manage conflicts and solve them constructively in order to reach common decisions. These are not just academic skills; they are life skills that students carry well beyond the classroom.
Finally, monitoring and feedback remain the teacher’s responsibility throughout. Cooperative and peer learning approaches do not reduce the teacher’s role – they redirect it. The teacher becomes a facilitator and observer, identifying misconceptions, supporting struggling pairs, and ensuring that the learning remains purposeful and safe for everyone involved.
