No two students learn in exactly the same way. Some grasp new concepts quickly through reading, others need to see a diagram, and some only connect with material when they can do something with it. For decades, this diversity has challenged teachers trying to reach every learner with a single lesson plan. Universal Design for Learning (UDL), a research-backed framework developed by CAST, offers a practical solution: design instruction that builds in flexibility from the start, so that all students – regardless of their abilities, backgrounds, or learning preferences – have a genuine opportunity to succeed.

Starting with a positive learning environment
Before any UDL strategy can work in a classroom, the environment itself needs to support every learner. According to the University of Illinois Chicago’s Center for the Advancement of Teaching Excellence, UDL and accessibility both aim to increase learning access and reduce barriers so students can engage equitably – and a well-structured physical and social environment is where this starts.
Five foundational elements shape this environment:
Equity means every student has access to the resources and support they need, regardless of background or ability. It’s not about treating all students identically – it’s about removing the structural differences that prevent some learners from fully participating.
Accessibility goes a step further by addressing physical and technological barriers. An accessible classroom ensures students with disabilities or specific learning needs can engage with content on their own terms – through alternative formats, assistive technologies, or adapted physical spaces.
Flexibility is central to UDL. As Understood.org explains, in a UDL environment students rarely complete the same task in the same way at the same time – the framework is built on the idea that flexible options, not rigid uniformity, lead to better learning outcomes.
Simplicity in classroom design and instruction keeps cognitive load manageable. Clear goals, visible schedules, and organized materials help all students – especially those with attention or processing challenges – stay oriented and focused.
Safety encompasses both physical and emotional dimensions. The Texas Education Agency’s UDL guidelines note that when students must focus on avoiding negative experiences – whether physical threats or social anxiety – they cannot engage with learning. An accepting, supportive classroom climate is not a soft add-on; it is a prerequisite for effective instruction.
The three core UDL principles
CAST’s UDL Guidelines organize the entire framework around three principles, each rooted in neuroscience research about how the brain learns. Together, they address the “what,” “how,” and “why” of learning.
Multiple means of representation
This principle addresses the recognition network of the brain – the “what” of learning. Not every student processes information the same way, so presenting content through multiple modalities – visual, auditory, and hands-on – ensures that no student is left behind because of the delivery format alone. In practice, this might mean pairing a written text with a short video explanation, using graphic organizers alongside verbal instruction, or offering digital materials with text-to-speech functionality.
It’s worth noting that this is not about matching students to a single “learning style.” Research cited by Vanderbilt University’s IRIS Center has debunked the idea that each student learns best through one fixed modality. Instead, UDL recognizes that all students benefit from varied representations, and the best approach depends on context, content, and the learner’s current state.
Multiple means for action and expression
This principle covers the strategic network – the “how” of learning. Students vary considerably in how they can best demonstrate what they know. A written essay, an oral presentation, a multimedia project, or a practical demonstration can all reveal genuine understanding. Giving students choices in how they express their knowledge does more than accommodate different strengths – it also introduces goal-setting and self-monitoring, which are critical skills for long-term academic growth.
Digital tools are particularly useful here. Texthelp’s research on UDL classroom strategies points out that digital content makes flexible expression far easier: students can adjust font sizes, use text-to-speech, access translation tools, or submit responses via audio rather than text. But technology is not a requirement – graphic organizers, whiteboards, and verbal responses also count.
Multiple means of engagement
This principle targets the affective network – the “why” of learning. Edutopia’s coverage of UDL and equity highlights that engagement is closely tied to student variability, both across individuals (interpersonal) and within the same individual on different days (intrapersonal). A student who normally excels may still struggle to engage on a difficult day, making flexible engagement options important for everyone.
Effective engagement strategies include connecting content to students’ real-world interests, giving learners some control over how they approach tasks, fostering collaboration, and building a sense of relevance and purpose. The Texas Education Agency’s UDL resource also emphasizes reducing threats and distractions – an emergent bilingual student might find language experimentation anxiety-inducing, while some learners may be overwhelmed by excessive sensory input. Designing to minimize these friction points creates a more universally engaging learning space.
Instructional strategies that align with UDL
UDL is a framework, not a single teaching method. The IRIS Center at Vanderbilt University identifies several common evidence-based approaches that can be adapted with UDL principles in mind. No single method works for every learner – educators should combine and adapt these based on their specific classroom context.
Cooperative learning
Cooperative learning places students in small, mixed-ability groups to work toward shared goals. A 2024 study published in Frontiers in Education identified cooperative learning as one of the most effective and inclusive instructional methods for diverse learners, including students with special educational needs. It supports social and emotional development by encouraging peer interaction, shared responsibility, and mutual support.
To align cooperative learning with UDL, the IRIS Center recommends assigning explicit roles to group members, using flexible groupings that shift based on student interest or activity type, and setting clear expectations through rubrics or checklists. Without this structure, group work can inadvertently create new barriers – such as unequal participation or social anxiety.
Project-based learning
Project-based learning (PBL) is a student-centered approach in which learners engage with complex, real-world problems over an extended period. It naturally supports UDL by allowing students to pursue topics of genuine personal interest and to work at a pace that suits them. Research on PBL and UDL integration shows that these approaches together significantly enhance student motivation, collaboration, and engagement – and shift the focus from rote memorization to applying knowledge in meaningful contexts.
In practice, teachers can support PBL within a UDL framework by chunking projects into smaller steps, providing planning templates and checklists, and offering varied tools for communication and collaboration. This scaffolding helps students who need more structure while preserving the openness that makes PBL engaging for those who thrive with autonomy.
Problem-based learning
While similar to PBL, problem-based learning specifically starts with an ill-structured problem that students must investigate and resolve. It develops critical thinking and decision-making skills and is highly compatible with UDL because it invites multiple valid approaches and solution paths – there is no single right method, which naturally accommodates diverse learners. The Frontiers in Education study cited above notes that problem-based learning is particularly effective in inclusive digital education environments when paired with structured teacher support.
Explicit instruction
Explicit instruction is teacher-directed and highly structured. Despite its more traditional format, it is entirely compatible with UDL when delivered thoughtfully. The same Frontiers research notes that students with special educational needs in particular benefit from explicit instruction, especially for developing self-regulation skills and navigating digital learning environments. Teachers play a key role in making these skills visible and accessible.
Within a UDL framework, explicit instruction can include modeling, think-alouds, guided practice, and immediate corrective feedback – all while offering multiple means of representation (e.g., demonstrating on a whiteboard AND verbally explaining a process) and expression (e.g., allowing students to respond via written answers, verbal responses, or interactive tools).
What teachers need to implement UDL effectively
UDL implementation doesn’t require an overhaul of everything you do at once. Texthelp’s guidance for educators recommends starting small: take one lesson, find a place where students consistently struggle, and introduce one additional means of representation or expression. This incremental approach, sometimes called the “Plus One” method, makes UDL manageable without overwhelming teachers.
Concretely, effective UDL implementation asks teachers to:
Use varied materials and presentation formats. Move beyond a single textbook or lecture. Combine written materials with videos, diagrams, audio recordings, and digital resources. Wikipedia’s overview of UDL notes that the range of available assistive technologies – from text-to-speech software to digital manipulatives – directly supports teachers in building this variety into the curriculum.
Ensure access to communication technologies. Students who communicate differently – whether due to language barriers, speech or language disorders, or motor difficulties – need access to alternative communication tools. Learning for Justice points out that gathering information about students’ access needs through surveys and ongoing observation is an important first step, as access needs are not always visible or static.
Create distraction-free and sensory-aware spaces. Classroom acoustics, lighting, temperature, and visual clutter all affect concentration. Small physical adjustments – circular seating for better peer interaction, clear visual cues for transitions, designated quiet work areas – can reduce sensory overload and help students stay engaged.
Maintain a safe learning climate. Students must feel psychologically safe to take risks, ask questions, and make mistakes. Cornell University’s Center for Teaching Innovation recommends building norms of respectful feedback, offering anonymous submission options where appropriate, and normalizing flexibility so that needing support does not carry stigma.
Developing self-regulation skills through UDL
One of the most important – and often overlooked – dimensions of UDL is its emphasis on helping students develop self-regulation. The Texas Education Agency defines self-regulation in the UDL context as the capacity to strategically manage one’s emotional reactions in order to engage more effectively with the environment. While some students develop these skills independently, many need explicit support to do so – and many classrooms still leave this as part of an “implicit curriculum” that not all students can access.
Teachers can support self-regulation through several deliberate approaches. First, making the skill explicit: naming and teaching strategies like structured breathing, time chunking, or emotion-labeling gives students tools they can actively use. Second, modeling: when teachers demonstrate how they manage frustration, revise their own work, or take breaks during complex tasks, they show students that self-regulation is a learnable skill, not a fixed trait. Third, providing tracking tools: checklists, reflection journals, and progress-monitoring forms help students observe their own behavior and adjust accordingly.
CAST frames the ultimate goal of UDL as developing learner agency – students who are purposeful, resourceful, and strategic. Self-regulation is the foundation of that agency. When students can monitor their own emotions and attention, they are better positioned to access all the flexible options that UDL makes available to them.
Implementing UDL in lesson planning is not about creating separate lessons for different types of students. It is about designing one flexible lesson that can be accessed many different ways – and building an environment where that flexibility is the norm, not the exception. The shift requires intentionality: recognizing barriers proactively, offering genuine choices, and continually refining based on what works for the specific students in front of you.
