When India’s education system stood at a crossroads in the early 1960s, the government knew that piecemeal solutions would not be enough. The country needed a sweeping, honest diagnosis – and a bold plan of action. That is exactly what the National Education Commission of 1964-66, popularly known as the Kothari Commission, set out to deliver. Chaired by eminent physicist and educationist Dr. Daulat Singh Kothari, the Commission spent nearly two years examining every corner of India’s educational landscape, interviewing over 9,000 educators, scholars, and scientists, and ultimately presenting a 900-page report titled Education and National Development. Its opening words said it all: “The destiny of India is being shaped in her classrooms.” What followed was one of the most comprehensive sets of educational reform proposals the country had ever seen.

Why were reforms so urgently needed?
By the mid-1960s, India’s education system was in a state of deep imbalance. Classrooms were largely disconnected from the realities of the economy and social life. The curriculum was widely criticized as bookish, outdated, examination-driven, and isolated from real life. Rapid advances in science and technology were barely reflected in what students were taught. More critically, education was failing to address the nation’s most pressing needs – economic growth, social cohesion, and the building of a modern, democratic society. The Commission recognized that fixing this was not optional. It was a national imperative.
To guide its reform agenda, the Commission identified four foundational objectives that education in India needed to serve. These were not abstract ideals – they were directly tied to the country’s developmental challenges and aspirations.
The four aims: a framework for reform
1. Education for increasing productivity
India’s economic growth depended on a productive, skilled workforce. The Commission argued clearly that science education and work experience must become integral parts of all education to make learning practical and to promote national productivity. This meant going far beyond textbooks – students needed exposure to science, technology, agriculture, and industry as active participants, not passive readers. Vocational and technical education, especially at the secondary stage, was identified as a key lever for meeting the needs of industry, agriculture, and commerce.
2. Education for social and national integration
In a country as diverse as India, education had a unique responsibility to build a shared national identity. The Commission recommended a common school system open to all children, regardless of caste, creed, religion, or economic background, as a powerful step toward equalizing opportunity and nurturing a sense of common citizenship. Social and national service was to be made a part of education at all stages. The three-language formula – ensuring students learned their mother tongue, Hindi, and English – was also a deliberate move to bridge regional divides and foster unity without erasing linguistic diversity.
3. Education for modernization
Modernization, the Commission stressed, was not just about technology – it was about transforming how people think and engage with the world. Education needed to produce scientifically literate, critically thinking citizens capable of driving social and economic change. This required spreading education widely, training teachers effectively, and changing educational methods to keep pace with rapid social changes. Science and mathematics were to be integrated into the curriculum at all levels, from school right through to university.
4. Cultivation of social, moral, and spiritual values
Perhaps the most distinctive aspect of the Commission’s vision was its insistence that modernization must not come at the cost of values. Character building was seen as inseparable from academic learning. The Commission recommended that both central and state governments take active measures to introduce education in moral, social, and spiritual values across all institutions. Presenting students with high ideals of social justice, service, and ethical responsibility was considered as important as any academic subject. This was education in its fullest sense – forming not just skilled workers, but responsible citizens.
Integrating work experience into education
One of the most forward-thinking proposals in the Commission’s report was the integration of work experience into the mainstream curriculum. This was a direct challenge to the deeply entrenched divide between “academic” and “practical” learning. Work experience, as the Commission defined it, meant engaging in productive work in school, at home, in a workshop, on a farm, in a factory, or in any other productive setting. It was not about reducing education to a trade – it was about grounding learning in real life.
This concept, which later came to be associated with Socially Useful Productive Work (SUPW), had a dual purpose. It aimed to give students practical, transferable skills relevant to their communities, and it sought to instil a genuine respect for manual labour – breaking down the social prejudice that placed intellectual work above physical effort. Work experience was to be varied according to the age and maturity of students and oriented toward technology, industrialization, and the application of science to production processes, including agriculture. The Commission recommended that this be built into the first ten years of schooling as a compulsory element, not an optional add-on.
Vocationalizing secondary education
The Commission was blunt about a structural flaw in the existing system: secondary education was producing graduates who were neither equipped for higher academic study nor prepared for the job market. The solution was systematic vocalization. The Commission set a target that vocational enrolment should reach 20% of the total at the lower secondary stage and 50% at the higher secondary stage by 1986. This was an ambitious shift – transforming secondary schools from purely academic institutions into dynamic environments offering both general and vocational pathways.
Under this framework, students at the higher secondary level would have access to structured vocational courses lasting one to three years, alongside the standard academic stream. The Commission also called for both full-time and part-time vocational facilities to serve the diverse needs of students across urban and rural areas. Special central grants to state governments were recommended to fund the vocationalization of secondary education, recognizing that states would need both financial support and institutional guidance to make this transition.
This proposal was closely tied to the Commission’s uniform structural reform – the now-familiar 10+2+3 pattern, where 10 years of general education would be followed by 2 years of diversified higher secondary education (with academic and vocational streams) and then 3 years of undergraduate study. This pattern, eventually adopted across India, was designed to give students clear, meaningful pathways based on their interests and abilities.
Elevating the quality and status of teachers
No reform agenda, however well-designed, can succeed without teachers who are capable, motivated, and respected. The Commission was emphatic on this point. It called for providing favourable and adequate service conditions, ensuring academic freedom for teachers to pursue and publish independent research, and making special in-service training courses available so that practising teachers could continuously upgrade their skills.
The Commission also took a hard look at pay. It argued that the poor pay scales of teachers were making the profession unattractive to talented individuals – a problem that would undermine every other reform. It recommended that the Government of India establish minimum pay scales for school teachers, with states required to adopt equivalent or higher scales, and that there be pay parity regardless of differences in school management. For teachers posted in tribal and remote areas, special training and accommodation facilities were proposed.
Teacher education programmes themselves needed an overhaul. Special courses for teacher educators at primary and secondary training institutes were recommended, along with curriculum revision at all levels of teacher education to reflect the changing needs of society. The Commission also noted that a large number of untrained graduate teachers were already working in schools, and called for their orientation through specially designed programmes. Crucially, it recommended the establishment of a professional body – what later became the National Council for Teacher Education (NCTE) – to bring systematic oversight and standards to teacher preparation.
Science education and curriculum renewal
The Commission was particularly concerned that the existing curriculum had not kept pace with the rapid growth of scientific knowledge. Science was not just a subject – it was a way of thinking that the Commission believed every Indian student needed. The Commission recommended that science be made an integral part of education at all stages, with some study of science eventually becoming a part of all university courses as well. Mathematics was given equal priority, with both subjects treated as essential foundations for a productive, modern citizenry.
Beyond science, the Commission called for a thorough overhaul of curriculum across all stages – moving away from rote learning and examination-centric evaluation toward continuous and comprehensive assessment. Social studies were to be taught not as a passive academic subject but as an active tool for developing good citizenship and emotional integration. Methods of teaching, textbooks, and evaluation systems all needed to be updated together – the Commission understood that changing only one element while leaving the others unchanged would produce little lasting impact.
National integration, equity, and social justice
Running through every recommendation was a commitment to equity. The Commission recognised that education had historically reinforced social hierarchies rather than dismantling them. It made strong recommendations for girls’ education, for the education of Scheduled Castes, Scheduled Tribes, and children with physical or mental disabilities, and for special support measures in backward and tribal regions. The Commission’s report stated directly that the education of backward classes and tribal people is a major programme of equalisation and national integration, and that no expenditure is too great for this purpose.
Adult literacy was also on the agenda. The Commission called for a nationwide, sustained literacy campaign involving central and state governments, voluntary agencies, industries, educational institutions, and individual citizens. Students and teachers were to play an active role in adult literacy drives – embedding the work of education into the fabric of community life.
Legacy and lasting influence
The Kothari Commission’s report became the foundation of India’s first National Policy on Education, passed in 1968 under Prime Minister Indira Gandhi. Its influence did not stop there – many of its core ideas resurfaced in the revised National Policy on Education of 1986. The 10+2+3 educational structure is now the universal standard across the country. The NCTE was established to regulate teacher education. Vocational courses were introduced at the higher secondary level. Science and mathematics gained new prominence in school curricula.
Some recommendations, however, remained partially realized. The target of spending 6% of GDP on education – a figure the Commission considered the bare minimum for a developing nation – has still not been consistently achieved. The common school system, designed to equalize educational opportunity across class lines, faced political and economic resistance and was never fully implemented. The quality and consistency of vocational education at the secondary level continues to vary enormously across states.
Yet the Commission’s core vision – that education must be simultaneously practical, integrative, modern, and values-driven – remains as relevant as ever. It saw education not as a system for producing exam passers, but as the primary instrument for building a just, capable, and cohesive nation.
