India’s education system is one of the largest in the world, encompassing over 1.5 million schools, hundreds of millions of students, and millions of teachers spread across 36 states and union territories. Managing a system of this scale requires more than intuition or experience – it demands reliable, timely, and comprehensive data. That is precisely what the Education Management Information System (EMIS) is designed to provide. At its core, EMIS is the data infrastructure that keeps educational planning, policy-making, and resource allocation grounded in evidence rather than guesswork.

What is EMIS?
According to UNESCO’s IIEP Learning Portal, EMIS encompasses all the tools, resources, and procedures used to gather, store, and process information intended to manage and monitor an education system. In the Indian context, this translates into a structured digital platform that collects data from schools across the country on parameters such as student enrolment, teacher qualifications, physical infrastructure, dropout rates, and examination outcomes.
India’s EMIS did not emerge fully-formed overnight. The journey began in the mid-1990s with the District Primary Education Programme (DPEP), which created the need for a school-level database for planning purposes. This gave rise to the District Information System for Education (DISE), initially covering primary education in seven states before expanding nationally. In 2012-13, DISE was merged with the Secondary Education Management Information System (SEMIS) to form the Unified District Information System for Education (UDISE), which became India’s sole source of official school education statistics. The latest and most advanced iteration is UDISE+, launched in 2018-19 by the Ministry of Education, which introduced real-time, school-level digital data entry and individual student-level data collection from 2022-23 onwards.
UDISE+, maintained by the Ministry of Education with technical support from the National Informatics Centre, currently collects real-time data from over 1.5 million schools, covering government, private, and aided institutions alike. Each school is assigned a unique identifier – the UDISE code – which links it to a comprehensive database of school-level information used for everything from resource allocation to national policy formulation.
Agencies involved in data collection
EMIS in India is not a single-agency operation. Multiple bodies contribute to building the national picture of education, each with a distinct role and scope.
Ministry of Education (formerly MHRD)
The Ministry of Education (MoE), formerly known as the Ministry of Human Resource Development (MHRD), sits at the top of the data governance structure. According to Education for All in India, the Planning, Monitoring and Statistics Division of the Department of Education collects data on all sectors of school education on an annual basis. The Ministry sets the guidelines for data collection, ensures standardisation across states, coordinates with state governments, and manages UDISE+ through the Department of School Education and Literacy.
National Council of Educational Research and Training (NCERT)
NCERT functions as the apex body for curriculum development in India, but its role in EMIS goes beyond academics. NCERT conducts periodic large-scale educational surveys – the All India School Education Survey – on a quinquennial basis. While NCERT collects data at the district level, it historically released only state-specific consolidated information. NCERT’s surveys complement the annual administrative data collected through UDISE+ by capturing qualitative dimensions of schooling such as curriculum delivery, teacher performance, and student learning outcomes.
National Sample Survey Office (NSSO)
The National Sample Survey Office (NSSO), functioning under the Ministry of Statistics and Programme Implementation, provides a critical counterpoint to school-level administrative data by conducting household-based sample surveys. NSSO surveys capture information from the demand side – that is, from families themselves – on educational participation, household expenditure on education, and access to ICT devices. This makes NSSO data particularly valuable for understanding barriers to schooling that do not show up in school records, such as out-of-school children or private tutoring expenditure.
Other contributing agencies
Beyond the three primary agencies, the Census of India provides data on population-level educational attainment and age-education classifications of children aged 5-14. The University Grants Commission (UGC) handles higher education data, compiling statistics by university area. Other organisations such as the International Institute for Population Sciences (IIPS) and the National Council of Applied Economic Research (NCAER) conduct occasional household surveys that supplement the broader picture. At the state level, Directorates of Education and Bureaus of Economics and Statistics also publish educational abstracts, though these vary significantly in scope and timeliness across states.
Uses of EMIS in policy making
The value of EMIS lies not just in collecting data, but in making that data actionable. As the Global Partnership for Education notes, a well-functioning EMIS is capable of revealing equity gaps, tracking dropout spikes, and providing policymakers with the holistic picture needed to allocate resources fairly. In the Indian context, EMIS data serves several concrete policy functions.
Resource allocation and scheme monitoring
UDISE+ data directly informs the funding decisions of major national programmes. Details on infrastructure gaps, teacher vacancies, and enrolment figures at the block and district level help the government prioritise where funds go under programmes like Samagra Shiksha – the integrated scheme for school education. Government initiatives such as the Mid-Day Meal scheme, Swachh Bharat Abhiyan (school toilets), and Digital India infrastructure rollouts all rely on UDISE+ data to track on-ground implementation and identify schools that still lack basic amenities.
Tracking the Right to Education and SDG 4
When the Right of Children to Free and Compulsory Education (RTE) Act came into effect in 2010, UDISE data became central to monitoring compliance – tracking whether schools met the required pupil-teacher ratios, infrastructure norms, and enrolment benchmarks. More broadly, UDISE data aligns India’s reporting with the United Nations Sustainable Development Goal 4 (SDG 4), which calls for inclusive and equitable quality education by 2030. Indicators like gross enrolment ratio, dropout rates, and gender parity indices – all drawn from EMIS – are used to measure India’s progress against this global commitment.
Curriculum and teacher policy
EMIS data also feeds into curriculum reform and teacher deployment decisions. If data from a particular region consistently shows poor learning outcomes in specific subjects, it can inform targeted curriculum interventions. Teacher qualification and availability data helps state governments address vacancies and rationalise teacher postings across schools. With UDISE+ now supporting NEP 2020 goals, the system monitors key indicators such as foundational literacy and numeracy, early childhood education, and inclusive education for children with disabilities.
Micro-level planning
One of EMIS’s most significant contributions has been enabling planning at disaggregated administrative levels. UDISE+ data flows from school โ block โ district โ state โ national level, meaning that a district education officer can access school-specific data on classroom availability, sanitation facilities, and teacher-student ratios – enabling local-level interventions that were simply not possible with the aggregated, state-level data of earlier decades.
Challenges and limitations
Despite the progress made, India’s EMIS continues to grapple with several structural and operational challenges that limit its effectiveness.
Data gaps and inconsistencies
India’s scale and diversity create significant problems for data uniformity. Challenges include variations in data collection methodologies, lack of standardised data formats, and inadequate infrastructure in remote and rural areas. Schools without reliable internet connectivity or adequate staff often submit data through manual methods, increasing the risk of errors and omissions. Private schools, in particular, remain a significant gap – while over 350,000 private institutions have been brought under UDISE+, coverage of privately managed schools is still incomplete.
Multiple agencies and coordination gaps
The involvement of numerous agencies – MoE, NCERT, NSSO, UGC, state directorates, and others – is both a strength and a weakness. As noted by education researcher Arun C. Mehta, multiple data collection agencies and directorates, lack of coordination among them, and differing definitions and concepts of educational statistics have been longstanding limitations of India’s EMIS. While UDISE+ has partially resolved this by becoming the single official source for school statistics, household-level data from NSSO and NCERT’s surveys still operate on separate timelines and methodologies, making cross-referencing difficult. Different states also disseminate their own data with varying formats and reference years, reducing national comparability.
Time lag in data availability
Historically, time lag was one of the most damaging limitations of India’s educational statistics – with some Ministry publications carrying data that was seven to eight years old. UDISE+ has made significant progress in reducing this gap through real-time digital data entry. However, a meaningful lag still persists between data collection, validation, and public release. In fast-moving situations such as a sudden spike in school dropouts or an infrastructure emergency, even a one-to-two year delay in updated data can compromise the speed and accuracy of policy responses.
Data quality and reliability
The quality of data entered into UDISE+ is heavily dependent on the capacity of data entry operators and school staff at the ground level. In many states, UDISE management relies on contractual staff rather than permanent, trained officials. Officers from mainstream State Directorates of Education or Departments of Economics and Statistics are generally not involved in U-DISE operations, which limits both the quality of data submitted and the institutional accountability for its accuracy. Discrepancies between UDISE+ data and data from other sources such as NSSO surveys have periodically raised questions about the reliability of enrolment figures.
Dissemination and utilisation gaps
Collecting data is only half the challenge – using it effectively is the other. As UNESCO and the Global Partnership for Education observe, most education systems collect the right data but lack the capability to aggregate, analyse, and present it in ways that non-technical officials can act upon. In India, district and block-level administrators – who are best positioned to act on school-specific data – often lack the analytical capacity or tools to translate UDISE+ reports into targeted interventions.
The road ahead
India’s EMIS has come a long way from fragmented, manually compiled state-level statistics to a digitised, real-time, school-level database covering over 260 million students. The shift to UDISE+ represents a genuine leap in data infrastructure. Future directions include predictive analytics to forecast enrolment trends and dropout risks, better integration between EMIS and household-level survey data, and more interactive data visualisation tools to make educational statistics accessible to researchers, civil society, and the public. The integration of the APAAR ID (Academic Bank of Credits) with UDISE+ is also expected to enable longitudinal tracking of individual student learning journeys – a significant step toward a more granular and student-centred data system.
The true measure of an EMIS, however, is not the sophistication of its platform but the quality of decisions it enables. Data systems are only as powerful as the institutions and individuals who use them.
