Curriculum design is one of the most debated areas in education – and for good reason. The decisions made at the design stage shape what students learn, how they learn it, and ultimately, what kind of thinkers and citizens they become. Over the decades, several influential models have emerged to guide this process, each reflecting a different philosophy about the purpose of education. From Ralph Tyler’s structured, goal-driven framework to Hilda Taba’s grassroots, teacher-led approach, and from Saylor and Alexander’s administrative model to Miller and Seller’s nuanced orientations – understanding these models is essential for anyone involved in building or evaluating educational programs.

What is a curriculum design model?

A curriculum design model is essentially a structured framework that helps educators and administrators make decisions about what to teach, how to teach it, and how to evaluate whether learning has occurred. These models are not rigid rules – they are tools. Technical curriculum models offer predictability and replicability, helping educators create consistent, quality results across different educational contexts. Each model prioritizes different aspects of education: some focus on measurable outcomes, others on the process of learning itself, and still others on the social and transformative dimensions of education. To fully appreciate how these models differ, we need to look at each one closely.

Tyler’s model: The goal-oriented framework

Ralph Tyler’s model, introduced in his 1949 work Basic Principles of Curriculum and Instruction, is widely considered the starting point for modern curriculum theory. The Tyler Model is considered the quintessential prototype of curriculum development in the scientific approach, and its influence has endured for over seven decades. What makes it so foundational is its elegant simplicity: Tyler proposed that every curriculum must answer four fundamental questions.

Tyler’s four fundamental questions

According to Tyler’s Rationale, curriculum development must address: What educational purposes should the school seek to attain? What learning experiences can be provided to achieve these purposes? How should these experiences be organized? And how can we determine whether the purposes are being attained? These four questions create a logical chain – from defining objectives, to selecting experiences, to organizing them, to evaluating outcomes. Tyler also argued that objectives should be drawn from three sources: the nature of the learner, the values and aims of society, and the knowledge of subject matter. These three sources serve as filters, preventing curriculum designers from pursuing objectives that are either irrelevant to students or misaligned with broader social goals.

Strengths and limitations of Tyler’s model

Tyler’s model excels at providing clarity and consistency. It emphasizes the importance of aligning teaching methods and assessments with stated objectives, creating a cohesive approach to education. This alignment is especially valuable in large school systems that require standardization across multiple institutions. However, critics point out that the model’s heavy focus on pre-defined objectives can limit flexibility, leaving little space for teacher creativity or student-driven inquiry. Smith and Lovat argued that the model does not reflect how teachers develop curriculum, as this process is constantly changing and evolving. The model is also described as deductive – it moves from broad goals downward to specific classroom experiences – which contrasts sharply with the approach taken by Hilda Taba.

Taba’s model: The inductive, grassroots approach

Hilda Taba, a curriculum theorist and educator working in the 1960s, challenged the top-down logic of Tyler’s model by arguing that those who actually teach should be the ones who design the curriculum. Her model is described as a grassroots approach, built from the ground up with teachers at the center. The Taba model is a heavily inclusive approach to curriculum development, discussed in the literature as a democratic teaching approach involving grassroots, collaborative efforts to identify specific learning objectives.

Taba’s seven-step process

Taba’s model unfolds through seven deliberate steps: diagnosing the needs of learners, formulating objectives, selecting content, organizing content, selecting learning materials, organizing learning activities, and evaluating outcomes. The Taba model applies a non-linear approach to curriculum design, meaning components can be developed in any order that best fits the needs of the course or program. This flexibility is a significant departure from Tyler’s strictly sequential logic. Crucially, Taba emphasized that teachers are in the best position to assess student needs and create relevant learning experiences, making them not just implementers but architects of the curriculum.

Why Taba’s inductive method matters

The inductive method works by moving from specific observations and classroom realities to broader generalizations and curriculum goals – the reverse of Tyler’s deductive direction. Taba’s model encourages higher-order thinking skills in the classroom, using open-ended questions that require more abstract thinking from students, challenging them to construct meaning rather than passively receive it. One of the model’s key strengths is that it gives teachers a greater professional role – not just making them implementers of the curriculum, but genuine developers. However, the model does face practical constraints: it can be time-consuming, may be difficult to apply uniformly across all subjects, and its effectiveness depends significantly on the skill and experience of individual teachers.

Saylor and Alexander’s model: The systematic, administrative framework

While Tyler and Taba focused primarily on the design logic of curriculum, Galen Saylor and William Alexander adopted an administrative approach to curriculum development, offering a model that is both comprehensive and institutionally practical. Their framework, developed in 1981 along with Arthur Lewis, is structured around four sequential stages and is designed to function at the level of schools and educational systems rather than individual classrooms alone.

The four stages of Saylor and Alexander’s model

The Saylor-Alexander-Lewis model consists of four main stages: establishing goals and objectives, curriculum design, curriculum implementation, and curriculum evaluation. In the first stage, goals are shaped by external forces such as legal requirements, research data, and professional guidelines, as well as foundational factors including society, learners, and knowledge. Saylor and Alexander further identified four goal domains that every curriculum should address: personal development, social competences, continued learning skills, and specialization. The curriculum is then designed to meet these goals, implemented through instructional strategies, and evaluated using both formative and summative procedures. Formative procedures enable curriculum planners to make adjustments at every stage, while summative evaluation deals with the total curriculum plan at its conclusion.

Strengths and criticisms

The Saylor-Alexander model’s major contribution is its built-in feedback mechanism – the idea that evaluation data should loop back into every stage of curriculum development, not just appear at the end. The model offers substitute modes along with recommendations, fostering adaptability and greater freedom for both teachers and students. Its administrative character makes it well-suited for public education systems that require consistency and alignment with national or regional standards. The limitation, however, is that its top-down nature can distance curriculum design from the lived experiences of classrooms, and its heavy emphasis on predefined outcomes can restrict opportunities for critical thinking and creative exploration.

Miller and Seller’s model: Three orientations toward curriculum

The models of Tyler, Taba, and Saylor-Alexander are all primarily concerned with the process of curriculum development. Miller and Seller took a different angle: rather than outlining steps, they focused on the underlying philosophy of curriculum. In their influential 1985 work Curriculum: Perspectives and Practice, they introduced three major orientations to curriculum – the transmission, transaction, and transformation positions – and examined the philosophical, psychological, and social foundations on which they are based.

Transmission: Knowledge as content to be delivered

From the transmission perspective, teaching is the act of transferring knowledge from the teacher to the student. It is a teacher-centered approach in which the teacher is the dispenser of knowledge and the final evaluator of learning. Students are expected to demonstrate, replicate, or retransmit the designated body of knowledge back to the teacher or an evaluating agency. Standardized testing is seen as an apt measure of learning in this orientation. This approach is closely linked to behaviorism and suits contexts where curriculum consistency and factual mastery are priorities. Its limitation, however, is that it positions students as passive recipients rather than active participants in the learning process.

Transaction: Knowledge as interactive construction

The transaction model shifts the focus from unidirectional teaching to interactive learning, viewing education as a collaborative process where teachers and students engage in dialogue to co-construct knowledge. Here the teacher acts as a facilitator. This orientation is aligned with constructivist theories of learning, which argue that students build understanding by connecting new information to prior knowledge and experience. In a transactional classroom, students might conduct experiments, debate hypotheses, or solve real-world problems collaboratively. The transaction meta-orientation is influenced by cognitivism, emphasizing reasoning and problem-solving over rote recall.

Transformation: Education as personal and social change

The transformation orientation is the most ambitious of the three. Transformational teaching invites both students and teachers to discover their full potential as learners, as members of society, and as human beings, with the ultimate goal of helping develop more nurturing individuals better able to perceive the interconnectedness of all life. This orientation goes beyond academic achievement – it aims to reshape values, foster social responsibility, and develop students who can critically engage with and change the world around them. Transformational teaching often integrates interdisciplinary learning, experiential activities, and critical pedagogy to address complex global issues and empower students to become active participants in shaping their futures. It is linked with constructivism and social constructivism, and resonates with the work of thinkers like Paulo Freire, who viewed education as a tool for liberation.

Comparing the models: Which approach fits where?

Each of these models reflects a coherent educational philosophy, and none is universally superior. Tyler’s model offers clarity and measurability – it works well in standardized, outcomes-driven systems. Taba’s model empowers teachers and is best suited to settings where educators have the autonomy and resources to engage in participatory curriculum design. Saylor and Alexander’s framework serves institutional and administrative needs, providing a structured roadmap for schools and districts managing curriculum at scale. Miller and Seller’s orientations, meanwhile, are less a step-by-step process and more a lens through which educators can examine and articulate the underlying values driving their curriculum choices.

Contemporary applications often modify classical models to accommodate diverse learning styles, cultural differences, and unexpected learning opportunities – for example, combining Taba’s learner-centered principles with Tyler’s emphasis on clear objectives and systematic evaluation. In practice, educators rarely adopt a single model wholesale. Instead, they draw from multiple frameworks to create a curriculum that is both purposeful and responsive to their specific educational context.
