When India stood at the crossroads of nation-building in the 1960s, its education system was fragmented, uneven, and largely disconnected from the country’s developmental needs. Different states followed different school structures, standards varied wildly, and quality education remained inaccessible for millions. It was in this context that the National Education Commission (1964-66), popularly known as the Kothari Commission, stepped in with a bold and comprehensive blueprint – one that redefined not just what Indian education should look like, but what it should achieve.

The problem with India’s educational structure before 1964

Before the Kothari Commission submitted its report, India lacked a uniform national structure for schooling. The duration of primary, secondary, and higher secondary education differed from state to state. There was no consensus on when general education should end and specialisation should begin. Pre-school education was largely unorganised, going by a variety of names – kindergarten, Montessori, pre-basic – with no standardised policy governing it. The result was a disjointed system that made equitable education planning nearly impossible at the national level.

The Commission, chaired by Dr. Daulat Singh Kothari and comprising 17 members including five international educationists, was tasked with examining every aspect of Indian education – from pre-school to university – and recommending a coherent national framework. Its report, titled Education and National Development, was submitted on 29 June 1966 and became the foundation of India’s first National Policy on Education in 1968.

Recommending a new educational structure

One of the most consequential contributions of the Kothari Commission was proposing a clear, stage-wise structure for Indian education. This was not just an administrative reorganisation – it was a pedagogically grounded framework designed to match the learning needs of children at each stage of development.

Pre-school education

The Commission recommended one to three years of pre-school education as the foundational stage. It called for standardising all existing early childhood programmes – whether named kindergarten, Montessori, or pre-basic – under a single, unified label: pre-primary. This was a significant policy signal: early childhood education was no longer to be treated as a luxury add-on but as an integral starting point of the national education ladder. The Commission recognised that cognitive and social development in the early years directly influences a child’s capacity to learn throughout life.

Ten years of general education

The Commission proposed a 10-year general education stage, divided into two phases. The lower primary stage would cover four to five years (roughly Classes I to IV or V), and the upper primary stage would account for the next two to three years (up to Class VII or VIII). Together, these would form the broad base of universal schooling. This was to be followed by a lower secondary stage of two to three years (Classes IX and X), during which students would receive a general education without subject-specific specialisation.

The critical design principle here was that the first ten years of schooling were to be free of any premature specialisation. Every child, regardless of background or future aspiration, was to share a common educational experience – building a unified foundation for citizenship, literacy, and basic scientific understanding.

Higher secondary stage

After ten years of general schooling, students would move into the higher secondary stage – a dedicated two-year phase (Classes XI and XII) located exclusively in schools, not colleges. This was a deliberate structural decision. The Commission felt that the transition to specialisation needed its own institutional space, separate from both secondary schooling and university education. At this stage, students could pursue specialised streams in sciences, humanities, or commerce, or opt for vocational pathways.

The Commission also recommended that board examinations be held only at the end of Class X and Class XII – reducing the burden of high-stakes testing to two critical transition points rather than scattering it across multiple years.

Higher education

The final stage of the proposed structure was a three-year undergraduate degree programme. This gave India the now-familiar 10+2+3 pattern – ten years of school, two years of higher secondary, and three years of university education. This framework was eventually adopted across states and became the backbone of Indian education for decades. As the Board of Higher Secondary Education formalised this structure in subsequent years, it brought long-overdue uniformity to how students transitioned from school to higher learning.

Standards as a dynamic, evolving commitment

A particularly forward-looking aspect of the Commission’s thinking was its understanding of educational standards. Rather than treating “standards” as a fixed benchmark to be preserved, the Commission argued that standards must be dynamic and continuously evolving. As society changes, as knowledge expands, and as national needs shift, what constitutes a good education must be regularly reviewed and upgraded.

This was a significant intellectual position. It pushed back against the tendency to define quality education by past metrics – examination pass rates, rote memorisation, or administrative input measures – and instead called for standards to be tied to the actual learning outcomes and capabilities of students. The Commission stressed that curriculum revision must be an ongoing process, driven by research in curriculum development undertaken by university departments of education, state institutes of education, and boards of school education.

Optimum utilisation of resources

The Commission was acutely aware that raising educational quality could not wait for unlimited resources to arrive. India in the 1960s was a resource-constrained developing nation, and the Commission’s recommendations had to be grounded in that reality. Its answer was the principle of optimum utilisation of available resources.

Sharing of facilities

One practical recommendation was that schools share expensive equipment and infrastructure with neighbouring institutions. Rather than every school independently trying to acquire costly scientific or technical equipment, clusters of schools could jointly use well-equipped laboratories and learning materials. This cooperative model of resource management was designed to extend the benefit of quality facilities to a much larger number of students without proportionally increasing expenditure.

Multiple-class and multi-grade teaching

The Commission also called for research into multiple-class teaching techniques – a practical necessity in rural and semi-urban India where schools often had more students than teachers. Importantly, it recommended specific teacher-pupil ratios as targets: 1:50 at the lower primary level, 1:45 at the higher primary and lower secondary levels, and 1:40 at the higher secondary level. While these ratios may seem high by contemporary standards, they represented a structured target at a time when many classrooms had no defined norms at all.

Technology in the classroom

The Commission was notably ahead of its time in recommending that the Education Department coordinate with All India Radio to maximise teaching reach and optimise learning outcomes. Radio-based instruction was seen as a cost-effective bridge to bring quality educational content to students in areas where trained teachers were scarce. This was an early articulation of what we would today call technology-enabled learning or distance education.

Raising the quality of education: key strategies

Structural reform alone, the Commission understood, would not deliver quality education. Alongside the new architecture, it proposed several targeted strategies to raise the actual standard of learning across the system.

Quality textbooks

The Commission gave significant attention to the role of textbooks in shaping the quality of instruction. It recommended that textbooks be written by qualified and competent subject specialists, produced with care for printing quality, layout, and illustrations, and made available in multiple options for a given class rather than as a single prescribed text. Continuous revision of textbooks was considered essential, with production and distribution ideally managed through an autonomous agency functioning in close alliance with the Education Department. The Commission also suggested that textbook distribution be handled through student cooperatives – a decentralised, participatory approach.

Curriculum upgradation through research

Given what the Commission described as the “explosion of knowledge” in various fields, it argued that school curricula needed to be continuously upgraded through systematic research – not periodic, ad hoc revision. The integration of science and mathematics as compulsory subjects throughout the first ten years of schooling was a key quality-enhancement measure. Every primary school was expected to have a science corner with specimens, models, and charts; every higher primary school was to be equipped with a laboratory-cum-lecture room.

Intensive utilisation of school facilities

The Commission recommended using school buildings and infrastructure more intensively – for example, through shift schooling, evening classes, and adult literacy programmes outside regular school hours. This approach would allow the same physical infrastructure to serve a far larger population, bridging the gap between the demand for education and the available supply of school facilities. It was a resource-efficiency strategy with a direct equity dividend.

Teacher quality as the cornerstone

Underlying every quality-improvement strategy was the Commission’s firm belief that teachers are the most critical variable in educational quality. It stated plainly that “a sound programme of professional education of teachers is essential for the qualitative improvement of education.” The Commission recommended a two-year duration for primary teacher preparation programmes and a one-year duration for secondary teacher programmes. It called for removing the isolation of teacher education institutions from universities and from schools themselves – insisting that teacher education be reintegrated into the broader academic ecosystem. Ongoing in-service training, improved pay scales, and academic freedom for teachers were all presented as non-negotiable conditions for systemic quality improvement.

Legacy and relevance

The 10+2+3 structure proposed by the Kothari Commission was progressively adopted across Indian states from the 1970s onwards and shaped the design of examinations, university admissions, and curricula for decades. Its recommendations on teacher education, curriculum research, and resource sharing laid the conceptual groundwork for subsequent national policies. The National Policy on Education (1968) incorporated many of these ideas, and their echoes can be found in every major education reform document that followed – including the National Policy on Education 1986 and, more recently, the National Education Policy 2020, which itself proposes a revised school structure of 5+3+3+4 to better align with developmental stages of childhood.

What the Commission got fundamentally right was its insistence that structure and quality are inseparable. A well-organised educational ladder means nothing if the rungs are weak. And quality improvement without a coherent structural framework remains scattered and inequitable. The two must be built together – systematically, with clear goals, evolving standards, and a commitment to making quality education accessible to every child, not just those who happen to live near well-resourced schools.
