School-industry collaboration sounds promising on paper – students gaining real-world experience while still in school, companies accessing a pipeline of trained talent, and educators making learning more relevant. But in practice, implementing these partnerships is far harder than most stakeholders anticipate. A web of institutional mistrust, outdated educational philosophies, complex logistics, and policy gaps continues to block meaningful collaboration between schools and industry. Understanding these barriers is the first step toward dismantling them.

Mistrust between schools and industry
One of the most deep-seated obstacles to school-industry collaboration is a mutual suspicion between the two sectors. Schools and companies often operate with fundamentally different goals, timelines, and cultures – and without a shared framework, suspicion fills the gap.
Why companies hesitate to engage
From the industry side, legal liability is a major deterrent. Research published in the School Community Journal found that corporate concerns about legal exposure come up repeatedly when businesses evaluate whether to engage with schools. Respondents noted that even a single problematic incident can cause a company to shut down an entire partnership program. This defensiveness is compounded by the perception that schools are unpredictable environments – with rotating administrators, unclear chains of authority, and processes that move far slower than the private sector is used to.
On top of this, research by the Strada Education Foundation highlights that high-level differences in mission and day-to-day operational culture between educational institutions and employers frequently derail partnerships before they can take root. When a business leader’s goal is efficiency and profit, and a school’s goal is holistic student development, their priorities simply don’t align by default – and without deliberate effort to bridge that gap, neither party feels the partnership is worth the risk.
Why schools are equally cautious
Schools, for their part, often worry about being seen as conduits for corporate interests – particularly in communities where there is already tension around the privatization of public education. As research from ASCD shows, social trust between institutions is a powerful resource for reform, but once broken, it is extremely difficult to rebuild. When schools have had poor experiences with previous corporate partnerships – or when communities perceive industry involvement as an intrusion – institutional wariness becomes deeply embedded.
The result is a standoff: companies are reluctant to invest time and resources in schools they don’t fully understand, and schools are cautious about inviting businesses into their classrooms and curricula. Bridging this divide requires, as the School Community Journal researchers note, relationships built at the personal level – where individual trust between a teacher or principal and a business contact creates the foundation for institutional collaboration.
The traditional education mindset
Even where trust exists, a second formidable barrier lies within the education system itself: the persistence of a teaching model that was not designed with industry integration in mind.
A theory-heavy curriculum that resists change
In many countries – particularly those with centralised education systems – schooling has long followed a standardised, examination-focused approach that prioritises academic content and rote memorisation over applied skills. She Maps, an Australian STEM education organisation, notes that differences in pace and culture between schools and industries create real friction, because schools are structured around fixed curricula and assessment cycles, while industries operate in real-time and value adaptability.
This gap is not merely philosophical. Research from Education Northwest notes that students themselves often feel disconnected from their schoolwork, viewing it as something imposed on them rather than an opportunity to develop skills they will actually use. Community-based and industry-linked learning directly addresses this disengagement – but introducing it means competing with deeply entrenched norms about what counts as “real” education.
Teachers caught between two worlds
Teachers are central to making any collaboration work, yet they are often the least equipped for it. Many have been trained within the same theoretical frameworks they are now expected to move beyond. Schools may also lack the infrastructure, resources, or teaching expertise to offer courses that align with current industry trends, creating a disconnect where students graduate without the practical skills that employers actually need. Without professional development that prepares educators to facilitate work-based learning, even well-intentioned collaboration programs struggle to get off the ground. AACSB underscores this point, noting that technical knowledge alone is insufficient – both teachers and students need hands-on contexts to develop the soft skills that employers consider essential, including communication, problem-solving, and adaptability.
Logistical and administrative barriers
Even when schools and companies are willing to work together, the practical mechanics of doing so can be overwhelming. Time, money, safety, and assessment frameworks all present significant friction points.
Scheduling and time constraints
Schools run on fixed academic calendars, while businesses operate on entirely different cycles. Aligning these schedules is consistently identified as one of the top practical challenges in establishing meaningful partnerships. A 2025 guide on school-industry internships from Private School Review flags that misalignment between academic semesters and a company’s peak operational periods is a recurring obstacle, with many schools finding they simply cannot release students at the times that work best for employers. Research analysing employer participation in work-based learning similarly identifies an extensive time commitment, logistics, placement, and costs as key limitations that discourage businesses from getting involved.
Liability and safety concerns
Placing students – especially minors – in workplace environments raises immediate legal questions. Who is responsible if a student is injured on-site? What confidentiality obligations apply? How does a school ensure compliance with workplace safety regulations it wasn’t designed to navigate? Some U.S. states have moved to address this: Advance CTE’s Year in Review highlights that states like Oklahoma and Wyoming have introduced legislation allowing school districts to obtain liability insurance for students in apprenticeships and internships, and have clarified that student learners in some work-based programs are covered under employer workers’ compensation plans. But such provisions remain the exception rather than the rule, leaving most schools and companies to negotiate liability issues on their own – often unsuccessfully.
Assessment difficulties
Perhaps the least visible but most structurally significant logistical barrier is assessment. Traditional education systems are built around written exams and standardised tests – tools that are largely inadequate for evaluating what students actually learn in industry settings. How does a school grade a student’s capacity to collaborate under pressure, or assess their ability to adapt when a real project shifts direction? Without clear frameworks for measuring practical learning outcomes, both schools and industries struggle to demonstrate the value of their collaboration – making it harder to justify to administrators, parents, and policymakers. As the Private School Review’s 2025 internship guide notes, integrating reflection essays, portfolio components, and supervisor evaluations into assessment design is one workable approach, but it requires deliberate planning that most schools currently lack the capacity to do.
The need for policy reforms
Addressing the barriers above on a case-by-case basis is possible, but not scalable. Systemic change requires systemic solutions – and that means education policy must evolve to actively support school-industry collaboration rather than simply tolerate it.
What current policy gets wrong
In many countries, education policy still treats schooling as a self-contained process. Curriculum frameworks rarely carve out formal space for community-based or industry-integrated learning, and accreditation systems often only recognise academic grades and examination results, leaving no room to credit practical workplace experience. This sends a clear signal – intentional or not – that industry partnerships are supplementary, not central. The Intercultural Development Research Association (IDRA) makes this point clearly: for education reform to be sustainable, new public policies must actively come into play – change requires both the will and the structural conditions to make it stick.
What reform should look like
Meaningful policy reform in this area would need to address several dimensions. First, financial incentives – grants, tax breaks, or subsidies – could encourage companies to invest time in schools without bearing the full cost themselves. Second, policymakers could work to standardise work-based learning frameworks so that internships, apprenticeships, and industry projects are not available only to students at well-resourced schools, but are accessible broadly. Third, as the Taylor & Francis systematic review on educational reform shows, reform is significantly more likely to succeed when there is a clear, co-constructed shared vision – meaning that policy must be developed with input from educators, industry leaders, and communities, not imposed top-down.
Government can also play a coordinating role: acting as a neutral intermediary that helps schools and companies identify each other’s needs, reduces administrative burden, and holds both parties accountable for outcomes. The European Agency for Special Needs and Inclusive Education notes that cross-sector collaboration in education requires not just good intentions, but structured governance frameworks – mandated coordination mechanisms that ensure collaboration is sustained beyond individual relationships or short-term projects.
Moving from barriers to bridges
The barriers explored here – mistrust, educational inertia, logistical complexity, and policy inadequacy – are interconnected. Mistrust makes logistics harder to negotiate. Rigid curricula make liability harder to manage. And without supportive policy, even motivated schools and companies hit walls they cannot scale alone. But none of these barriers are permanent. AACSB’s analysis of business school-industry partnerships points to a clear starting point: building smaller, lower-stakes networking opportunities first – guest lectures, mentorship programmes, project collaborations – before moving to larger structural commitments. Trust, ultimately, is built incrementally. And when it is built on clear communication, joint goal-setting, and mutual accountability, school-industry collaboration stops being an aspiration and starts becoming a functioning reality.
